Evaluate blended finance as a solution to a demonstrated financing or public-good constraint—not as a default source of cheap capital. Define the project’s development objective and financing counterfactual, prove financial and development additionality, match the instrument to the specific risk, size concessional support to the minimum necessary, and commit to measurable results and transparent reporting.
The framework below is designed for project sponsors, investors and development-finance teams comparing structures across infrastructure, funds, programmes, SMEs and agriculture. Terms, instrument availability and regulatory conditions must be verified for the actual country and transaction.
What a sound blended-finance evaluation must establish
Blended finance combines concessional public or philanthropic resources with commercial capital to pursue development objectives. The central question is not whether concessional money is available. It is whether a defined market failure, risk or affordability problem prevents a developmentally valuable project from receiving suitable private finance, and whether blending is more effective than other public or commercial approaches.
A defensible decision answers five questions:
- What development problem is the project solving, and for whom?
- What would happen without the blended structure?
- What risk or constraint prevents private participation?
- What is the smallest public contribution that solves that constraint?
- How will financial, commercial and development results be measured over time?
If the project would proceed on commercial terms, blending may subsidize investors without creating additional development value. If a policy change, budget grant, ordinary public procurement or local-currency facility would solve the problem more efficiently, those alternatives belong in the comparison.

1. Define the project and its financing counterfactual
Describe the transaction precisely
Record the geography, sector, project stage, technology maturity, currency, revenue model, counterparties, ownership, ticket size, tenor and proposed sources and uses of funds. State whether the structure is a single project, a portfolio, a fund, a programme or a facility. A solar mini-grid, a municipal water concession and an SME credit fund have different evidence requirements and cannot be evaluated with the same risk proxy.
Specify construction and operating dates, repayment or exit assumptions, tariff or price-setting rules, foreign-exchange exposure, and the legal and regulatory regime. Identify which party controls each material decision and which party bears each loss.
Write both counterfactuals
Use two separate scenarios:
- Without project: the expected development and financial situation if the proposed activity does not occur.
- Without blending: what happens if the activity is attempted using commercial finance, ordinary public finance, policy reform or another available structure.
The second scenario is the basis for additionality. It should specify whether the project is cancelled, delayed, downsized, redesigned, financed at a higher price, shifted to another investor or delivered with weaker development outcomes. Use evidence from comparable transactions, investor indications, lender terms, procurement records and stakeholder interviews rather than an unsupported assertion that “the market will not finance it.”

The OECD DAC Blended Finance Guidance (2025) calls for comparison with alternative approaches, including expected outcomes and costs. Test ordinary sovereign or municipal borrowing, a budget-funded project, a policy or regulatory intervention, a guarantee without concessional funding, commercial insurance, a public-private partnership, a local-currency facility and a smaller or phased project.
For each alternative, estimate the public cash requirement, contingent liabilities, foreign-exchange exposure, debt-service effect, implementation capacity and expected development result. A structure with a small upfront grant can still create a large contingent liability through a guarantee. A subsidized foreign-currency loan can look inexpensive while exposing a partner government or utility to devaluation risk.
2. Establish the development rationale and safeguards
Build a stakeholder-owned theory of change
Start with the problem experienced by users, workers, suppliers, communities or the public sector. Map the causal chain:
- Inputs: capital, guarantees, technical assistance, policy action and counterpart contributions.
- Activities: construction, lending, service delivery, procurement or market creation.
- Outputs: assets built, connections made, loans issued, jobs created or services delivered.
- Outcomes: improved reliability, access, affordability, productivity, resilience or environmental performance.
- Longer-term impact: the durable economic, social or environmental change sought.
State the assumptions linking each step. For example, new water connections will not improve health if households cannot afford tariffs, networks are not maintained or wastewater is unmanaged. Assign an owner and a verification method to each material assumption.

