To find the U.S. import duty for an Indian product, use the current United States International Trade Commission (USITC) Harmonized Tariff Schedule (HTS/HTSUS). Confirm the product’s exact U.S. classification, open the full tariff line, read the Column 1 general rate, then check the special-rate column, General Notes and Chapter 99 provisions. The percentage shown on the basic Chapter 1–97 line is not always the shipment’s complete duty.
There is no single “India tariff rate.” The duty depends on the merchandise, its classification, country-of-origin rules and any additional measures in effect on the entry date. The current schedule identified for this guide is HTS 2026 Revision 21, published October 9, 2026.
What determines the duty on an Indian product?
U.S. customs duty is assigned to merchandise, not to a country-wide percentage. The decisive choice is the HTS classification that legally describes the imported goods. A product’s material, function, condition, degree of assembly and intended use can move it to a different tariff line, and different lines can carry different rates, units of quantity or additional provisions.

That code is a useful starting point, but it is usually not the complete U.S. answer. The United States subdivides international six-digit categories into eight-digit legal-rate lines and ten-digit statistical reporting categories. You must identify the applicable U.S. eight- or ten-digit line before quoting a rate.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
For an Indian-origin shipment, begin with the Column 1 general rate, verify whether a Column 1 special rate applies, and read the notes that connect the line to particular countries or programs. Then search Chapter 99 for additional duties, exclusions, quotas or trade-remedy provisions. The final amount may therefore be a combination of the ordinary tariff and one or more legally applicable additional provisions.
Information to gather before searching
Classification is easier and more defensible when the product facts are complete. Gather the following information from the commercial invoice, product specification and manufacturing records:
- A precise description of what the item is, rather than only a marketing name.
- The principal materials and their proportions, where relevant.
- The product’s function and the way it operates.
- Whether it is complete, unfinished, unassembled or shipped with accessories.
- Its intended use and the industry or equipment with which it is used.
- Packaging and the unit in which the tariff line measures the goods.
- The manufacturing countries and the facts supporting Indian origin.
- The exporter’s six-digit HS code, if one is supplied.
Keep technical drawings, photographs, manuals and composition data available. A keyword that sounds right to a buyer may not match the legal wording used by the HTS.
Step-by-step: find the applicable HTS rate
1. Confirm the product facts and starting code
Review the exporter’s code, but do not treat it as conclusive. Compare the code with the product’s actual composition, function and condition. If the exporter supplied only six digits, expect to identify the more specific U.S. eight-digit legal line and ten-digit statistical number yourself.
When two classifications appear plausible, write down the legal description for each and compare the material, function, assembly level, unit of quantity, general rate, special-program eligibility and Chapter 99 treatment. A lower percentage is not a valid reason to choose a line that does not describe the merchandise.
2. Open the current USITC HTS
Use the USITC’s online HTS search and select the current revision before searching. USITC describes classification as beginning with the correct HTS/HTSUS number and provides an online tutorial for using the schedule. The schedule is dated; always note the revision number and publication date attached to the version you consulted.
For the date covered here, that version is 2026 Revision 21, published October 9, 2026. A later revision can change a tariff line, note or Chapter 99 provision, so a rate copied from an older file may no longer be reliable.

3. Search by code first
If you have a candidate U.S. code, enter the full number in the HTS search. Searching by code reduces the risk that a general product name will lead you to an unrelated heading. Check the returned legal description against the physical goods, not just the first few digits.

