If your insurer raised your premium, limited coverage, or issued a nonrenewal because of a wildfire-risk rating you believe is wrong, request the insurer’s written score or classification and every property fact used to calculate it. Compare those inputs with official records and dated evidence, then send a written correction and appeal, keep proof of delivery, and request a written decision. If the insurer will not disclose, review, or correct the rating, escalate to your state insurance department while protecting your existing coverage and deadlines.

What a wildfire risk rating is—and what can be wrong with it

A wildfire rating is a score, class, or rating factor an insurer uses to estimate the likelihood or potential severity of wildfire loss at a property. It may affect the premium, deductible, eligibility for a policy, renewal terms, or a nonrenewal decision. The rating can come from a proprietary model, a third-party data source, a rating plan, or a combination of insurer and public records.

An incorrect result does not always mean the mathematical model is defective. Most successful corrections involve an input that is wrong, stale, attached to the wrong parcel, or missing a completed mitigation measure. Examples include an outdated roof age, a neighboring parcel’s vegetation being attributed to your home, an incorrect road or hydrant location, or a property record that still shows a wood roof after replacement.

There are two different disputes:

  • Data error: the insurer used an incorrect or outdated fact about your property or its surroundings.
  • Model disagreement: the facts are accurate, but you believe the model weighs them unfairly or produces an unreasonable result.

Document the first type with objective records. The second type still deserves an appeal, but the insurer may be able to keep the rating if the model is approved and the underlying facts are correct.

Act before the renewal or nonrenewal deadline

Save the complete renewal, surcharge, underwriting, cancellation, or nonrenewal notice, including the date it was sent and every attachment. Mark the effective date and any deadline for accepting the offer, paying a premium, or finding replacement insurance. A dispute does not automatically extend a policy or stop a nonrenewal.

Continue paying undisputed premiums and comply with requests for inspections or documents. Ask the insurer in writing whether coverage remains in force while the appeal is pending and what payment is required to avoid a lapse. If the answer is unclear, obtain advice from a licensed insurance professional or your state insurance department rather than assuming an appeal provides temporary coverage.

Request the complete wildfire-rating record

Contact the insurer’s underwriting or customer-service department, not only a call-center representative. Copy your agent or broker so there is an independent record of the request. Ask for the following in writing:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. The numerical wildfire score or named classification assigned to the property.
  2. The name and version or date of the model, rating plan, or other source that produced the score.
  3. The possible score range or classification bands and the threshold that applies to your property.
  4. Every property and community characteristic used, including the value recorded for each field.
  5. The factors that moved the property into its current class or triggered the premium, deductible, restriction, or nonrenewal.
  6. The precise premium or eligibility consequence of the rating and whether another underwriting rule also contributed.
  7. The process, address, email, and deadline for appealing or requesting reconsideration.

California reporting rules identify the wildfire score and its source as reportable information when an insurer uses a wildfire model or rating factor. California regulation also gives a policyholder or applicant the right to appeal orally or in writing directly to the insurer. In other states, disclosure rights and terminology differ, so ask for the same information even when the notice uses a different label.

Audit every input for accuracy

Compare the insurer’s record with government documents, inspection reports, invoices, photographs, and maps. Make a separate row for each disputed field so the insurer can change a specific value rather than treating your letter as a general objection.

Address, parcel, and map location

  • Verify the street number, city, ZIP code, latitude and longitude, and assessor or parcel identification number.
  • Check that the model is rating your dwelling parcel rather than a neighboring lot, a previous address, a rental unit, or an outbuilding.
  • Look for boundary, road, and access errors on the county assessor or geographic-information-system map.
  • Provide a recorded parcel map, assessor record, survey, or building-permit file when the location is wrong.

Roof, siding, and structure details

  • Confirm roof material, installation year, replacement date, condition, and whether the model recorded an attached garage or other structure.
  • Check siding, decks, fences, eaves, windows, and other construction characteristics if the insurer lists them as inputs.
  • Use permits, contractor invoices, manufacturer documentation, inspection reports, and dated photographs. A contractor statement should identify the address, work completed, materials, and completion date.