Integrate environmental, social and governance safeguards
Screen land acquisition, labor conditions, community health and safety, biodiversity, pollution, climate exposure, indigenous or vulnerable groups, corruption and conflicts of interest through the full lifecycle. Specify mitigation actions, responsible parties, deadlines, disclosure requirements and escalation routes. Assess the conduct and governance capacity of sponsors, intermediaries, contractors and public counterparties; a strong financial structure cannot compensate for unresolved safeguard failures.
3. Test financial, development and value additionality
Financial additionality
Financial additionality exists when development or concessional finance contributes financing that would otherwise be unavailable or would be available only on materially different terms. Document rejected or conditional lender offers, tenor and collateral gaps, risk limits, currency constraints, minimum ticket sizes and the effect of a guarantee or subordinated layer on senior-credit approval.
Distinguish “not available” from “more expensive.” If private debt is available at a higher rate, assess whether the project can remain affordable and viable at that rate. A lower public rate is not automatically additional if the sponsor could have accepted the commercial price without changing the project.
Development additionality
Development additionality is the incremental development result attributable to the intervention compared with the without-blending scenario. Examples include broader service coverage, lower user costs, better resilience, safer labor practices, reduced emissions or finance reaching underserved firms. Quantify the incremental result where possible and identify the baseline, timing and attribution method.
Value additionality
Public or development-finance participation can add non-financial value through standards, transaction preparation, knowledge transfer, local capacity, convening, policy dialogue or demonstration effects. Describe the activity, beneficiary, cost and plausible causal pathway. Do not count routine administrative involvement as value additionality without evidence of a distinct benefit.
Check deal-level and systemic effects
Assess both the transaction and the market. A first guarantee may help one project close while establishing a credit history, standard documentation or a local investor class that supports later transactions. Conversely, a subsidized facility can crowd out banks, lower risk pricing artificially or make unsubsidized competitors unviable.
Use ex-ante market benchmarks and counterfactual analysis where feasible. During implementation, monitor whether assumptions remain true. Ex-post evaluation can combine performance trends, investor data, interviews and case studies. The OECD’s 2021 additionality evaluation work notes that institutions do not use one universally agreed methodology; publish the method, attribution logic, data limitations and uncertainty instead of presenting a single score as definitive.

Interpret mobilization carefully
Private capital mobilized is not a standalone success measure. State the causal connection between the public input and each private commitment: risk coverage, improved information, subordinated protection, preparation support or another identifiable mechanism. Explain whether commitments are direct or indirect, committed or disbursed, and whether they would have occurred anyway.

Do not compare leverage ratios across transactions without adjusting for country, sector, currency, project size, risk, market maturity and stage. A high ratio can reflect low-risk refinancing rather than meaningful additionality; a low ratio may be appropriate for a pioneering or highly concessional intervention.
4. Match the instrument to the diagnosed constraint
Instrument choice follows the risk analysis. The list below describes possible tools, not universally available products. Provider mandates, legal authority, market depth and country regulation determine what can actually be offered.
| Diagnosed constraint | Potential instrument | Evidence to test fit | Key risks to disclose |
|---|---|---|---|
| Political, regulatory or payment risk that private lenders cannot price | Guarantee, political-risk cover or insurance | Risk event definition, coverage percentage, exclusions, claim process and effect on lender capital treatment | Contingent liability, moral hazard, claim delays and residual uncovered loss |
| Construction, technology or early operating risk | Subordinated debt, junior equity or first-loss layer | Base-case and downside cash flows, loss waterfall, completion tests and step-up or exit terms | Public loss concentration, delayed commercial discipline and refinancing risk |
| Insufficient risk-adjusted return for equity | Junior equity, results-based support or targeted viability-gap funding | Affordability analysis, investor hurdle rates, subsidy amount per outcome and sunset conditions | Overcompensation, windfall returns and permanent dependence |
| Foreign-exchange mismatch | Local-currency debt, hedging or a currency swap | Revenue currency, hedge tenor and cost, convertibility and stress under devaluation | Basis risk, counterparty default and limited hedge liquidity |
| Weak project preparation or information | Preparation grant, technical assistance or transaction advisory support | Specific deliverables, procurement milestones and evidence that preparation unlocks finance | Grant-funded studies with no transaction, fragmented accountability |
| Portfolio-level uncertainty with limited borrower data | Portfolio guarantee, first-loss fund or risk-sharing facility | Historical or proxy loss data, concentration limits, expected-loss and value-at-risk analysis | Adverse selection, correlated defaults and inadequate reserve sizing |
Project-level analysis
For larger infrastructure projects, use discounted cash flow to model revenue, operating costs, taxes, debt service, residual value and downside cases. Combine this with a public-private-partnership risk-allocation matrix that assigns demand, construction, operating, political, regulatory, force-majeure and currency risks to the party best able to manage them.
Reallocate risks before subsidizing them. A clear tariff rule, independent regulator, performance-based contract or procurement change may solve a problem more efficiently than concessional capital. Development finance may be justified for risks private investors cannot manage, including political, regulatory or genuinely new-technology risks, provided the coverage and pricing are transparent.
Funds, programmes and smaller transactions
Funds and programmes often require aggregate analysis rather than a single project cash-flow model. Compare expected loss, historic loss, value-at-risk, stress scenarios, portfolio concentration and recovery assumptions. For equity vehicles, benchmark expected returns against similar sectors and countries, adjusting for demonstrable risk differences.
SME and agriculture transactions may lack reliable default histories. Use carefully selected proxies, borrower-level sampling, expert judgment and sensitivity ranges. Label proxy data clearly, test how conclusions change under adverse assumptions and plan to replace proxies with observed performance as the portfolio seasons.
5. Calculate and minimize concessionality
Use a transparent reference price
IFC describes concessionality as the difference between a reference price and the concessional price. The reference may be a market price, a price derived from the institution’s risk, cost and net-profit model, or a negotiated client price. Choose the most credible available benchmark and document comparable transactions, credit assumptions, tenor, security, fees, currency, tax treatment and timing.
For a simple debt comparison, calculate the present value of scheduled payments under the reference terms and under the proposed terms, using a stated discount convention. For guarantees or equity, value the risk transfer, expected loss, capital relief, option-like upside and fees rather than treating the instrument as free.

