Evaluate whether eligible reserves cover the tokens outstanding, whether those assets can be used to meet redemptions under stress, who has an enforceable claim and can redeem directly, and which counterparties or systems could interrupt payment. A stable secondary-market price is not the same as a holder’s right to redeem promptly at par.
Start with the claim you are evaluating
Stablecoin due diligence has three related but separate questions: what backs the tokens, what legal and practical route a particular holder has to receive fiat, and what could disrupt that route. Keep them separate. Reserve assets may exist without being immediately available; an issuer may describe a redemption process that only approved institutions can use; and operational or banking problems can delay payment even when reserves are adequate.
This is a general evaluation framework, not a finding about every stablecoin or legal advice. Applicable rights depend on the issuer, token, holder’s location, how the token was acquired, operative terms, and the law in force at the time.
How to assess reserve coverage and quality
Match reserves to liabilities at the same cutoff
Compare the value of eligible reserve assets with the tokens outstanding or the issuer’s redemption liabilities. Use figures from the same reporting date and record the valuation method. A reserve snapshot and a supply figure from different dates can create a misleading ratio, particularly if either changed materially between reports.

For each reserve asset, record its amount, type, maturity, valuation source, liquidity, custodian, location, and any pledge, lending, rehypothecation, or other encumbrance. Check whether the reported liabilities account for accrued amounts, unsettled transactions, and claims not reflected in token circulation. Ask whether assets held through a pooled vehicle are identified clearly enough to understand the issuer’s exposure and access.
Distinguish asset existence from availability
A balance sheet entry does not by itself establish that an asset is legally and operationally available for redemption. Find out which entity owns the assets, whether they are segregated from operating funds, how beneficiaries are identified, and how access would work if the issuer or custodian became insolvent. The SEC Division of Corporation Finance’s April 4, 2025 staff statement describes a defined category of covered stablecoins whose reserve assets are segregated and used for redemptions; it is not proof that all stablecoin reserves have those characteristics.
Assess liquidity, not just labels
Cash and short-dated government obligations can be relatively liquid, but liquidity is not unlimited or instantaneous. Concentrated withdrawals, market disruption, settlement timing, asset concentration, and the steps needed to convert or transfer assets can all affect how quickly fiat reaches a redeemer. Circle’s SEC-filed annual report identifies delays and possible difficulty liquidating short-dated government obligations quickly enough in extreme or concentrated redemption scenarios as risks for Circle. That disclosure describes an issuer-specific risk; it does not establish that the same event has occurred or will occur for every issuer.

Judge the evidence behind reserve claims
For each proof-of-reserves report, attestation, or audit, note who prepared it, the standards used, the date and period covered, the exact assertion tested, the assets and liabilities in scope, and any exclusions or limitations. Determine whether the work is an audit or a narrower attestation. These labels are not interchangeable.

A point-in-time asset report does not automatically establish that liabilities are complete, assets are unencumbered, reserves will remain liquid, or every token holder can redeem. Look for evidence that independently addresses both the asset side and the outstanding token obligations. Also check how frequently information is updated and whether a report’s cutoff is recent enough for the decision you are making.
Circle says USDC reserve holdings are disclosed weekly and that monthly third-party assurance is provided. These are Circle’s statements about its own practices, not evidence of uniform reporting across stablecoin issuers. Circle’s transparency page reported USDC reserve balances and circulation as of September 24, 2026; those are date-specific figures that may change, so consult the live disclosure for the current values rather than treating that date as a current balance.

For U.S. regulatory context, the SEC Trading and Markets FAQ describes qualifying pre-effective-date payment stablecoins by reference to issuer type, statutory reserve criteria, a public redemption policy, and a monthly attestation report by a registered public accounting firm. It also describes the GENIUS Act branch as applying after that statute’s effective date to qualifying payment stablecoins and issuers. The FAQ is staff material; confirm the statute, implementation conditions, and issuer status before using its description as a legal test for a particular token.
Read the redemption terms and test who can use them
Marketing language such as “redeemable 1:1” does not tell you whether an ordinary holder can present tokens to the issuer, how long payment takes, or what conditions apply. Read the operative issuer terms and identify the route from the holder to fiat.