Vegetation, defensible space, and fuels

  • Separate vegetation on your parcel from vegetation on adjoining or public land.
  • Document the distance between trees, shrubs, woodpiles, propane tanks, and the dwelling; do not claim a clearance that has not actually been completed.
  • Use dated photographs taken from several directions, invoices from a vegetation-management contractor, defensible-space assessments, and local fire-department or CAL FIRE records where available.
  • Note seasonal changes. A single photograph may not establish year-round conditions, so include the date and the work performed.

Topography, fuels, and fire behavior inputs

  • Ask how the insurer recorded slope, aspect, elevation, fuel type, and distance to wildland vegetation.
  • If the model assigned a hillside or fuel category that does not match the parcel, provide a government map, survey, or qualified assessment rather than an unsupported estimate.
  • Do not assume a low-risk appearance from the street disproves a modeled fuel or slope classification; request the exact field and its source.

Access, water, and fire protection

  • Verify road width, grade, surface, turnarounds, gate access, bridge limits, and the distance emergency vehicles must travel.
  • Check hydrant location, water supply, fire-station distance, and community protection data. Supply fire-department documentation when a hydrant, station, or access feature is missing or mislocated.
  • Identify shared roads or private gates and explain how emergency crews actually reach the dwelling, with recorded easements or maintenance agreements if relevant.

Community-level characteristics

Some inputs describe the surrounding area rather than your house. Ask which fields are parcel-specific and which are neighborhood or regional averages. You may be able to correct a mislocated parcel, but a community factor based on an approved rating plan may not be individually adjustable.

Build an evidence packet an underwriter can verify

Organize the appeal so a reviewer can match each disputed value to a document. Start with a one-page index and number every attachment.

Send a written appeal that asks for a decision

Address the appeal to the insurer’s underwriting or designated wildfire-appeal contact and copy the agent or broker. A phone call can start the process, but a dated written submission creates a record of what you disputed and when. California permits an oral or written appeal, while a written appeal is usually easier to prove in any state.

For each issue, state the insurer’s value, the correct value, the evidence attached, and the action you want. Ask for a revised score or classification, the premium or eligibility result after recalculation, and a written explanation if the insurer rejects any item. Request confirmation that the appeal is complete and ask whether an inspection is required.

Subject: Request to correct wildfire-risk rating for policy [policy number]
I appeal the wildfire score or classification used for [property address] and request written reconsideration. The notice dated [date] states [premium, surcharge, restriction, or nonrenewal consequence].
1. Field shown by insurer: [value]. Correct value: [value]. Evidence: Attachment [number]. Requested action: [specific correction].
2. Field shown by insurer: [value]. Correct value: [value]. Evidence: Attachment [number]. Requested action: [specific correction].
Please identify the score, model or rating source, score range, factors used, and the result after review. Please confirm receipt, advise whether an inspection is needed, and issue a written reconsideration decision. I am continuing to meet payment and policy requirements while this review is pending.

Use the insurer’s published submission method if one exists. Otherwise send the appeal by a method that provides delivery evidence, such as an online portal receipt, email acknowledgment, certified mail, or another trackable service. Keep the sent message, attachments, headers, and delivery confirmation together.

Know the deadlines that may apply

Deadlines depend on the state, policy type, and whether the action is a new application, renewal, or nonrenewal. The following are concrete examples, not a nationwide rule.

Jurisdiction or rule Timing stated in the guidance How to use it
California wildfire-model regulation Written acknowledgment of an appeal within 10 calendar days; written reconsideration and decision within 30 calendar days Keep proof of delivery and count calendar days from receipt; ask when the insurer considers the appeal complete
Colorado consumer notice issued in 2026 For covered wildfire-score appeals, the notice describes a 10-day acknowledgment and 30-day written decision structure Check that the notice applies to your policy and preserve the dates for a complaint if the insurer misses them
California wildfire-model disclosures Timing described as 15 days after a completed application, 45 days before renewal, and 75 days before nonrenewal Compare the date of the insurer’s disclosure with the applicable event and ask the insurer to explain any late or missing notice
California mitigation update An updated score or classification is addressed within 30 days after a qualifying mitigation request Identify the date your complete request was received and ask for the updated result in writing

California’s residential market framework was reported at 7% in 2019 and 40% in 2022, with 100% intended when fully implemented. Those figures describe the share of the market covered by the framework at those points, not the probability that an individual appeal will succeed or a premium will fall.

