If Apple says it couldn’t send a verification code, first determine whether you’re signing in to an existing Apple Account or trying to create a new one. For an existing account, check a trusted Apple device, then try the text or phone-call option for your trusted number. If you no longer have access to that number or any trusted device, Apple’s account-recovery process may be necessary. Apple does not identify a confirmed cause for this exact error message, so these are safe account-access steps—not a guaranteed diagnosis.
First, identify which Apple Account task failed
The message “Verification Failed: Could Not Send Code to Phone Number” describes a failure to send or request a code. That is different from receiving a code and entering it incorrectly. The wording alone does not establish whether the cause is the account, number, carrier, device, or a temporary service condition; Apple’s support guidance does not diagnose this exact message.
If you are signing in to an existing account, use the steps below. If you are creating a brand-new Apple Account, the sign-in and recovery options for an existing account may not apply in the same way. Apple’s cited support pages do not confirm a specific fix for this new-account error. Avoid treating changes such as switching to a 24-hour clock, or trying account creation through a different Apple app, as confirmed solutions.
Fix the error when signing in to an existing Apple Account
1. Check a trusted Apple device
Apple may display a verification code automatically on a trusted device already signed in to your account. Check your other Apple devices before requesting a code by phone.

2. Request a text or phone call
- On the verification screen, select Didn’t Get a Code? or Can’t get to your devices?
- Choose the option to send a code to your trusted phone number by text message or phone call.
- If you use Unknown Senders filtering in Messages, check the relevant filtered inbox as well as your main message list.
Apple documents both the trusted-device code and the alternate text-or-call route in its two-factor authentication instructions.
Choose the right next step if you cannot access a trusted device or number

Before starting account recovery
Try the other available ways to access your account first. Depending on your situation, a trusted device, an associated email address or phone number, or a recovery contact may help. If you begin account recovery, using the account on other devices that are still signed in can cancel the request. Follow the instructions for the device you used to start recovery.
Apple says recovery may take a few days or longer, and contacting Apple Support cannot shorten the waiting period. See Apple’s guidance on what to do if you forgot your Apple Account password and its account-recovery process.

If the error appears while creating a new Apple Account
Do not assume that password recovery for an existing account will fix a new-account verification failure. The official Apple pages cited here explain two-factor sign-in and recovery for existing accounts, but do not establish a cause or a confirmed solution for this exact error during account creation. The Mac Observer has published a guide under this error wording, but its proposed creation workarounds are not confirmed by the Apple support guidance linked above.
