Do not decide from a star rating, a polished website, or a single success story. A sound decision combines mission fit, verified legal identity, several years of financial filings, governance and independence checks, evidence of policy impact, funding disclosures, and the day-to-day conditions you would accept as a donor, member, or employee. Use the same written checklist for every organization, record the date of each document, and treat missing information as a question to resolve rather than as proof of misconduct.

Start with the decision you are actually making

Donating, joining as a member, and accepting a job involve different risks. A donor may care most about whether a restricted gift supports a specific policy outcome. A member may need confidence that dues buy meaningful participation and that the organization represents its stated constituency. A job candidate must also evaluate management, compensation, workload, decision rights, and psychological safety.

Write down your own requirements before opening the organization’s materials. List the policy outcomes you want, the communities or constituencies you want served, any positions you will not support, and the contribution you are considering. For employment, add minimum salary, location or remote-work needs, benefits, reporting line, and the kind of authority you expect. This prevents an impressive but irrelevant accomplishment from masking a fundamental mission mismatch.

Define a pass, a pause, and a no

  • Pass: The legal identity is clear, the organization’s current work matches your aims, filings and governance records are available, and unanswered questions are handled directly.
  • Pause: The mission appears compatible, but a recent filing, audit, funding disclosure, or workplace answer is missing. Ask for clarification and set a date to revisit the decision.
  • No: The entity cannot explain who receives money or controls decisions, presents contradictory tax information, retaliates against reasonable questions, or asks you to accept a material conflict without safeguards.

Verify the organization’s identity and tax status

Begin with the exact legal entity, not the public-facing name. A campaign, project, membership association, and employer can be separate entities even when they share branding. Record the legal name, employer-of-record name, address, federal tax identification number when disclosed, and the jurisdiction of incorporation. Confirm which entity will receive your donation, issue your membership, or sign your employment agreement.

Check federal status before relying on a deduction

Use the IRS Tax Exempt Organization Search to confirm the organization’s current exemption and filing history. If deductibility matters, verify that the recipient is eligible for the type of deduction you intend to claim; do not assume that every nonprofit, fiscally sponsored project, or membership payment has the same treatment. ProPublica’s nonprofit guidance likewise recommends checking the IRS status and the underlying Form 990 record rather than relying on a directory summary.

Ask for the organization’s determination letter or a clear explanation of its status when the public record is confusing. A change of name, merger, fiscal sponsor, or recently created affiliate can make an otherwise legitimate group appear under a different record. Keep a copy of the page or document you relied on and note the date, because status and filings can change.

Find and read the Form 990

Form 990 is the main public federal return for many tax-exempt organizations. You can obtain it through the IRS database, ProPublica’s Nonprofit Explorer, or the organization’s own transparency page. Download several years instead of reading only the newest return. A current filing may describe a temporary grant, an unusual legal expense, or a leadership transition that looks very different in a longer trend.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Know which filing you are looking at

  • Standard Form 990: The most detailed return, including governance questions, compensation, related parties, and financial statements.
  • Form 990-EZ: A shorter return for eligible smaller organizations; it contains less detail, so request audited or internally prepared statements when available.
  • Form 990-N: An electronic postcard with limited financial information; it is not enough by itself to assess resilience or governance.
  • Forms 990-T and schedules: These can disclose taxable business income or additional activities relevant to understanding the organization’s finances.

Filing dates can make a perfectly healthy organization look temporarily absent from a database. Charity Navigator notes that a charity can have up to 135 days after its fiscal year ends to file Form 990, and extensions can put a return online eight to ten months after year end. Record the fiscal year covered, the filing date, and whether the document is a final, amended, or extension-related filing.

Read the sections that answer practical questions

  • Part I and Part VIII: Compare revenue sources, program-service revenue, contributions, investment income, and total expenses.
  • Part IX: Examine program, management, and fundraising expenses. These categories are context, not a stand-alone quality score.
  • Part X: Review cash, investments, receivables, liabilities, and net assets to understand liquidity and working capital.
  • Part VII and Schedule J: Check compensation, bonuses, deferred compensation, and unusually large changes in executive pay.
  • Part VI: Look for a board that meets, an independent audit or finance committee, conflict-of-interest and whistleblower policies, document-retention practices, and procedures for reviewing the return.
  • Part VII and Schedule L: Identify interested persons, related organizations, loans, grants, or transactions that could create conflicts.
  • Schedule O and other schedules: Read the explanations behind yes/no answers and inspect grants, lobbying, political activity, and related-party disclosures.

Assess financial health across several years

One year’s surplus does not prove sustainability, and one deficit does not prove failure. Build a simple year-by-year table from at least three Form 990s, adding audited financial statements when the organization has them. Look for direction and volatility rather than a magic ratio.

