For a U.S. facility, start with the U.S. Environmental Protection Agency’s Enforcement and Compliance History Online (ECHO). Search by facility name or identifier, narrow the search to the Clean Air Act (CAA), and open the detailed facility report. ECHO can point you to permit, inspection, violation, enforcement, and penalty information, but it is a snapshot—not a guarantee that every permit or source document is online. For missing records or details, contact the agency that issued the permit or reported the violation.
How to search ECHO for a facility’s air records
- Open EPA ECHO. Go to echo.epa.gov and search for the facility. Use its name or facility ID when you know it; otherwise search by city, state, or ZIP code.
- Use a name or ID search for a potentially inactive facility. EPA says the location-based quick search excludes inactive facilities by default, while a name-or-ID quick search includes them. If an address search comes up empty, try the facility’s name or identifier.
- Focus on stationary air sources. Use ECHO’s Clean Air Act facility search and its air-program criteria. The Facility Search Criteria Help explains the available air and enforcement-related filters, including criteria for formal enforcement actions and time ranges.
- Open the detailed facility report. Check the facility’s identity and review the permit, compliance, violation, and enforcement information shown. EPA describes ECHO as containing permit data, inspection and compliance evaluation dates and findings, violations, enforcement actions, and penalties.
- Follow relevant report and document links. Depending on the facility, the air search results may link to the detailed facility report, an air pollutant report, or facility documents such as certain inspection and permit documents and facility-reported CAA compliance documents. What to verify in a result
Before treating a search result as the record you need, compare the facility and record details. EPA’s Facility Registry Service (FRS) identifiers help identify facilities and link program records, but a facility may also have an agency-specific permit or facility number.
- Facility identity: Compare the name and address, FRS identifier, and any agency-specific number. Make sure the result refers to the site you mean, not a similarly named facility or a different location.
- Record type: Distinguish a permit from an inspection or compliance evaluation, a violation, an informal or formal enforcement action, a penalty, an emissions report, or an underlying case document.
- Agency and dates: Note which agency reported or issued the item and the dates or time range it covers. Check whether the ECHO summary and any source document refer to the same period.
- Summary versus source: A status label or summary row is not the issued permit, inspection record, or enforcement case file. Use an available document link when it leads to the source record you need.
What ECHO can—and cannot—tell you
ECHO is a public EPA tool maintained by the Office of Enforcement and Compliance Assurance. Its records include information reported by EPA and state, local, and tribal environmental agencies into EPA national databases. See ECHO About the Data for the data sources and coverage details.
ECHO facility searches present the past five years of inspection and enforcement data based on extraction dates from the national system of record. That is a display window, not proof that older records do not exist. Coverage also depends on the database and record type. EPA says the CAA facilities represented include Title V major permittees, synthetic minor sources, certain NESHAP minor facilities, and minor facilities with serious violations or recent enforcement actions. A facility missing from a search—or appearing with little information—may therefore require a check with the relevant agency.

Document availability is another limit: EPA says publication of inspection and permit documents in ECHO is not required, and available links and date ranges differ by facility. A missing link does not establish that no permit, inspection, or enforcement record exists. EPA’s ECHO FAQ describes both the tool’s scope and its represented facility types.
How to get records that are missing or incomplete
Use ECHO to identify the agency associated with the permit or compliance record, then request the underlying material from that agency. The appropriate office and request route depend on the facility’s location and who issued or reported the record.

- Identify the likely custodian. Note the agency shown on the ECHO detailed facility report. For a permit, identify the issuing agency; for a violation or enforcement item, identify the agency that reported it.
- Ask for the specific source record. Give the facility name and address, relevant ECHO identifier, permit or case number if shown, record type, and date range. Request the issued permit, inspection or compliance evaluation record, enforcement case documents, or other specific item you need.
- Verify the record and its status with the agency. If the record will inform a legal claim or regulatory decision, rely on the underlying document and agency confirmation rather than an ECHO summary alone.
EPA’s guidance is to contact “the regulatory agency that reported the violation” or “the agency that issued the applicable permit” for additional detail. That makes the reporting or issuing agency—not the search result alone—the practical next stop when a source record is unavailable in ECHO.

How to compare records found in multiple places
