Most stutter, low-FPS, and controller failures in PC tactics games can be isolated without replacing hardware. First establish whether the problem is GPU, CPU, memory, heat, power, software, or the input stack; then make one reversible change at a time. Close background programs, update Windows and OEM drivers, verify the game installation, test resolution and demanding effects, check refresh rate and V-SYNC, and isolate the controller from every other input device.
Meeting a game’s minimum requirements does not guarantee a high or stable frame rate. Game updates, driver changes, available RAM, background workloads, cooling, power mode, and display settings can all change the result. The workflow below is designed to tell you which class of problem you have before you spend money on a component.
Start by identifying the symptom
Do not treat every performance complaint as “the graphics are too high.” A tactics game may show low average FPS, brief hitching while the camera moves, drops after several minutes, or perfectly smooth video with no controller input. Each pattern points to a different test.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →| What you observe | First suspicion | Best first test |
|---|---|---|
| Low FPS all the time, especially at native resolution | GPU load, graphics settings, or insufficient memory | Lower resolution and demanding effects |
| FPS does not change after lowering resolution | CPU limit, heat, or power throttling | Compare CPU behavior, temperatures, ventilation, and power mode |
| Play starts smoothly, then slows or hitches | Thermal slowdown, a memory-heavy background task, or an overlay/capture process | Test after cooling the system with background tools closed |
| Only one game is affected | Game update, configuration, files, or title-specific compatibility | Verify files and compare that title with another game |
| Keyboard and mouse are smooth but a controller is unreliable | Input-stack conflict or controller mode mismatch | Disconnect every other input device and test one controller |
| Controller works in Windows but is absent or has wrong buttons in the game | Steam Input, native support, DirectInput/XInput differences, or a conflicting utility | Test native mode and Steam Input separately |
Use the symptom as a hypothesis, not a verdict. Record each change and its result so you do not undo a useful fix or combine several changes that hide the cause.

Establish a baseline before changing settings
Record the configuration
Write down the game version, Windows version, graphics-driver version, display resolution, and monitor refresh rate. Note whether the problem affects one title or several, and whether keyboard/mouse play differs from controller play. Record whether the computer is plugged in, what power mode is selected, and approximately how long it takes for a drop to appear.
Use the same save, map, camera movement, or repeatable battle for each test. A changing scene can make two settings appear different when the workload simply changed.
Check the current requirements
Read the title’s current minimum and recommended requirements on its store or publisher page rather than relying on an old system profile. Requirements describe a supported starting point, not a promised frame rate. Steam Support notes that available RAM directly affects model loading and graphics rendering, and that meeting listed requirements alone does not ensure high FPS.
Separate game-wide from system-wide behavior
- Run a second, undemanding game. If both titles stutter, investigate Windows, drivers, heat, power, or background software first.
- Run the affected title with keyboard and mouse. If video remains smooth but controller play fails, prioritize input isolation rather than graphics changes.
- Repeat the test after a full reboot. A clean boot result is evidence that a background process or driver state is involved, not proof that the game is fixed permanently.
Remove common software causes
Close background workloads and overlays
Exit browsers with many tabs, other launchers, chat overlays, recording tools, performance monitors, and unnecessary startup applications. Steam identifies background applications and insufficient available RAM as causes of reduced FPS. Capture software can consume CPU time, GPU resources, memory, or storage I/O; Capcom specifically warns that it can compromise stability.
For a clean comparison, disable the game’s overlay and any recording or streaming hook temporarily. Do not disable security protection broadly; instead, use the security product’s game-executable exception process only when its support guidance permits it. If closing one tool changes the result, re-enable tools one at a time to identify the conflict.
Update the operating system and OEM drivers
- Install pending Windows updates and restart the computer.
- Install the latest graphics, chipset or processor, and audio drivers supplied by the computer or component manufacturer. Capcom recommends the latest OEM video driver rather than an unknown repackaged version.
- Restart again before testing. A driver installer that has not completed its reboot can leave the old component active.
If a problem began immediately after a driver or game update, note that timing. It helps support staff distinguish a regression from a configuration that was always marginal.

Verify the game installation
In Steam, open Library, select the game, open Properties, choose Installed Files, and select Verify integrity of game files. Let the process finish before launching. A missing or corrupted executable or asset can produce crashes, hitching, or failed controller initialization that graphics tuning cannot fix.