Show the minimum-needed case
Size support in stages:
- Model the project or portfolio without concessional support.
- Identify the precise threshold at which the constraint changes: debt-service coverage, loss protection, completion risk, affordability or investor return.
- Add the smallest guarantee, junior layer, grant or price reduction that reaches that threshold.
- Run sensitivity cases for demand, costs, delays, exchange rates, interest rates, defaults and recovery.
- Test whether a less costly instrument or a contractual change achieves the same result.
Report the concessional amount, its present value, the beneficiary, the risk retained by the public provider and the assumptions driving the estimate. Explain how the support will step down, terminate or be repaid if commercial conditions improve.
Protect affordability and market development
Evaluate user tariffs, connection charges, service quality and distributional effects alongside investor returns. A subsidy that makes a project investable but unaffordable fails its development purpose. Conversely, a subsidy that lowers prices below sustainable operating cost can create future service failures.
Check whether support displaces investors who would have participated without it, undercuts local competitors or anchors prices below a sustainable market level. Include an exit, replication or graduation plan: defined sunset dates, declining coverage, refinancing triggers, standardization or transfer to ordinary finance.

Prepare one decision matrix using the same base case, time horizon, currency convention and downside scenarios for every option. Mark unknowns as “not stated” until verified; do not fill gaps with optimistic assumptions.
| Decision axis | Questions to answer |
|---|---|
| Development objective | Is the problem material, stakeholder-owned and linked plausibly to the proposed activities? |
| Counterfactual | What happens without the project and without blending? Which alternative public or commercial approach is available? |
| Additionality | What financial, development and value contributions are incremental, and how will attribution be tested? |
| Crowding out | Could the structure replace private capital, distort pricing or disadvantage unsubsidized providers? |
| Mobilization | How much private capital is committed and disbursed, and what causal mechanism links it to public support? |
| Risk allocation | Does each party bear risks it can control, with coverage, exclusions and residual exposure explicit? |
| Lifecycle fit | Does the instrument address development, construction, operation and refinancing risks as they change? |
| Concessionality | What is the reference price, subsidy equivalent, sensitivity range and minimum-needed rationale? |
| Affordability and fiscal impact | What will users pay, and what cash, debt and contingent liabilities does the public partner assume? |
| Commercial sustainability | Can the project cover operating costs, debt service and maintenance after support ends? |
| Safeguards and governance | Are environmental, social, integrity and grievance controls funded, monitored and enforceable? |
| Results and data | Are outputs, outcomes, indicators, baselines, verification and reporting responsibilities defined? |
| Exit and replication | Can support decline, the transaction refinance or the model be repeated without equivalent subsidy? |
7. Reassess risk through the project lifecycle
Development and preparation
At this stage, the main constraints may be feasibility data, permits, land, procurement design, sponsor capacity and stakeholder consent. Preparation support should have concrete deliverables and decision gates, not an open-ended advisory budget.
Construction and commissioning
Stress-test completion delays, cost overruns, contractor failure, supply disruption, technical performance and interest during construction. Tie disbursement, guarantees and junior protection to independent verification of milestones. A structure sized on operating assumptions may be excessive or inadequate during construction.
Operations and refinancing
Reforecast demand, tariffs, operating costs, maintenance, collections, regulatory decisions, currency and refinancing conditions. Measure actual defaults, service quality and development outcomes. If the original constraint has disappeared, reduce or release public support rather than preserving it automatically.
8. Agree results, data and accountability before approval
Define a usable results framework
The OECD’s Principle 5 states that “blended finance operations should be monitored and evaluated based on clear results frameworks, measuring, reporting on and communicating on financial flows, commercial returns and development results.” Put this into the financing documents and governance calendar.

