If an event organizer in India refuses to issue a GST invoice, charges GST without showing a valid registration, appears to be operating while unregistered, or may be hiding taxable sales, first verify the organizer on the GST Portal and preserve the transaction records. Submit a factual intelligence report through the Directorate General of GST Intelligence (DGGI) secure GST-evasion form. Use the GST grievance portal or the GST helpdesk only for portal and technical problems. If somebody used your PAN to obtain a GST registration, use the separate Search by PAN and Report workflow.

A DGGI report is not a ticket-refund application and does not guarantee an investigation, repayment of your GST, or an informant reward. Keep any refund or service dispute moving separately with the organizer, payment provider, or an appropriate consumer forum.

Choose the correct complaint route

The route depends on what went wrong. Sending a tax-evasion allegation to a technical helpdesk can delay it, while using the PAN-misuse feature for an ordinary invoice dispute sends the issue to the wrong workflow.

Problem Use this route What you need What happens after submission
Suspected GST evasion, hidden sales, a business operating without registration, or other tax intelligence DGGI secure GST-evasion report form Organizer identity if known, state or Union Territory, event facts, amount, and readable evidence Email and mobile OTP verification, then an acknowledgement sent to the verified contacts
GST Portal or form is unavailable, broken, or producing a technical error GST Grievance Redressal Portal or GST helpdesk Description of the technical fault, screenshots, and any error or ticket details A ticket acknowledgement number that can be tracked
Your PAN appears on a GST registration that you did not obtain or authorize GST Portal: Search Taxpayer > Search by PAN > Report PAN details, identity validation, and the registration entries that are not yours The complaint is routed to the jurisdictional officer for enquiry

These channels can be used in sequence. For example, report suspected evasion to DGGI, then open a grievance ticket if the DGGI page itself will not accept an attachment because of a technical failure.

Verify the event organizer before alleging evasion

Search by GSTIN or UIN

On the GST Portal, open Search Taxpayer and search with the organizer’s GSTIN or UIN. Save a PDF or screenshot of the result before submitting a report. The result can show the legal name, trade name, effective registration date, current status, administrative office, principal place of business, declared business activities, and return-filing details.

Compare the legal name with the name on the ticket, payment receipt, website, email, venue contract, or advertising. An event may be promoted under a brand or festival name while the taxable entity is a different company, partnership, or proprietor. Record both names and explain the relationship you observed instead of assuming they are the same person.

If no GSTIN appears

A missing GSTIN is a lead, not proof by itself. Check whether the ticket or receipt names another entity, whether a venue or booking platform collected the money, and whether the organizer supplied a GSTIN in correspondence. If the organizer appears to be carrying on business without registration, the DGGI form is specifically intended to receive information about unregistered businesses. State that you could not verify a GST registration and attach the document that led you to that conclusion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the registration is cancelled or inactive

Capture the status and effective dates shown by Search Taxpayer. Explain when the event occurred and when the payment was made in relation to those dates. Do not state that a cancelled or inactive status automatically proves a tax violation; it gives investigators a date-specific fact to check.

Build an evidence file before opening the form

Authorities can investigate a clear factual account more easily than a long accusation. Preserve the original files and create copies for upload. Do not edit screenshots in a way that removes dates, URLs, names, or amounts.

Documents and records to keep

  • Event ticket, booking confirmation, registration email, or pass.
  • Invoice or receipt, including a receipt that omits a GSTIN or tax breakup.
  • Payment proof such as a bank, card, UPI, or wallet record showing date, amount, and payee.
  • Organizer advertisements, checkout pages, messages, and terms that mention GST or a tax-inclusive price.
  • Venue name and address, event date and time, organizer contact details, and the booking channel.
  • Your correspondence requesting a proper invoice or asking why GST was charged.
  • The exact GST amount, rate, or wording represented to you at checkout.
  • The GST Portal taxpayer-search result and the date on which you saved it.

Make a short fact timeline

Write the sequence in date order: when you saw the offer, when you paid, what document you received, what GST representation was made, and what response you received after asking for an invoice. Separate direct observations from conclusions. For example, “The checkout page displayed GST of ₹900 and the receipt showed no GSTIN” is an observation. “The organizer kept the tax” is a conclusion that you should present only as a suspicion requiring verification.

Calculate the amount consistently

Record the total price, the amount labelled GST, the date of payment, and the currency. If several attendees paid, identify whether the figures are your own payment or information supplied by another person. Do not combine estimates with documented amounts without labelling them.

Submit a suspected-evasion report to DGGI

DGGI’s report page, updated 16 October 2026, describes a secure OTP-verified public form for reliable GST-evasion information. It is the primary official route for reporting suspected evasion by an event organizer.