Security software can also block an executable or a component it loads. Check its event history and the game’s support instructions before creating an exception. Do not add a blanket exclusion for an entire drive.
Use graphics settings as a diagnostic
Lower resolution first
Run the same repeatable scene at a lower resolution while leaving other settings unchanged. If FPS rises substantially, the GPU or a graphics setting is likely the bottleneck. If FPS barely changes, Steam Support says the game is probably limited by CPU performance; lowering image quality further will not solve that limit.
| Resolution test result | Likely interpretation | Next action |
|---|---|---|
| Large FPS improvement | GPU workload or video-memory pressure | Keep a practical resolution and lower the most expensive effects |
| Small or no improvement | CPU limit, thermal slowdown, power throttling, or a non-graphics stall | Check temperatures, ventilation, CPU load, and background processes |
| Improvement only after closing tools | Overlay, capture, browser, or memory contention | Identify the process and decide whether it can stay closed while playing |
Reduce expensive effects selectively
Lower model or geometry detail, water effects, HDR, and shader detail before reducing every setting. These options can be particularly costly on integrated graphics. Change one group at a time and retest; a global “low” preset removes useful information about which resource was saturated.
Keep a note of image-quality trade-offs. A lower resolution changes the entire scene, while reducing water or shadow detail may preserve readability of units and terrain. Choose the smallest change that removes the bottleneck.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsCheck refresh rate and V-SYNC
Confirm that Windows is using the monitor’s intended refresh rate in Display settings and that the game is not selecting a different mode. Refresh rate determines how often Windows permits the display to update. A mismatch can make otherwise stable frame delivery feel uneven.

Test V-SYNC deliberately. Steam warns that disabling V-SYNC can produce visible tearing and other video artifacts. Leaving it enabled can remove tearing, while disabling it may reduce synchronization delay on some systems; judge the result in a repeatable camera movement rather than by a single number. If you use a frame-rate cap, keep it consistent while comparing modes.
Test Windows 11 windowed-game optimization
For compatible DirectX 10 and DirectX 11 games on Windows 11, open Settings, go to System > Display > Graphics, select the game, open its Options, and test the Optimizations for windowed games setting. Microsoft says this presentation path uses a flip model to reduce frame latency and can enable supported Auto HDR and variable-refresh features. Apply the setting, relaunch the game, and compare it with the previous mode; it is not applicable to every rendering API or title.
Investigate heat and power when performance degrades over time
Recognize thermal and power symptoms
A system that is smooth for the first 10 or 20 minutes and then develops sustained drops may be reducing CPU or GPU speed to control heat. Poor ventilation, dust, an undersized cooling system, or placement in a restricted cabinet can all contribute. On a laptop, battery operation or a conservative power profile can also limit performance.
Compare a cold-start run with a run immediately after the slowdown. If performance returns after the machine cools, temperature or power management deserves priority over more aggressive image-quality reductions.
Restore airflow and appropriate power
- Move the computer so intake and exhaust vents are unobstructed; do not place a laptop on soft fabric that blocks its underside.
- Clean accessible vents according to the manufacturer’s instructions. Do not force debris deeper into a heatsink or open a system if doing so would violate its service terms.
- When plugged in, select the operating system’s high-performance or best-performance mode for testing. Record the setting because it can increase heat, fan noise, and battery drain.
- Limit the game’s frame rate or lower demanding effects to reduce sustained heat. Capcom recommends these measures as part of thermal troubleshooting.
A cooling pad or airflow accessory can help only when airflow is the limiting factor. It cannot repair a failed fan, a blocked internal heatsink, or hardware that is fundamentally undersized. If temperatures remain abnormal after cleaning and correct power settings, stop stressing the system and seek manufacturer service.
Fix controller detection and input conflicts
Start with one controller
Controller problems are often conflicts in the input stack rather than a dead gamepad. Windows limits XInput devices to four, and another virtual or physical device can occupy a slot or send duplicate input. Use this isolation sequence:

- Close the game.
- Unplug every controller, adapter, wheel, flight stick, and other gamepad.
- Start the game with no controller connected, then reach its input or title screen.
- Connect only the target controller and test it.
- If it works, reconnect the keyboard, mouse, and other devices one at a time, testing after each addition. The device that brings the failure back is the lead suspect.
- Update or disable the suspected device’s driver or utility, then restart Steam before testing again.
This method is more reliable than repeatedly reconnecting several devices and guessing which one changed the result.