For every indicator, specify the baseline, target, unit, geography, frequency, data owner, verification method, quality checks and publication rule. Include indicators for:
- Financial flows: commitments, disbursements, fees, guarantee exposure, losses and recoveries.
- Commercial performance: revenue, operating margin, debt-service coverage, defaults, portfolio loss, equity value and investor distributions.
- Outputs: assets completed, connections, loans, firms served, training or policy milestones.
- Outcomes: service reliability, affordability, employment quality, productivity, emissions, resilience or inclusion.
- System effects: follow-on transactions, local investor participation, improved standards and policy or market changes.
Use ex-ante, ongoing and ex-post evaluation
Before approval, test the theory of change and assumptions. During delivery, use dashboards, site verification, audits, complaints and stakeholder feedback to correct course. After completion or a defined seasoning period, compare results with the counterfactual using trends, matched evidence, interviews or case studies as appropriate.
Long-term outcomes and systemic change may take years. State which results are observable now, which are leading indicators and which require follow-up. Frameworks such as GIIN IRIS+ can inform metric selection, but they do not replace indicators tailored to the project’s actual objectives.

- Write the project description, development objective and both counterfactuals.
- List alternative financing and policy approaches, including fiscal and contingent-liability effects.
- Document the market failure or risk that blocks private participation.
- Produce base, downside and severe-stress financial models in the relevant currency.
- Map risk allocation and test whether contracts, regulation or preparation can solve the constraint first.
- Assess financial, development and value additionality at deal and market levels.
- Estimate mobilization with a documented causal link and clear commitment/disbursement definitions.
- Select the instrument that addresses the diagnosed constraint and specify coverage, pricing, triggers, exclusions and residual risk.
- Benchmark the reference price, calculate concessionality and show minimum-needed sensitivity.
- Test affordability, commercial sustainability, crowding out and an exit or graduation path.
- Complete environmental, social, integrity and governance due diligence.
- Approve a theory of change, indicator dictionary, data plan, reporting calendar and independent evaluation approach.
- Assign decision rights for changing, reducing or terminating support when assumptions change.
Common evaluation failures and how to correct them
“There is a concessional pool, so we should use it”
Corrective action: begin with the development problem and counterfactual, then compare non-blended options and fiscal costs.
Using leverage as the headline result
Corrective action: document causality, distinguish commitments from disbursements and report development outcomes and public risk alongside mobilized capital.
Applying one model to every structure
Corrective action: use project cash flow and contractual risk allocation for infrastructure; portfolio loss, value-at-risk and benchmarks for funds; transparent proxies for data-poor SME or agriculture portfolios.
Pricing the subsidy against an unrealistic benchmark
Corrective action: use a defensible market or risk-based reference price, disclose assumptions and show sensitivity to tenor, currency, security and default expectations.
Recommended Free Tools
Ignoring lifecycle changes
Corrective action: reassess risk at development, construction, operation and refinancing, with release or step-down mechanisms when support is no longer needed.
Counting outputs without proving outcomes
Corrective action: connect each output to a theory of change, baseline and measurable outcome, while recording assumptions and external factors that affect attribution.
How to reach a decision
Approve blended finance only when the development rationale is material, the without-blending case is evidenced, the proposed instrument addresses a specific constraint, concessionality is no greater than necessary, and safeguards and results reporting are enforceable. If those conditions cannot be demonstrated, redesign the project, gather the missing evidence or use a different financing approach.