If you do not know the code, search with legal or technical terms and inspect neighboring headings. USITC uses “toaster” and “electric toothbrush” as examples of searchable terms. Common commercial wording can fail: “phone charger,” for example, may not match the legal wording in the schedule. Try the device type, electrical function, materials and manner of use, then review the headings and subheadings around each result.
4. Open and read the complete tariff line
Do not stop at a heading or a search-result summary. Open the complete line and record the legal description, ten-digit number, unit of quantity and every displayed rate column. The same product family can contain multiple lines distinguished by material, capacity, construction or use.
| HTS item to record | What it tells you |
|---|---|
| Eight-digit legal-rate provision | The U.S. tariff classification that carries the legal duty treatment. |
| Ten-digit statistical number | The reporting category used for the imported merchandise; it should match the applicable legal line and product description. |
| Legal description | The wording against which you test the product’s composition, function and condition. |
| Unit of quantity | The unit used when a duty is specific, compound or otherwise quantity-based. |
| Column 1 general rate | The normal trade-relations rate for countries receiving that treatment. |
| Column 1 special rate | A preferential rate that may apply when the shipment meets the listed program and origin requirements. |
| Column 2 rate | A statutory rate for countries identified under General Note 3(b); it is not automatically the rate for every non-preferential shipment. |
Record the rate exactly as displayed, including a percentage, a specific amount per unit or a compound formulation. If a column contains more than one treatment, read the associated footnotes and notes rather than selecting the first visible number.
5. Check whether a special rate can apply to India
After identifying the general rate, inspect the Column 1 special-rate column and the notes attached to that line. A special rate reflects a preferential program and is available only when the shipment satisfies the program’s eligibility and documentation rules. Do not assume that an Indian product qualifies merely because a special rate appears in the table.
Read the relevant General Notes for the program, the stated country or group of countries, qualifying origin rules and any required proof. If no Indian-specific preference applies to the line, the ordinary Column 1 treatment may be the relevant starting point, subject to other provisions. The schedule itself, not the exporter’s invoice label, determines which treatment is legally available.
6. Verify Indian origin and other country rules
Confirm that the goods are products of India under the applicable U.S. origin rules. “Shipped from India” is not by itself a complete origin analysis when production involves multiple countries. Review the manufacturing facts and the General Notes that govern origin for the tariff treatment you are considering.
Country information can also affect quotas, trade remedies and Chapter 99 provisions. Read the notes linked to the tariff line and search the schedule for India-related instructions rather than assuming that the base line contains every country-specific rule.

Chapter 99 contains temporary or special provisions that can add duties, create exclusions, impose quotas or implement trade-remedy measures. Search the chapter using the product’s classification and review provisions that refer to the merchandise, country of origin or date of entry.

The base Chapter 1–97 line is therefore not necessarily the final combined duty. A Chapter 99 provision can apply in addition to the ordinary line, replace part of a treatment, or provide an exclusion when its conditions are met. Record every Chapter 99 number used and the notes that establish its applicability.
8. Cross-check with USITC DataWeb
USITC DataWeb provides tariff searches and summaries by product or country. Use it as a cross-check for tariff programs and trade data after you have identified the candidate HTS line. DataWeb can help reveal whether the selected country treatment and product grouping are consistent with your entry, but the legal tariff line and its notes remain the controlling reference.
9. Escalate an uncertain or high-value classification
Keyword matching is not a substitute for the HTS interpretive rules and legal notes. If the description is ambiguous, the product combines several functions, or the financial exposure is material, obtain advice from a qualified customs broker or seek a binding ruling from U.S. Customs and Border Protection (CBP). A binding ruling can provide an authoritative classification decision for the described merchandise before repeated entries are made.
How to calculate the rate you should expect to pay
First identify the applicable base line and its Column 1 treatment. Then determine whether a special rate is legally available and whether any Chapter 99 provision or other note changes the result. If the line uses a percentage, the duty is generally calculated from the appropriate customs value; if it uses a specific or compound measure, the unit of quantity and any additional components matter. The HTS line will show the form of the rate, so do not convert a specific amount into a percentage without the shipment value and quantity.
Do not add Column 1 general and Column 1 special rates together. They are alternative treatments. Likewise, do not substitute the Column 2 rate merely because it is displayed in the same row; Column 2 is for countries covered by General Note 3(b). The correct result depends on the applicable country status and notes.
Comparing two possible HTS classifications
When a product seems to fit more than one line, use a side-by-side comparison before choosing the line with the lower apparent duty.
| Comparison point | Question to answer |
|---|---|
| Legal description | Does the wording describe the actual article, including its material and function? |
| Material | Is the classification dependent on a particular material, mixture or component? |
| Function and use | What does the item do, and is the intended use specified by the heading or note? |
| Condition and assembly | Is it complete, unfinished, disassembled or combined with other goods? |
| Unit of quantity | Would the line require pieces, kilograms, liters or another measure? |
| Column 1 general rate | What ordinary rate is shown for each legally supportable line? |
| Special treatment | Does either line provide a program rate for which the shipment qualifies? |
| Chapter 99 and quotas | Does either classification trigger an additional provision, exclusion or quota? |
Choose the line supported by the merchandise and the interpretive rules. Duty savings cannot justify an incorrect classification, and an incorrect code can lead to additional duty, delays or compliance action.