1. Open the DGGI report form

Use the official DGGI GST-evasion reporting page. Read the privacy and declaration text before entering your details. The form is an intelligence-report channel, not a consumer complaint number and not a mechanism that automatically cancels a ticket or refunds a payment.

2. Enter contact details and complete both OTP checks

Email and mobile number are mandatory. Each is verified by a one-time password before final submission. The DGGI form documentation states that an OTP is valid for five minutes, so request a fresh code if the first one expires. Use contact details you can access after submission: the acknowledgement is sent to the verified email address and mobile number.

3. Identify the subject and location

Choose the nature of the information that best describes the facts, such as an unreported business or suspected suppression of taxable activity. Provide the state or Union Territory connected with the organizer or event. If you know them, add the organizer’s GSTIN, PAN, and legal or trade name. Those identity fields are optional on the form, but supplying a verified GSTIN or PAN usually makes the report easier to route.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Write a concise, investigable description

Include the event name, venue and city, event date, organizer name, booking channel, amount paid, GST amount or representation, document received, and the reason you believe the matter warrants verification. Say how you checked the GSTIN and identify every attachment by name. Use neutral wording such as “I suspect” or “please verify.” Do not accuse an individual of criminal conduct as an established fact.

Event: [event name], held at [venue, city] on [date]. I paid ₹[total] on [date] through [payment method] to [organizer/payee]. The checkout or receipt represented GST of ₹[amount], but the document supplied to me [did not show a GSTIN / showed GSTIN __________]. I searched the GST Portal on [date] and found [status and legal name]. I requested a compliant invoice on [date]; the response was [brief factual response]. Attached are the booking confirmation, receipt, payment record, advertisement, correspondence, and taxpayer-search result. I request verification of the organizer's GST compliance.

Replace every bracketed item with your own information; do not leave template text in the submitted report.

5. Attach readable supporting files

The form accepts PDF, DOCX, JPG, JPEG, PNG, GIF, and WEBP files. Each attachment can be up to 10 MB. Use descriptive filenames, keep pages upright and legible, and combine related pages into one PDF when that makes the chronology clearer. Remove unrelated personal data where it is not needed, but do not crop away the payee, date, amount, GSTIN, or message context that supports your account.

6. Review and submit once the details are accurate

Check spelling of GSTIN and PAN, state or Union Territory, event dates, rupee amounts, and attachment names. Confirm that the description distinguishes what you saw from what you infer. Complete the final OTP verification and submit. Save the acknowledgement number, confirmation screen, and confirmation message in two places.

What belongs in a DGGI report

Organizer charged GST but did not provide a GST invoice

Report the transaction when the organizer represented that GST was charged but supplied only a generic receipt, a receipt without a GSTIN, or no receipt at all. Attach the checkout screen, receipt, payment proof, and your written request for a proper invoice. The absence of an invoice can be relevant evidence, but it does not by itself establish that tax was not deposited.

Organizer may be charging tax without a valid registration

Provide the exact wording used at checkout, the GST amount, and the result of your GSTIN search. If the organizer used a GSTIN that belongs to another legal entity, show the mismatch between the ticketing name and the search result. Ask DGGI to verify the registration and collection rather than declaring the registration fraudulent yourself.

Organizer appears unregistered

DGGI’s form accepts information about unregistered businesses. Include the organizer’s available legal or trade name, address, event dates, payment trail, scale indicators visible in the advertisement, and why you could not find a registration. Avoid guessing turnover or registration thresholds; investigators can assess those issues from their records.

Other suspected GST intelligence

The form also describes information categories such as fake input tax credit and fraudulent refunds. Use those categories only when your documents support a concrete, explainable suspicion. Do not attach rumours or unrelated allegations about the organizer.

Use GST grievance support for portal and technical problems

The GST Welcome Kit directs taxpayers with portal or technical issues to the GST Grievance Redressal Portal and the GST helpdesk at 1800-103-4786. The published helpdesk window is 9 a.m. to 9 p.m. A registered grievance receives an acknowledgement number that you can track.

When to open a grievance ticket

  • The GST Portal search fails, displays an error, or does not load a result you should be able to access.
  • The DGGI form rejects a valid file within the stated format and size limits.
  • An OTP is not delivered, the verification screen loops, or the submission page fails after you complete the form.
  • You cannot download or save the taxpayer-search result because of a portal fault.

What to include in the technical ticket

Give the date and time, browser or device if relevant, exact error text, page or function used, and screenshots that show the problem without exposing unnecessary passwords or OTPs. Include the DGGI acknowledgement only if a report was already submitted. A grievance ticket helps restore access; it does not replace the substantive DGGI report.

Report unauthorized use of your PAN

If a GST registration uses your PAN and you did not apply for or authorize it, use the GST Portal’s separate PAN workflow rather than describing the matter only as an event-invoice dispute.

