If a Windows PC still has problems linked to the August 2014 updates KB2982791, KB2970228, KB2975719, or KB2975331, Microsoft’s documented fix was to uninstall any of those updates that are installed, restart Windows, and then install replacement update KB2993651. If Windows will not start because of a persistent 0x50 Stop error, Microsoft documented a separate recovery procedure involving the font cache and Fonts registry settings; do not improvise those registry edits.
What went wrong with the August 2014 updates?
Microsoft released security update KB2982791 (MS14-045) on August 12, 2014. After reports of problems, it removed the download links on August 15 and recommended uninstalling the update while it investigated. On August 27, Microsoft rereleased MS14-045 and announced KB2993651 as the replacement. Microsoft’s bulletin FAQ said, “All customers should apply the 2993651 update, which replaces the expired 2982791 update.”
KB2970228 was a separate August 2014 update that added support for the new Russian ruble currency symbol. Microsoft associated it with KB2982791, KB2975719, and KB2975331 in its guidance on post-installation failures. The association does not mean every symptom occurred on every PC, or that KB2970228 alone caused each problem.
Which symptoms were associated with these updates?
- Font rendering problems: Fonts might not display correctly.
- “File in use” errors: Fonts installed outside
%windir%fontsmight be blocked from modification, replacement, or deletion. - Windows appearing behind other windows: A change in window z-order could cause some application windows to appear behind others or become invisible.
- Persistent 0x50 Stop error: Some systems crashed and then had trouble starting correctly.
These symptoms are clues to investigate, not proof that one of the updates is responsible. Check Installed Updates to see whether one or more of the four packages are present.

If Windows starts: uninstall the affected update and apply its replacement
- Open Control Panel, choose Programs and Features, then select View installed updates.
- Find and uninstall any installed update from this list: KB2982791, KB2970228, KB2975719, and KB2975331.
- Restart Windows.
- Install Microsoft replacement update KB2993651. Microsoft said it resolves the known issue associated with KB2982791 and replaces that expired update.
Microsoft’s recommendation was to uninstall KB2982791 before applying KB2993651. Do not treat KB2993651 as a reason to leave an affected package installed.
If Windows will not start after a persistent 0x50 error
Microsoft’s mitigation for this startup failure is a specialized recovery procedure, not the normal Installed Updates route. It involves deleting the font cache file fntcache.dat, exporting the Fonts registry key so it can be restored, temporarily removing registry values whose data contains a full path ending in .otf, deleting the font cache again, uninstalling the affected updates, restarting, and restoring the saved registry values after removal.

Because this procedure changes the registry and the exact support steps depend on the Windows edition, follow Microsoft’s instructions for that edition rather than guessing at key names or editing values from memory. Preserve the exported registry file before making changes; it is needed to restore the saved values. Once Windows is running and the affected updates have been removed, apply KB2993651 as Microsoft directed.

Why KB2993651 is called the replacement
KB2982791 was expired after Microsoft identified known issues, and KB2993651 replaced it when Microsoft rereleased MS14-045 on August 27, 2014. This is historical guidance for that 2014 incident, not a recommendation to seek out or install an old update on a current Windows system.
