If the Windows 11 Start menu will not open or respond, restart the PC, install any available Windows updates, then use when the problem began to choose the next step. If it started after an update, consider removing that update; use Safe Mode to help narrow down the cause. A specific XAML-related failure is documented for some managed enterprise systems, but Microsoft says it is very unlikely on personal PCs.
Start with a restart and Windows Update
Restart Windows
A restart is a sensible first step for an unresponsive Windows shell. If Start still works, select Start > Power > Restart, following Microsoft’s standard restart guidance. If the Start menu is inaccessible, use another available Windows restart route or the device’s normal restart controls. Avoid making a forced power-off the default.
Install available updates
Check Settings > Windows Update for available updates, install them, and restart if Windows asks. Microsoft recommends checking for updates and restarting in its File Explorer troubleshooting guidance. That advice is general shell maintenance, not a guarantee that an update will fix every Start menu problem.
Use when the problem began to choose what to try next
Think about whether the Start menu stopped working immediately after a Windows update, an upgrade, an app installation, or work or school device provisioning. The timing can help identify the relevant recovery route, but does not prove what caused the fault.

If it began after a Windows update
Microsoft lists uninstalling a recent update as one possible recovery option. This removes changes made by that update; Microsoft says this option does not affect personal files and apps. See Microsoft’s Windows recovery options and update removal guidance for supported routes. Before recovery work, back up important files.
If it began after an app installation or upgrade
Note the change and its timing before taking broader recovery steps. The available Microsoft guidance does not establish that a particular app or upgrade is responsible, so avoid treating timing alone as a diagnosis. If the device is managed by work or school, ask IT before removing updates or changing recovery settings.

Use Safe Mode to narrow down the cause
Safe Mode starts Windows with a limited set of files and drivers. It is a diagnostic step, not a guaranteed Start menu repair: if the menu behaves differently there, that observation helps narrow the possibilities but does not identify a specific culprit.
- Enter the Windows Recovery Environment (Windows RE) using a recovery route available on your device.
- Select Troubleshoot > Advanced options > Startup Settings > Restart.
- After the PC restarts, choose a Safe Mode option from the Startup Settings screen.
Follow Microsoft’s Startup Settings instructions for the available options. On an encrypted device, Windows RE may ask for the BitLocker recovery key.

Escalate from the least disruptive recovery option
If restarting, updating, and diagnosis have not resolved the problem, use Microsoft’s recovery options guide and start with the least disruptive applicable choice. The options do not have the same impact:
- Built-in troubleshooters: Use a relevant available troubleshooter before more disruptive recovery. It is intended to diagnose or address specific problems, not guaranteed to repair Start.
- Windows Update reinstall: Microsoft lists reinstalling Windows through Windows Update for supported Windows 11 versions. Check the guide for availability and requirements on your PC.
- Uninstall a recent update: Consider this when the issue followed an update. It removes that update’s changes; Microsoft says personal files and apps are not affected by this option.
- Restore options: Consider a suitable restore route if less disruptive steps fail. Review the specific option’s effects before proceeding.
- Reset this PC: Treat reset as a more disruptive option. It can remove apps and settings, and files may be removed depending on the choice made.
Back up important files before recovery work. On a work or school-managed PC, contact IT rather than applying consumer recovery steps without approval.

Check for the narrow managed-device XAML issue
Microsoft documents a Start menu failure involving XAML package registration on some Windows 11 24H2 and 25H2 enterprise or managed systems. The issue may occur after provisioning with monthly cumulative updates released from July 2025 onward, when updates are installed before first logon on a persistent operating system or before each logon on a non-persistent one. Microsoft says it primarily affects a limited number of managed environments and is very unlikely on personal PCs.
The underlying problem is that dependencies on XAML packages may not register in time after Windows updates. Microsoft names MicrosoftWindows.Client.CBS, Microsoft.UI.Xaml.CBS, and MicrosoftWindows.Client.Core. Related symptoms can include Start menu failure, Explorer not starting or a black screen, a missing taskbar, and failures in other XAML-dependent apps. Microsoft’s failure-signature table includes “The Start menu fails to open, often displaying a critical error message.” See Microsoft KB5072911 for the documented scope and symptoms.

Microsoft says the issue is addressed starting with updates released June 23, 2026 (KB5095093), with a gradual rollout expected to become fully available in the following month’s monthly update. Check which updates are installed on the affected device instead of assuming the fix is present.
The package-registration workaround is for IT administrators managing affected enterprise or virtual environments, not routine personal-PC troubleshooting. For systems updated before late July 2026 that still show the documented issue, Microsoft directs administrators to register missing packages in the user session and restart SiHost. For non-persistent operating systems, its guidance recommends a synchronous logon script before Explorer launches. Administrators should follow the exact package paths, commands, and scope in the KB; those commands are not general-purpose fixes.