Search by PAN and select the registration

  1. Open the GST Portal’s Search Taxpayer function.
  2. Choose Search by PAN and complete the requested PAN and validation details.
  3. Review the registrations returned for that PAN.
  4. Select each registration that is not yours and choose Report.
  5. Complete the email and mobile validation and provide any additional identity details requested by the portal.

What happens to a PAN-misuse complaint

The GST documentation states that, once registered, the complaint is sent to the jurisdictional authority where the registration was fraudulently taken for enquiry and suitable action. Save the portal confirmation and any reference number. This workflow concerns the unauthorized registration; pursue a separate DGGI report if the same entity’s event activity also raises wider GST-evasion concerns.

Follow up after filing

Keep the acknowledgement and evidence trail

Store the DGGI acknowledgement, the final text you submitted, uploaded filenames, and the original evidence. If an officer contacts you, answer consistently with the records and provide additional documents only through an official channel. Never send an OTP, password, card PIN, or full banking credentials to somebody claiming to investigate.

Use jurisdictional contacts when necessary

DGGI publishes headquarters, zonal, and regional contacts. A location-specific follow-up can identify the relevant office when the event, organizer, and payment address are in different places. Refer to your acknowledgement number and state or Union Territory rather than filing multiple identical reports.

Understand the limits on timing and outcomes

The official material available for this process does not promise an investigation deadline, a particular enforcement result, or a refund of the GST you paid. It also does not guarantee that every report qualifies for a reward. The absence of an immediate reply is not proof that no action was taken.

Informant rewards

DGGI describes the CBIC Informant Reward Scheme. A genuine case may qualify for a reward after recovery of evaded tax, subject to the applicable guidelines. Eligibility, amount, and payment are not guaranteed by submitting a report, so do not make a report primarily on the assumption that a reward will be paid.

Handle refunds and service disputes separately

A tax-evasion report does not cancel an event booking or compel a ticket refund. Ask the organizer in writing for the invoice or refund you seek, retain the payment-provider correspondence, and use an appropriate consumer forum or payment-dispute process when necessary. In those requests, describe the service problem and money claimed; do not state that DGGI has found wrongdoing unless it has actually communicated that finding.

Examples of the right next step

You paid GST but received only a plain receipt

Save the checkout page and receipt, search the organizer’s GSTIN if one is shown, ask for a compliant invoice, and send the factual transaction record to DGGI. Use the grievance portal only if the GST Portal or DGGI form is technically failing.

The ticket lists no GSTIN and the organizer cannot be found in Search Taxpayer

Check whether a different legal entity collected the payment. If no registration can be connected to the seller, report the possible unregistered activity with the event location, dates, amount, advertisement, payment proof, and your search result.

The organizer’s trade name differs from the GST legal name

That difference can be normal. Compare the address, invoice issuer, payment payee, and registration status. Report the mismatch as a fact and let DGGI determine whether the entities are connected and whether the tax treatment was correct.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Your PAN appears on a registration for an event business you never operated

Use Search by PAN > Report for the unauthorized registration, complete identity validation, and keep the jurisdictional acknowledgement. Add a DGGI report only if you have separate evidence of taxable activity or evasion.

Common mistakes that weaken a report

  • Submitting a complaint without checking whether another company issued the invoice.
  • Uploading blurred screenshots, cropped payment records, or files larger than 10 MB.
  • Writing an accusation as fact instead of describing the transaction and the reason for suspicion.
  • Leaving out the event city, date, organizer name, GST amount, or payment date.
  • Using the GST helpdesk as though it were an enforcement-reporting channel.
  • Submitting duplicate reports with conflicting amounts or dates.
  • Sending passwords, OTPs, or complete card details in an attachment.

Final pre-submission checklist

  • Organizer’s legal or trade name and GSTIN/UIN, if known.
  • GST Portal search result saved with the search date.
  • Event venue, city, date, and booking channel.
  • Total payment, GST amount or representation, and payment date.
  • Ticket, invoice or receipt, payment proof, advertisements, and correspondence.
  • A short timeline that separates observations from assumptions.
  • Files in PDF, DOCX, JPG, JPEG, PNG, GIF, or WEBP format, each no larger than 10 MB.
  • Working email and mobile number for OTP verification and acknowledgement.
  • A plan to pursue any refund or service dispute separately.

Bottom line

Verify the organizer, preserve the original transaction evidence, and file a precise report through DGGI’s OTP-verified GST-evasion form when the facts suggest evasion or unregistered activity. Use the GST grievance portal or 1800-103-4786 for technical problems, and use Search by PAN > Report when your PAN was used without authorization. Keep the acknowledgement, but expect no guaranteed investigation date, refund, or reward.