Resolve native support versus Steam Input
Many games can read a controller directly while Steam can also translate it through Steam Input. Test only one path at a time. In the game’s Steam Properties, open the Controller section and choose the available per-game setting for enabling or disabling Steam Input; then relaunch. If the title has native controller support, compare native mode with Steam Input and keep the mode that gives stable input, correct button prompts, and no duplicated actions.
Restart the Steam client after changing controller configuration. A game that was launched before the change may retain the previous device mapping.
Remove known conflict sources during testing
Steam lists several utilities that can interfere with controller behavior. Exit or disable them temporarily while testing:
- Razer Synapse
- XInput emulators and virtual-controller tools
- Capture or streaming software
- Skype or Skypehost
- MSI Afterburner
- ASUS AI Suite
- ZoneAlarm
These are isolation steps, not a recommendation to uninstall software permanently. Re-enable one utility at a time after the controller is stable. If the problem returns, retain the evidence for the utility’s support team.

Windows’ four-device XInput maximum matters when several physical or virtual controllers are installed. Some games also behave differently when they support only DirectInput while a device is presented through XInput. If a game detects the controller but shows no usable buttons, test the controller’s alternate mode, remove virtual devices, and check the game’s documented input support. Do not run multiple remappers simultaneously.

Can a controller cause stutter?
A controller normally does not reduce rendering performance by itself. It can coincide with stutter when a virtual-device utility, capture hook, driver conflict, or repeated connect/disconnect event consumes CPU time or causes the game to reinitialize input. Compare the same scene with the controller disconnected and all controller utilities closed. If video stutter disappears, follow the one-device isolation procedure before lowering graphics settings.

| Change V-SYNC or frame cap | Immediate | Tearing may appear when V-SYNC is off | Can change perceived latency | Depends on the cap | Balance tearing, pacing, and responsiveness |
| Use best-performance power mode | Immediate | None | May stabilize clocks | Can increase heat and fan noise | Test plugged-in laptops and throttling |
| Disable Steam Input or a conflicting utility | Immediate | None | Can restore correct input | Usually none | Controller detection or duplicate-input failures |

| Hardware upgrade | Not easily reversible | Potentially improves available settings | Indirect | Depends on the component | Last resort after diagnosis |
Know when an upgrade is justified
Upgrade only after software, settings, heat, power, and controller isolation have been tested. A GPU or memory upgrade can immediately improve gameplay when the existing hardware is insufficient, but it will not fix a CPU-limited game, a blocked heatsink, corrupted files, or an XInput conflict. Use the baseline notes to identify the constrained resource first.
- If lowering resolution produces a clear gain and GPU load remains high, graphics capability or video memory is the likely upgrade target.
- If resolution changes do little and the CPU is saturated or slows when hot, investigate cooling, power, or CPU capability.
- If available RAM is consistently low while the game and background tools are open, close unnecessary programs first; only then consider a memory upgrade.
- If only one controller fails while another works in the same game, replace or reconfigure the input device before considering system hardware.
Escalate with evidence that support can use
If the issue survives a clean test, prepare a concise report instead of writing “it stutters.” Reproduce the problem with overlays, capture software, and unnecessary background applications closed, then include:
- Game title, exact version, and whether the issue affects one title or several
- Windows version, graphics-driver version, processor and graphics hardware, and installed memory
- Display resolution, refresh rate, V-SYNC state, frame cap, and the graphics settings used
- Whether lowering resolution changed FPS
- Whether the problem appears immediately or only after heat builds
- Controller model or connection type, native-versus-Steam-Input mode, and the other devices tested
- The result of Steam file verification and any security-software event
- A DxDiag report, which Capcom and Steam support guidance commonly request for Windows diagnosis
Tell the publisher whether the issue began after a game or driver update and provide the repeatable scene used. This lets support distinguish a title defect, unsupported configuration, driver regression, or hardware fault without asking you to repeat basic tests.
