If a wkhtmltopdf table moves to the next page instead of continuing in the space left below, there is no CSS switch that guarantees a fix. wkhtmltopdf’s own manual describes limitations in WebKit’s page-breaking algorithm. Start by checking the exact binary and its Qt build, then remove overly broad break-avoidance rules and test whether row-level avoidance improves your particular document. Verify the resulting PDF for gaps, repeated-header problems, and border artifacts.
Why a table may jump to the next page
wkhtmltopdf’s Debian Bullseye manual says, “The current page breaking algorithm of WebKit leaves much to be desired.” It explains that WebKit lays content out as one long page and then cuts it into pages, which can split lines and images. The manual says there is “no easy solution” until the underlying issue is solved, and suggests arranging HTML to offer many clean break points. With patched Qt, it says, the CSS page-break-inside property can remedy the problem “somewhat.” Debian Bullseye wkhtmltopdf manual.
CSS describes break preferences, not an unconditional command to the renderer. In CSS 2.2, page-break-inside: avoid asks the user agent to avoid a break inside a generated box. The specification permits these properties to apply to table rows, but also allows avoidance constraints to be dropped when there are too few break points to prevent content from overflowing a page. That is the standards-level behavior; it does not establish how every wkhtmltopdf binary will paginate a particular table. W3C CSS 2.2 paged media specification.
A likely cause worth testing is a broad page-break-inside: avoid on the table or an ancestor. If the renderer treats a large container as indivisible, it may defer that block to the next page. This is a diagnostic possibility, not a proven explanation for every report. A February 2024 Stack Overflow question described the table beginning on the next page, with pagination changing when rows were removed or added, despite avoidance rules on a parent and rows. Diagnose the exact converter and document
- Record the binary version and Qt build. Run
wkhtmltopdf --versionin the same environment that creates the PDF and save the full output. Determine whether that binary uses patched Qt; the manual’s qualification specifically refers to the patched version. A wrapper or package name alone does not establish rendering behavior. - Reproduce with the production HTML and CSS. Preserve the table structure, relevant styles, fonts, and content. If you reduce the case, change one factor at a time and note whether the table is flat or nested. Keep a copy of the original PDF so you can compare every page.
- Find avoidance rules on the table and its ancestors. Search stylesheets for
page-break-inside: avoid, including rules on a wrappingdiv, table, section, or other parent. Temporarily remove broad rules in a minimal reproduction before changing row behavior. - Decide what must stay together. If the table may span pages but each row should remain intact, permit the table to break and try avoidance on rows. If a row is taller than the usable page area, the renderer may still need to split it, overflow it, or move it; inspect the output rather than assuming the CSS can preserve an impossible layout.
- Render and inspect all pages. Check the page before and after the table transition, not just the first page. Look for whitespace, header-only pages, missing or duplicated headings, border lines at page bottoms, overlap, and footer collisions.
Test row-level avoidance, not a universal fix
This is a starting point reported in a wkhtmltopdf issue, not a guaranteed recipe. Test it with the actual converter binary and the HTML structure that fails:

The intent is to let the table continue across pages while asking the renderer to keep each row together and treat the header as a table header group. Before testing, remove or narrow conflicting avoidance rules on ancestors. A report involving wkhtmltopdf 0.12.4 described gaps and a page with a repeated header but no corresponding data despite row-level rules. wkhtmltopdf issue #3737.
Keep rows intact or let them split?
Row avoidance can improve readability when a row fits on a page, but it may leave whitespace or show pagination artifacts. Allowing rows to split can use the available page space more fully, but may cut content awkwardly. There is no established setting that guarantees the better result for all documents; choose based on the meaning of the data and inspect the rendered pages.

Repeat the header or remove it for diagnosis?
A repeated semantic header helps identify columns on later pages. However, issue reports describe header gaps and header-only pages alongside row avoidance. Temporarily disabling header repetition can help isolate whether the header grouping contributes to the failure, but later pages will then lack the column labels. Restore repetition if it works cleanly in the final PDF.

Do not assume a rule that helps an ordinary table will fix a nested one. A report says page-break-inside: auto worked for non-nested tables while a nested table inside a td still began on the next page; it does not establish a general fix for nested markup. wkhtmltopdf issue #4558.
- Reduce the example to the outer table and the nested table, keeping the same relevant CSS.
- Test the inner table on its own, then restore the outer structure. This helps distinguish a nested-layout issue from a broad ancestor rule.
- Where the document design allows, consider whether the nested table can be flattened or represented as rows in the outer table.
- After every structural change, inspect header repetition and borders as well as the page on which the table begins.
Give the renderer more clean break points
The manual’s practical advice is to organize HTML so the renderer has many places where it can break cleanly. In a report or invoice, that may mean avoiding one unusually tall row or one large indivisible wrapper when the content can be divided without changing its meaning. Do not split logical data simply to force pagination: readability and data association matter. Render the exact content with the exact production binary after each change.

Issue reports are useful examples, not cross-version guarantees. One report identifies wkhtmltopdf 0.12.2.4 with patched Qt on Windows 7 and describes border and header artifacts with row avoidance. wkhtmltopdf issue #2486. Another identifies version 0.12.4 on Windows 7. These individual reports do not show how every release, operating system, Qt build, wrapper, or HTML structure will behave.
When to evaluate another PDF renderer
If a document remains unreliable after testing the exact binary, stylesheet, and table structure, evaluating another PDF rendering engine is a reasonable engineering option. Compare it against your own requirements for HTML fidelity, deployment, and maintenance; the sources cited here do not provide a controlled engine comparison or establish a particular replacement as the fix. A migration may require validating fonts, CSS support, page dimensions, headers, footers, and generated output.

- Confirm the production

Frequently Asked Questions
Does `page-break-inside: avoid` guarantee that a table row will stay on one page?
No. CSS 2.2 defines it as an avoidance request, and constraints may be relaxed when necessary to find break points. wkhtmltopdf’s manual also says the property only remedies its page-breaking limitations “somewhat” with patched Qt.
Why does adding or removing a few rows change where the table starts?
Pagination depends on available break points and the amount of content that must fit around them. A reported case describes that behavior, but it does not establish one cause for every document; check broad avoidance rules, table structure, and the exact binary.
