First identify what is taking the screenshot. Puppeteer’s Page.screenshot() captures a browser page; Apple’s Screen Recording permission applies to native capture of desktop content through APIs such as ScreenCaptureKit. Don’t grant broad screen access or reset macOS privacy permissions until you know which API and process produced the error.
Check whether Puppeteer is capturing a page or the Mac display
For a normal webpage screenshot, Puppeteer documents Page.screenshot(). It renders the page in the browser and can save the result to a file. That is different from capturing the physical display, another app’s window, or desktop content through a native macOS capture API.
Try a minimal page-capture script and see whether this exact call fails:

})();This follows Puppeteer’s documented screenshot example. If it works but a wrapper, test harness, extension, or other capture call fails, inspect that code path: it may be capturing desktop content rather than asking Puppeteer for a page image.

Record the failing call, launch mode, and browser
Before changing macOS privacy settings, reproduce the failure with a minimal script and record the details that distinguish a browser-rendering problem from a native capture denial:
- The exact error text and stack trace, including which package or process emits it.
- The Puppeteer version, browser executable or channel, and macOS version.
- Whether the failure occurs in headless mode, headful mode, or both.
- The specific API that fails:
page.screenshot()or a native capture API such as ScreenCaptureKit. - Whether the error names Terminal, Chrome, Node, or another application.
Puppeteer’s current headless guide says puppeteer.launch() defaults to headless mode. Set headless: false to open headful Chrome. headless: 'shell' selects the separate old headless shell mode. A change in behavior across modes is useful diagnostic information, not proof that a particular permission setting is the fix. See Puppeteer’s headless-mode guide.

Does Puppeteer need Screen Recording permission on Mac?
Not as a blanket requirement for the documented page screenshot call. Apple’s ScreenCaptureKit permission guidance concerns apps that capture screen content natively. The available documentation does not establish that every Puppeteer and browser combination is immune to macOS prompts, so use the actual error and capture path to decide.
If your code really uses ScreenCaptureKit, follow Apple’s native capture guidance: request Screen Recording permission from the person using the app and provide NSScreenCaptureUsageDescription to explain why it needs access. Apple’s ScreenCaptureKit documentation describes those requirements.

When the native app has been denied access
Review Screen Recording access in macOS Privacy & Security settings for the application that actually performs native capture. After granting permission, restart that application; Apple’s macOS ScreenCaptureKit sample specifies this restart step. That sample targets macOS 15 or later and Xcode 16 or later.
Do not assume the right entry is Terminal, Chrome, or Node just because Puppeteer is part of the project. Confirm which app or process invokes the native capture API and is named by the prompt.

Interpret the error by the API that emitted it
SCStreamErrorUserDeclined is Apple’s ScreenCaptureKit error for a user who did not grant Screen Recording permission to the app. It diagnoses that native capture path; the reviewed Puppeteer references do not document it as an error returned by Page.screenshot(). Trace the stack and identify the emitting API before applying Apple’s permission remedy. See Apple’s SCStreamErrorUserDeclined reference.
Troubleshoot page screenshots without changing privacy permissions
If a minimal Page.screenshot() fails and the stack contains no native screen-capture API, treat it first as a browser, test-context, or output problem—not as a confirmed Screen Recording denial.

- Navigation or page load fails: Check whether
page.goto()completes and whether the target page is reachable from the same environment. Capture the navigation error separately from the screenshot error. - The output file is missing or cannot be written: Check the value passed as
path, the current working directory, and whether the process can write there. A file-output failure is different from macOS denying screen capture. - Only a test runner or wrapper fails: Run the minimal script outside that context, then inspect the wrapper, plugins, and extensions for a different capture API or process.
- Only one launch mode fails: Record whether it is headless, headful, or
'shell'and compare the browser executable and error. Do not infer a universal permission fix from the mode difference. - The error explicitly names ScreenCaptureKit: Follow the native-permission branch above and restart the capturing application after permission is granted.
Avoid using tccutil reset as a first-line fix. It changes macOS privacy authorization state, and the cited Puppeteer documentation does not identify it as a remedy for Page.screenshot(). First establish which API failed and which process owns the capture.

Should I enable Screen Recording for Terminal or Chrome to fix every Puppeteer screenshot error?
No. Only grant it when the failing code actually captures screen content through a native API, and identify the app performing that capture first.
Does changing Puppeteer from headless to headful automatically fix permission errors?
No. Compare the exact error and browser behavior across modes; a mode difference is diagnostic, not a universal permission fix.