Measure What to collect Question to ask
Revenue mix Individual gifts, foundations, corporations, government grants, membership dues, and earned revenue Is income diversified, or could one funder or grant ending abruptly threaten the work?
Expense trend Program, management, fundraising, and total expenses by year Do changes reflect an explained strategy, or unexplained volatility?
Liquidity Cash, unrestricted net assets, investments, receivables, and short-term liabilities Can the organization meet near-term obligations if a grant is delayed?
Restricted funds Temporarily or permanently restricted net assets and grant restrictions How much of the reported balance can actually fund the work you care about?
Debt and loans Borrowings, loans to or from insiders, and repayment terms Are obligations manageable and independently approved?
Audit oversight Audited statements and the existence and independence of an audit committee Who challenges management’s numbers and follows up on findings?

Do not treat a low “overhead” percentage as proof of effectiveness. A policy organization may need lawyers, researchers, security, compliance staff, or communications infrastructure that appear outside direct program categories. Instead, ask whether the spending is explained, authorized, and connected to the stated strategy.

Investigate unusual movements

Ask about a sudden doubling of revenue, a large fall in unrestricted cash, recurring operating deficits, a major investment gain, or a sharp change in executive compensation. The explanation may be benign—such as a multi-year grant recognized in one period, an office move, litigation, or a merger—but it should be documented. Compare the explanation with the audited notes and the annual report rather than accepting a slogan.

Examine governance and independence

Governance determines who can challenge a decision when the executive director, a major donor, or a prominent policy ally has a conflict. Review the board roster, officer roles, meeting frequency, committee structure, and terms. Note whether directors appear independent of management and major vendors, and whether the board has relevant expertise in finance, law, technology policy, and the constituencies represented.

Policies worth locating

  • Conflict-of-interest policy and annual disclosure process
  • Whistleblower policy with a channel outside the direct reporting line
  • Document-retention and destruction policy
  • Gift acceptance and restricted-fund policies
  • Audit or finance committee charter
  • Procedures for setting executive compensation
  • Safeguards for research independence and correction of public work

Charity Navigator profiles commonly surface these Form 990-derived checks. Its examples for technology-policy nonprofits, including the Center for Democracy & Technology and the Electronic Frontier Foundation, show why a profile is most useful as a map to underlying governance answers, not as a substitute for reading them.

Test whether the organization can show impact

Advocacy rarely produces a clean, attributable sales-style conversion. A bill may change after many groups participate; a court outcome can depend on facts outside the organization’s control; and preventing a harmful rule is harder to count than launching a new program. That makes a clear theory of change more important, not less.

Evidence to request

  • Strategy or theory of change: How research, coalition work, litigation, public education, or organizing is expected to produce a policy result.
  • Dated impact or annual reports: Specific objectives, activities, outcomes, and setbacks for a defined period.
  • Policy outputs: Testimony, comments on proposed rules, briefs, model language, datasets, technical standards, or public-interest analyses.
  • External outcomes: Changes in legislation, regulation, court decisions, agency practice, corporate commitments, or public understanding where the organization can credibly document a contribution.
  • Learning: Examples of a strategy that changed after evidence, criticism, or an unsuccessful campaign.

Separate output from outcome. Publishing ten reports is an output; a documented change in a rule, procurement practice, or legal precedent is an outcome. Neither proves sole causation. Ask what the organization did, who else contributed, what changed, and how the organization knows.

Charity Navigator treats Impact & Measurement as a separate evaluation beacon. That separation is useful: a group can have orderly finances and still lack convincing evidence that its policy work is effective, while a highly influential group may need to improve disclosure or governance.

Map funding and possible conflicts

Read the major-funder list, annual report, Form 990 grant schedules, and any corporate or government relationship disclosures. Identify restricted grants, pass-through funds, fiscal sponsors, and donors whose commercial or political interests overlap with the issues being addressed. A relationship is not automatically improper; the relevant question is whether the organization discloses it and has safeguards against agenda-setting by funders.

Questions for a funding conversation

  • Which grants are restricted, and who decides whether a project changes scope?
  • Can a funder review or veto research, testimony, litigation, or public statements?
  • How are conflicts recorded and handled when a funder is affected by a policy position?
  • Does the organization publish a funder list and explain material exceptions?
  • What happens to a program if its largest grant ends?

Missing disclosure is an information gap to investigate, not automatic evidence of wrongdoing. A defensive refusal to identify the receiving entity, explain restrictions, or describe editorial safeguards is more concerning than a clearly stated confidentiality policy with a reasonable explanation.

Use ratings without outsourcing your judgment

Charity Navigator says its system evaluates four areas—Accountability & Finance, Impact & Measurement, Leadership & Planning, and Culture & Compensation. Its 2026 documentation describes approximately 45–50 metrics, combined into a 0–100 score and translated into a 0–4 star rating.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Eligibility and freshness matter. Charity Navigator generally requires at least three electronically filed Form 990s within six years, with at least two of the four most recent filings being standard Form 990s. A young organization, a group that files a different return, or a charity with a delayed filing may have no rating or an older one. Check the fiscal years covered and compare the rating date with the newest available filing.

Use a rating to find questions: Which governance item lowered the score? Is the information self-reported, Form 990-derived, or independently verified? Does the profile omit the newest fiscal year? Then read the filing, audited statements, impact materials, and policies yourself. A high score cannot compensate for a mission mismatch, and a missing score is not proof that an organization is illegitimate.

