Start with the National Center for Education Statistics (NCES) to identify the right public school district, then use NCES’s ELSI tools for enrollment and reported finances. For test results, go to your state’s official report-card portal through the U.S. Department of Education’s directory. Keep the school year, fiscal year, reporting level, and assessment type attached to every figure you compare.

1. Identify the correct school district

  1. Open the NCES district locator and search by district name or location. NCES describes the Common Core of Data (CCD) as “the Department of Education’s primary database on public elementary and secondary education in the United States.” See the CCD overview for program information and district lookup tools.

  2. Confirm that the result matches the place you mean. District names can be similar, so note the district’s NCES ID and location before moving to the data. If you only know a school address, use it to determine the relevant district through the locator or the state’s school and district directory.

2. Find enrollment data

Use NCES’s Education Data Express (ELSI) to view district quick facts or build a custom table. The tool includes district directory and enrollment tables; CCD’s nonfiscal data include student membership counts, including breakdowns by grade and student characteristics.

  1. Search for the district in ELSI using its name or NCES ID.

  2. Choose quick facts for a fast overview, or select a district enrollment table to examine a particular school year and breakdown.

  3. Record the year and the measure shown. Enrollment counts may be organized by grade or student characteristic, so check the table’s labels before treating a figure as a total.

NCES also provides CCD data files for users who need downloadable directory, membership, or staffing data. Some raw files can be large; the table generator is generally the easier route for a targeted lookup.

3. Find district financial data—and the adopted budget

ELSI and CCD fiscal data provide reported revenue and expenditure measures organized by fiscal year. In ELSI, look for district fiscal tables; NCES also offers a finance peer search through its tools for comparing districts with similar characteristics.

These figures are not necessarily the same as the district’s current adopted budget document. CCD financial data report revenue and expenditure categories for a fiscal period; the fiscal year is the period to which the operating budget applies. State agencies submit audited figures and may revise them: NCES says agencies have one year to revise submitted data and it issues a revised version approximately one year after the original release. To find the adopted budget itself, visit the district’s official website and look under Finance, Budget, Business Services, or Board Documents. Search the site for terms such as “adopted budget” and the relevant fiscal year. The exact page depends on the district; a national directory cannot identify a local budget page without knowing which district you need.

4. Find district and school test results

  2. Select your state to reach its official report-card portal. The Department says state report cards include test performance and other important information; reporting may include both school- and district-level indicators. Its State Report Card Resource Library describes reporting categories, including financial-transparency information.

  3. In the state portal, search for the district or a school, then select the subject, grade, year, and subgroup you need. Portal labels and available detail vary by state.

State assessment results are the official route for results under that state’s standards. They are not automatically comparable across states because content standards, assessments, and administration differ.

5. Compare figures without mixing unlike data

Before comparing two districts or reading a trend, check the details that define each number. Enrollment and finance datasets use different time periods, and test results can differ by reporting level, assessment, and student group.

  • Year: identify the school year for enrollment or testing and the fiscal year for finances. These may not be the same period.

  • Reporting level: distinguish a district total from an individual school result.

  • Assessment, grade, and subject: check whether scores come from the state assessment or NAEP, and match grade and subject before comparing.

  • Subgroup: verify whether a score or enrollment count covers all students or a specific student group.

  • Financial category and status: distinguish revenue source from expenditure function, and check whether the figure is provisional, revised, or final.

NAEP provides a common measure for comparing states, but it is not interchangeable with state test scores. District-level NAEP results are available only for participating districts in the Trial Urban District Assessment (TUDA); participation varies by district and year.