Toaster
“Toaster” is another USITC example of a searchable term. Review neighboring headings if the product includes unusual heating elements, a combined appliance or a commercial configuration. The name alone does not establish the final line; the product facts and legal wording do.
Phone charger
USITC cautions that “phone charger” may not match the schedule’s legal wording. Search technical terms describing the power-conversion function, electrical characteristics and whether the item is a standalone adapter or part of another device. Compare the legal descriptions around the search results before selecting a line.

Keep a short classification record with enough information for another person to reproduce the lookup:
- Product name and a detailed technical description.
- Composition, function, condition and intended use.
- Country-of-origin facts supporting Indian origin.
- The exporter’s six-digit HS code, if provided.
- The exact U.S. ten-digit HTS number and legal description.
- The HTS revision number and publication date.
- The date you retrieved the line.
- The Column 1 general rate and any applicable special rate, with its eligibility note.
- The Column 2 entry, if relevant to the country treatment.
- All General Notes consulted.
- Every Chapter 99 number, exclusion, quota or trade-remedy provision considered.
- Any broker advice or CBP ruling reference used to resolve ambiguity.
Save a copy or printout of the displayed line and notes when your internal recordkeeping rules permit it. Rates and provisions change, so the retrieval date is essential.
Common mistakes and how to correct them
Using the exporter’s six-digit code as the final answer
Problem: The international HS category may contain several U.S. legal-rate lines.
Correction: Continue to the eight-digit legal line and ten-digit statistical number, then verify the description and unit of quantity.
Choosing a code from a marketing name
Problem: Commercial names may not appear in the HTS or may describe several different articles.

Quoting the first percentage displayed
Problem: The first number may be a general rate that ignores a special program or an additional Chapter 99 measure.
Correction: Read all columns, General Notes and Chapter 99 provisions before stating a landed duty rate.
Adding general and special rates together
Problem: The columns represent alternative treatments.
Correction: Establish which country program, if any, the shipment qualifies for and apply the corresponding treatment.
Assuming every shipment from India has the same rate
Problem: Rates vary by exact product line and additional provisions.
Correction: Classify each product and check the current schedule for the entry date. There is no defensible India-wide percentage without those facts.
Ignoring Chapter 99
Problem: Additional duties, exclusions, quotas and trade remedies can change the amount due.

When professional help is justified
Use a customs broker or request a CBP binding ruling when the product description is unclear, multiple headings compete, the shipment value is significant, the goods are subject to possible trade remedies, or the classification will be reused for regular imports. Provide the technical documentation and manufacturing facts used in the analysis. Professional review is especially valuable when a small wording difference could change the legal line or trigger a Chapter 99 measure.
Final decision rule
For an Indian product, the reliable workflow is: identify the merchandise, find the exact U.S. HTS line in the current USITC schedule, read the Column 1 general and special treatments, verify origin and country notes, search Chapter 99, and preserve the revision and evidence. The exact line—not a generic “India tariff”—determines the duty, and an uncertain classification should be resolved through broker advice or a CBP binding ruling rather than a guess.