Evaluate leadership, culture, and a potential job

Public filings can show board turnover, executive compensation, and some policies, but they cannot tell you whether disagreement is welcomed or whether staff receive credit for their work. Review leadership tenure, recent departures, reorganizations, and the explanation for each. Look for a consistent compensation philosophy, published salary range, benefits, leave, professional-development support, and a realistic description of workload.

Questions to ask during interviews

  1. What decisions would this role own, and which require approval?
  2. How are priorities set when a funder, coalition partner, and research team want different things?
  3. What does a successful first 90 days look like, and how is performance evaluated?
  4. How are credit, authorship, and public representation assigned?
  5. Can you describe a recent disagreement and how it was resolved?
  6. What are the normal hours, travel expectations, on-call requirements, and busiest periods?
  7. Why did the last person leave, and what changed afterward?
  8. How can an employee report harassment, retaliation, or an ethical concern outside the direct manager?

Ask the same core questions of a hiring manager, a future peer, and—where possible—a former employee. Compare answers for specificity and consistency. Vague promises about a “flat” culture are less useful than a written decision process, a salary band, and a concrete example of how dissent was handled.

Compare two organizations with one worksheet

Use identical evidence fields for each candidate. Give each axis a short written assessment before assigning any score. If you use numbers, record the reason and the uncertainty; do not let a precise total conceal a missing document.

Axis Evidence to collect Decision question
Mission fit Strategy, issue positions, recent work Does this organization pursue the outcomes I value?
Impact Dated reports, policy outputs, external outcomes What changed, and how does the organization know?
Financial resilience Several Form 990s, audited statements, liquidity Can it sustain the work and explain resource use?
Governance Board, conflicts, audit oversight, policies Who can challenge decisions and protect independence?
Funding Major funders, restrictions, related parties Could funding shape priorities or create conflicts?
Leadership and culture Turnover, workplace policies, compensation, interviews Would I trust this team with money, membership, or my work?
Role or gift fit Job scope or gift purpose, restrictions, feedback loop What will my contribution enable now?

A practical review sequence

  1. Screen for fit: Read the current strategy, issue positions, and two or three recent pieces of work.
  2. Confirm identity: Match the public name to the legal recipient, employer, and IRS record.
  3. Build the financial trend: Enter at least three years of revenue, expenses, liquidity, restrictions, debt, and compensation data.
  4. Check governance: Read the board and policy disclosures, then note related parties and audit oversight.
  5. Test impact: Trace one or two claimed outcomes from activity to externally verifiable change.
  6. Ask unresolved questions: Send a concise list and record the response, date, and person answering.
  7. Decide contribution terms: Choose unrestricted or restricted giving, membership level, job conditions, and a review date.

Red flags and how to investigate them

  • No identifiable recipient: Stop payment until the legal entity, tax status, and receipt process are clear.
  • Only one year of financial information: Ask for prior filings, budgets, and an explanation of the organization’s filing history.
  • Large unexplained related-party transactions: Request the conflict review, approval process, and terms.
  • Repeated operating deficits or falling unrestricted cash: Ask for the runway, contingency plan, and effect of grant restrictions.
  • Impact claims without dates or outcomes: Request a report that distinguishes activities from changes attributable to the work.
  • Opaque funders or editorial control: Ask who can influence research, testimony, litigation, or public positions.
  • High turnover paired with vague explanations: Speak with current and former staff and request the written workplace policies.
  • Pressure to donate or accept quickly: Treat urgency as a reason to slow down and verify, not as evidence of legitimacy.

None of these signals proves misconduct by itself. The test is whether the organization can provide a coherent, documented explanation and whether that explanation fits the filings, policies, and experience of people affected by its decisions.

Decide how to give or join after the review

If the organization passes your checks, make the contribution or employment terms match what you learned. For a donation, specify the purpose only when the organization can honor the restriction and you understand what happens if the project ends. Ask how you will receive reports, whether you can change or stop a recurring gift, and which entity will issue the acknowledgment.

For membership, confirm voting rights, renewal terms, member communications, eligibility rules, and whether dues support general operations or a defined program. For a job, obtain the offer, salary, benefits, reporting line, intellectual-property terms, travel expectations, and probation or termination conditions in writing. Set a calendar reminder to review the organization after its next annual report or Form 990; accountability is an ongoing process, not a one-time badge.

What the public record can—and cannot—tell you

Form 990s, audited statements, ratings, annual reports, and policies can reveal important financial and governance facts. They cannot by themselves prove policy effectiveness, ideological alignment, staff experience, or the causal impact of advocacy. Those questions require dated program evidence, direct conversations, and attention to how the organization responds when evidence is incomplete or criticism is valid.

The strongest decision is therefore neither “trust the rating” nor “trust your instinct.” It is a documented judgment: the mission fits, the legal recipient is verified, the finances are understandable over time, decision-makers are accountable, funding safeguards are credible, impact claims are proportionate to evidence, and the conditions of giving or joining are acceptable to you.
