If Microsoft Fabric Copilot is missing, first check that the workspace is assigned to supported, Copilot-enabled capacity; a Pro or Premium Per User license alone is not enough. If Copilot appears but its answers are weak, check the underlying data and tailor the prompt to the workload. Use the checklist below to narrow down the cause; tenant settings, capacity, permissions, and regional policy can require an administrator.
When Copilot does not appear
Work through these checks in order. Capacity and tenant configuration are common blockers, and a user may not be able to change them directly.
1. Confirm the workspace has supported capacity
Microsoft’s current setup guidance lists paid Fabric capacity F2 or higher and Power BI Premium capacity P1 or higher as supported options, with Copilot enabled and the workspace assigned to that capacity. A Pro or Premium Per User (PPU) workspace does not directly support Copilot features on its own. An organization may instead assign a Fabric Copilot capacity. Check with your Fabric or Power BI administrator which capacity applies to your workspace. See Microsoft’s Copilot setup and configuration guidance.
2. Check whether a Fabric trial expired
When a Fabric trial expires, access to its trial capacity can be revoked and affected workspaces can be reassigned to Pro. That change can remove the capacity prerequisite for Copilot. Check trial status in Fabric capacity settings. If the trial has ended, ask your organization to assign the workspace to supported capacity or follow its normal capacity process. Microsoft describes this scenario in its guidance for Copilot becoming unavailable after a trial expires.

3. Ask an administrator to verify Copilot settings
Copilot must be enabled in the relevant tenant settings. The setting may be scoped to a security group, so being in a tenant where Copilot works for other people does not necessarily mean your account is included. If the tenant delegates configuration to capacity administrators, the corresponding capacity-level setting may also need attention. Ask the tenant or capacity administrator to confirm both the setting and its scope. Microsoft documents the configuration options in Enable and configure Copilot in Microsoft Fabric.
4. Verify workspace assignment and your access
Make sure the item you are using is in the workspace assigned to Copilot-enabled capacity and that your account has access to the workspace. In Power BI Desktop, select a Copilot-enabled workspace as the active workspace. An enabled tenant setting cannot compensate for a workspace on unsupported capacity or a user without workspace access.

5. Check regional availability and data-processing policy
Copilot availability and processing depend on the capacity’s geography. For some regions outside the US or EU Data Boundary, Microsoft says an administrator may need to enable cross-geography processing. That setting allows prompts and results to be processed outside the capacity’s geographic region, so involve your tenant administrator and review organizational and data-handling requirements before changing it. Microsoft says interactions can include prompts, meta-prompts, data structure (schema), and conversation history; table contents are not sent unless the user directs it. For notebook Copilot and Fabric data agents outside the US and EU Data Boundary, the overview says conversation history is stored for up to 28 days unless manually cleared. These details may matter when evaluating whether cross-geography processing is appropriate.

6. Allow the semantic model to load
When using a Copilot-enabled Power BI URL, the Copilot button appears after the semantic model finishes loading. If it is not visible immediately, wait for the model to load before treating the missing button as a configuration failure. Microsoft’s Copilot FAQ covers this behavior.
When Copilot appears but gives poor results
Copilot’s output depends on the data and the kind of task. Check the relevant workload guidance, then review generated results rather than treating them as authoritative.

Power BI semantic models: check data completeness and prompt scope
- Look for missing values. Microsoft warns that summaries can fill gaps in a semantic model with fabricated content. Inspect the underlying data; removing rows with missing values is one way Microsoft suggests avoiding this issue.
- Anchor the request to the model. If a question is not related to the semantic model, Copilot may answer from general knowledge. Name the fields or data in the model that the answer should use.
- Review generated visuals and narrative. Edit generated visuals with Power BI’s visualization tool, and use custom prompts to adjust narrative results. Verify the result against the model before sharing or relying on it.

Real-Time Intelligence: make the request specific and self-contained
Include relevant context, such as the column name and data type, and specify useful operators or functions. Ask one question at a time: Microsoft says follow-up questions are not supported in this Real-Time Intelligence experience. Notebooks: review suggested code before applying it
Notebook Copilot can generate inaccurate code, particularly for fast-moving or recently released libraries. Review its suggestions before running or applying them. A disabled notebook Copilot button can also indicate unmet configuration, capacity, or regional prerequisites; Microsoft’s notebook Copilot overview is the relevant reference, though this article’s available details for that page are limited.

For Power BI semantic-model analysis, Microsoft says duration depends on model size. If analysis runs for more than 15 minutes without an error, close the Copilot pane and select Copilot again to restart it. This is Microsoft’s documented retry step, not a general guarantee that every stalled Copilot task will recover.