- Access conditions: Is an account required? Do identity checks, approved geography, minimum amounts, or banking access limit participation?
- Cost and timing: What fees, notice periods, processing windows, banking-hour limits, and settlement methods apply?
- Exceptions: When may the issuer delay, pause, reject, or limit redemption?
- Nature of the claim: Does the holder have a claim against the issuer, a trust or reserve, or only an exchange or other intermediary?
- Disputes and insolvency: What governing law and dispute forum apply, and what do the terms say about claims if the issuer fails?
Selling tokens on an exchange or to another market participant is not the same as exercising an issuer redemption right. The SEC staff statement notes that some issuers may restrict direct creation and redemption to designated intermediaries even when the token trades broadly. The Financial Stability Board (FSB) recommends that global stablecoin arrangements provide users with a robust legal claim and timely redemption; for a stablecoin referenced to one fiat currency, its recommendation calls for par redemption into that currency. This is an international policy recommendation, not a guarantee that any particular holder can enforce such a right under their contract and applicable law.

Map the counterparty chain and stress points
Trace each step from a redemption request to fiat in the holder’s account. The chain may include the issuer, reserve custodian, depositary banks, an asset manager or money-market fund, service providers, a redemption intermediary, payment rails, an exchange, and the blockchain used to transfer tokens. A problem at any link can affect access or timing even if the reserve assets themselves remain valuable.

Consider stress scenarios rather than only normal operations: a rapid run, market disruption, a bank or custodian outage, a cyber incident, chain congestion, or the loss of a key payment provider. Ask whether the issuer has tested such scenarios, what fallback arrangements exist, and how it communicates delays or restrictions. The FSB’s recommendations address governance, conflicts of interest, operational resilience, cybersecurity, recovery and resolution, and risk management.

The U.S. GENIUS Act, Public Law 119-27, was enacted on July 18, 2025. For covered permitted payment-stablecoin issuers, the statute establishes requirements that include reserves, disclosures, redemption procedures, and insolvency provisions addressing holders and reserve distribution. Its protections should not be generalized to every stablecoin, foreign issuer, exchange customer, or holder. Whether a provision applies depends on the issuer’s status, statutory timing and implementation, holder circumstances, and other applicable law.

Before relying on a legal protection, identify the issuer and token, the holder’s jurisdiction, whether the holder deals directly with the issuer or through an intermediary, and the date being assessed. Different jurisdictions can impose different licensing, reserve, disclosure, and insolvency rules. If those facts are unknown, the holder’s individual redemption claim remains unresolved; a general regulatory description cannot settle it.
Compare stablecoins on a like-for-like basis
When comparing two or more tokens, use the same reporting date and apply the same questions to each. Otherwise, differences in disclosure dates or definitions can look like differences in financial strength.
- Compare reserve coverage with token supply or redemption liabilities, including the reporting cutoff and valuation basis.
- Compare asset type, maturity, liquidity, and concentration, including any encumbrances and custody arrangements.
- Compare the scope, recency, and provider of independent assurance, including which liabilities and assets were examined.
- Compare who can redeem directly, required minimums and fees, processing and settlement terms, and suspension provisions.
- Compare legal segregation, custody, governing law, and stated insolvency treatment.
- Compare issuer, bank, custodian, intermediary, geographic, payment-rail, and blockchain dependencies.
There is no market-wide reserve ratio, redemption-delay rate, or stablecoin failure probability established by the sources cited here. Avoid turning an issuer-specific risk disclosure or a single reporting date into a prediction about the sector.
A practical due-diligence record
For each stablecoin you assess, keep a dated record with the following fields. Mark an item unresolved when the issuer’s public evidence or terms do not answer it; do not infer the answer from a near-par market price.

- Critical counterparties and operational dependencies, plus identified failure points and fallback arrangements.
