First identify your Outlook app, then decide whether the message’s pictures are remote links or embedded attachments. Approve images for a trusted message, adjust the matching privacy setting, or ask your administrator or the sender for help when policy or a bad URL is involved.
Start with two quick checks
- Identify the client. The instructions differ for classic Outlook for Windows, Outlook for Mac, and Outlook for iOS or Android. The procedures below do not claim to cover Outlook on the web or new Outlook for Windows, whose current controls can differ.
- Classify the picture. A remote (linked) image is fetched from a web server when the message opens. An embedded image or attachment is carried in the message itself. External-image settings normally affect linked content, not embedded or attached pictures.
- Look for a blocked-images notice. An InfoBar or mobile banner points to an intentional block. If there is no notice and only particular messages fail, the sender may have supplied an invalid, inaccessible, or expired image URL.
Remote images can include invisible tracking pixels. Downloading them may tell the sender that the message was opened, so choose the least permissive setting that still meets your needs.
Classic Outlook for Windows
These steps apply to classic Outlook for Microsoft 365, Outlook 2024, 2021, 2019, and 2016.
Download pictures in one trusted message
- Open the message, or select it in the Reading Pane.
- On the InfoBar above the message, select Download Pictures.
- If you opened the message in its own window, save it if you want the pictures to appear when you open it again. In the Reading Pane, Outlook saves the message automatically after the download action.
Only approve mail you trust. The request may contact every image host in the message, including tracking services.

Trust a sender or domain
Right-click a blocked picture and choose Add Sender to Safe Senders List or Add the Domain @domain to Safe Senders List. This is a middle ground: approved senders load normally while unknown senders remain protected.
Change automatic-download controls
- Choose File > Options > Trust Center > Trust Center Settings.
- Open the automatic-download options.
- Review the option that controls Don’t download pictures automatically in HTML e-mail messages or RSS items, along with the more specific controls for particular content types.
- Clear the broad blocking option only if you accept that images can load from messages you have not individually approved.
Broader downloading is more convenient but gives up protection against remote tracking and can consume bandwidth. A safe-sender rule or per-message approval is generally the better compromise.

- Go to Outlook > Settings > Email > Reading.
- Under Download external images, select one of the available policies:
- Always loads internet-hosted pictures automatically.
- My contacts, organisation(s) and safe senders limits automatic loading to people and domains you have chosen to trust.
- Ask before downloading keeps control on each message.
This setting concerns pictures stored on the internet. It does not control pictures attached to the message or embedded in its body. If an embedded image is missing, investigate the message itself or ask the sender to resend it rather than changing the external-image policy.

Mobile Outlook uses a separate privacy control called Block external images.
- Open a message that contains blocked linked pictures.
- Tap the banner above the email to download the images for that message.
- If you want to review the policy, open Outlook’s account or mail settings and look for Block external images. The exact menu placement can vary by app release and organizational configuration.
Microsoft describes this control as protection against tracking through web beacons. It does not block images embedded in the email as attachments and applies to the Reading Pane. When replying to or forwarding a message, internet-linked pictures may remain absent if you did not choose to display them before composing the reply or forward.

An employer or school administrator may have enabled the block. If the control is unavailable, changes back by itself, or a banner says it is managed, only your administrator can change the policy.
When signed or encrypted messages are the exception
If pictures are missing only in S/MIME-signed or encrypted messages in Windows Outlook, Outlook may be applying its default restriction on external content. The Trust Center has an automatic-download option, but organizational policy can prevent you from overriding it. A locked setting is a security decision, not evidence that Outlook is damaged; contact your IT administrator and explain that the problem is limited to S/MIME mail.
Choose a privacy setting deliberately

There is no need to disable protection globally just to read one newsletter or invoice. Approve that message, add a trustworthy sender, or keep prompts enabled.
Troubleshooting when the normal control does not work
No Download Pictures button or banner
Confirm that the picture is actually remote. Embedded or attached images will not be fixed by an external-image setting. If only one sender’s messages fail, ask the sender to verify that the image URL is reachable and still valid. A URL requiring a login, expiring quickly, blocking email clients, or returning an error can leave an empty space even when Outlook is willing to download images.

The setting is missing or locked
On a work or school account, Group Policy or mobile-management policy may hide or enforce the control. Ask IT whether automatic external content is restricted. Do not attempt to bypass a managed S/MIME or mobile policy with registry edits or unapproved software.
Images appeared once, then disappeared again
A one-message approval is not the same as a trusted-sender rule. Add the sender or domain to the appropriate safe list if you want recurring display, or retain per-message approval if the sender’s identity or tracking practices are uncertain.

Images fail only while replying or forwarding
Display the linked pictures in the original message first, then start the reply or forward. Mobile Outlook may not include internet-linked images in the compose view when they were never approved.

Images are still blank after approval
- Check whether the message is signed or encrypted and subject to an organizational restriction.
- Try the message in a stable network and verify that your firewall or security gateway is not blocking the image host.
- Ask the sender to test the URL in a normal browser without authentication.
- For a single broken message with no block notice, treat a bad or unreachable URL as the leading possibility rather than changing Outlook’s privacy settings.

When to contact the sender or administrator
- Only one message or campaign has broken images and no Outlook block notice.
- The image URL works for the sender but not for recipients, suggesting authentication, hosting, or filtering differences.
- Your organization controls the setting, or the issue is limited to signed or encrypted mail.
- Images are required for a business process and policy prevents changing the setting.
Frequently Asked Questions
Will downloading a picture expose my email address?
It can reveal that the message was opened to the server hosting the image, especially when the image is a tracking pixel. Use per-message approval or trusted-sender rules when that matters.
Do these steps apply to Outlook on the web?
Not necessarily. The documented procedures here cover classic Windows Outlook, Outlook for Mac, and Outlook for iOS or Android; Outlook on the web and new Outlook for Windows can use different controls.
Why do attached pictures show when linked pictures do not?
Attachments and embedded images are carried in the message. External-image controls target pictures that Outlook must fetch from the internet.