Submit completed mitigation for recalculation

Only claim work that is finished. List the measure, completion date, location, and evidence. Common examples include vegetation removal or spacing, defensible-space work, ember-resistant vents, roof or siding improvements, and access upgrades.

California guidance states that an insurer must provide an updated score or classification within 30 days after a qualifying request. If an inspection is required, a free inspection option must be available, and the insurer must accept an inspection by CAL FIRE or a local fire department as proof or verification of completed mitigation actions. Ask the insurer to identify exactly what makes a request qualifying and whether it needs a form, photographs, or an inspection report.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mitigation may improve one input without changing the final class if another factor remains above a threshold. Request the before-and-after field values and the reason for the final result so you can distinguish a data correction from a model outcome.

When the facts are accurate but the model still produces a high rating

After correcting demonstrable errors, ask the insurer whether the remaining result comes from an approved rating factor or a community-level variable. Request the applicable explanation and appeal anyway. Explain why the factor does not represent the property, identify any permitted alternative evidence, and ask whether underwriting can conduct a manual review.

Do not promise that a lower score will produce a lower premium. A policy’s price can also reflect claims history, coverage limits, deductible, catastrophe reinsurance costs, and other rating rules. Ask for the premium effect of the wildfire factor separately from other changes.

Escalate when the insurer does not respond or explain

Escalate in stages and attach the complete record:

  1. Follow up with underwriting or the insurer’s complaint office after the stated acknowledgment period.
  2. Ask the agent or broker to confirm that the appeal reached the correct underwriting unit. An agent may forward a California appeal, but the insurer remains responsible for the review.
  3. File a complaint with your state insurance department if the insurer will not disclose the score, ignores evidence, misses a required deadline, refuses a required mitigation review, or gives no reasoned decision.
  4. Use the National Association of Insurance Commissioners’ state-by-state directory to locate the correct department. The department can investigate compliance and communication, but it generally cannot guarantee a particular score or premium.

Include the policy and notice, your original request, the evidence index, delivery proof, all insurer responses, and a clear chronology. State the remedy you want: disclosure, correction of a field, a new score, a written explanation, or review of a missed deadline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Troubleshoot common appeal problems

Problem Likely cause Next action
The insurer sends a generic reply The request did not identify individual fields or ask for a decision Resend a numbered field-by-field appeal with an evidence index and request confirmation of completeness
The roof was replaced but the score did not change The insurer lacks a permit, invoice, inspection, or completion date Submit all proof and ask which roof field was updated and when the score will be rerun
Vegetation work is rejected The work is undocumented, incomplete, or outside the required defensible-space area Request the measurement standard, obtain an accepted inspection, and resubmit only completed work
The parcel appears to be in the wrong location Geocoding or assessor data attached the address to another parcel Provide the parcel map and coordinates and request a corrected rating run
The insurer says the model is proprietary It will not disclose internal formulas Ask for the score, source, input values, range, factors, and appeal process even if formulas remain confidential
A nonrenewal date is approaching The dispute is being treated as a coverage extension Ask in writing whether coverage continues, meet all payment dates, and arrange replacement quotes while the appeal proceeds
The state department asks for more information The complaint file lacks a chronology or proof of contact Send a concise timeline, notice, appeal, attachments, and delivery records in the requested format

Use this final checklist before sending

  • Notice, policy number, effective dates, and response deadlines are saved.
  • The insurer’s score or classification, source, range, inputs, and consequence have been requested.
  • Every disputed field has one corrected value and a numbered attachment.
  • Photographs are dated; permits, invoices, maps, and inspection reports identify the property.
  • Completed mitigation is separated from planned or partially completed work.
  • The appeal requests a revised score and a written reconsideration decision.
  • Submission and delivery proof are stored in more than one place.
  • Premiums and renewal requirements are being met while coverage status is confirmed in writing.
  • A state insurance-department complaint is ready if disclosure, acknowledgment, review, or explanation fails.

Keep the outcome in writing

When the insurer responds, compare its decision with each disputed field. Save the revised score, classification, premium calculation, inspection report, and effective date. If the result is unchanged, ask which facts were accepted, which were rejected, and whether the remaining result is driven by a model or community factor. That record is what you will need for a later renewal appeal, a regulator complaint, or a new insurer’s underwriting review.
