Evaluate a robot foundation model as a deployed system, not as a single success-rate number. A credible evaluation measures task completion and quality, generalization to held-out conditions, safety around people and equipment, recovery after disturbances, latency, resource use, and reproducibility. It records every intervention, reset, near miss, and failure, then separates simulation evidence from physical-robot evidence.
What a real-world evaluation must establish
A robot foundation model can combine perception, language understanding, planning, and control, but those capabilities do not automatically transfer to a working robot. The evaluation should answer six practical questions:
- Can the robot complete the specified task to an acceptable quality standard?
- Does it continue to work with objects, rooms, language, lighting, and disturbances it did not see during development?
- Does it avoid collisions, unsafe contact, and hazardous actions, including when a person is nearby?
- Can it detect a problem, stop safely, and recover without hidden operator help?
- Does it produce actions within the robot’s control deadlines on the intended hardware?
- Can another team reproduce the result and determine exactly when and why the system failed?
These questions should be answered together. A model that succeeds often but misses control deadlines, requires frequent teleoperation, or creates severe near misses is not ready for the same deployment claim as a slower but safer and more recoverable system.

1. Define the deployment claim before testing
Write down what the result is supposed to prove. The claim determines the test population, the allowed assistance, and the evidence needed. Do not combine zero-shot, few-shot, and fine-tuned performance under one headline.

| Claim element | What to specify | Why it matters |
|---|---|---|
| Robot embodiment | Arm or mobile platform, number of degrees of freedom, end effector, payload, workspace, and controller interface | Performance on one morphology does not establish transfer to another. |
| Sensors | Camera types and placement, depth or force sensing, calibration, frame rates, and any pre-processing | Changes in viewpoint, field of view, or sensing quality can alter both perception and control. |
| Action space | Joint commands, Cartesian poses, gripper actions, velocity control, or higher-level skills; control frequency and limits | A policy producing waypoints is not directly comparable with one issuing low-level torque or velocity commands. |
| Model version | Checkpoint identifier, inference settings, system prompt, task prompt format, context window, and any external tools | Small prompt or checkpoint changes can change behavior. |
| Training and adaptation | Pre-training source, robot demonstrations, fine-tuning data, online updates, and the date at which the model was frozen | It separates generalization from memorization and makes data requirements visible. |
| Operator policy | Whether a person may pause, teleoperate, edit a command, reset the scene, or confirm an action; response time and communication channel | A run with assistance is a different operating mode from an autonomous run. |
| Target environment | Room layout, object set, surfaces, lighting, people present, safety equipment, and operating hours | The claim should be no broader than the conditions actually tested. |
Record separate results for zero-shot operation, few-shot prompting or demonstrations, and fine-tuned models. If a model receives a recovery hint, a human confirmation, or a manually selected camera view, report that as part of the condition rather than as an implementation detail.
2. Build a task matrix that tests generalization
Start with a written task specification: initial state, goal state, acceptable quality, time limit, safety constraints, and termination conditions. Then create a matrix that varies one factor at a time where possible and combines factors in a second phase.
Nominal and multi-step tasks
Include routine tasks that represent the intended deployment, such as grasping, placement, sorting, opening, or navigation. Add compositional tasks requiring several skills in sequence. A model can perform individual primitives while failing when it must remember an intermediate state, switch tools, or recover from a partial success.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Held-out objects and poses
Reserve object instances, categories, textures, sizes, and grasp affordances for testing. Also hold out object poses and arrangements. The training and development sets should not contain visually identical copies positioned in the same way as the test scenes. Report which objects, rooms, and task variants were held out so a reader can distinguish generalization from memorization.
Language variation
Use paraphrases, different levels of specificity, referring expressions, and ambiguous instructions that a real operator might give. Define in advance which ambiguities require clarification and which should be resolved from context. Measure both the task outcome and whether the robot asks for clarification instead of taking an unsafe guess.
Environmental and physical variation
Change lighting, camera exposure, background, clutter, distractors, surface material, friction, and object placement. Include blocked paths and partially occluded targets. Keep a record of the exact perturbation so each failure can be attributed to a known condition rather than described vaguely as “robustness.”

Disturbance and recovery cases
Induce controlled disturbances such as moving an object, occluding a sensor, dropping a frame, changing the instruction, or placing an obstacle in a planned route. Test whether the model detects the change, stops or slows safely, selects a recovery action, and resumes without an unrecorded human correction.
Colosseum is an example of perturbation-focused benchmark design. Its 2024 project report found 30–50% success-rate degradation across the environmental perturbation factors it tested. Treat that range as evidence that nominal performance can substantially overstate field performance; it is not a universal degradation factor for every robot or model.
3. Design statistically defensible physical trials
Before running the robot, pre-register the episode count, randomization procedure, stopping rules, exclusion criteria, and safety shutdown conditions. Randomize scene order when practical to reduce learning, fatigue, temperature, or operator effects. Do not discard an awkward run simply because the robot encountered an unusual state; unusual states are part of deployment.
- Freeze the configuration. Record the model checkpoint, prompt, software commit, calibration, controller gains, sensor settings, and hardware serial numbers.
- Define an episode. State when timing starts, what counts as an attempt, the maximum duration, and what event ends the episode.
- Use a fixed randomization plan. Sample object instances, poses, lighting, language variants, and disturbances from documented sets.
- Log every outcome. Keep successful, failed, aborted, timed-out, reset, and safety-stopped episodes in the denominator appropriate to the metric.
- Repeat across sessions. Run on separate days or with independent scene setups when the deployment claim spans changing conditions.
- Report uncertainty. Publish the denominator, point estimate, confidence or credible interval, and termination reason for each metric.
An episode stopped by a safety controller is not equivalent to an ordinary task failure: it may indicate that the safety layer worked or that the policy created an unsafe state. Preserve both facts in the record.
4. Score task outcome, quality, and operating burden
Binary completion is necessary but insufficient. Define a graded quality rubric before testing, then score every episode with the same rubric.
| Metric | Definition to publish | What it reveals |
|---|---|---|
| Task success | Percentage of episodes meeting the predefined goal state | Basic capability, with the exact denominator and timeout rule. |
| Task quality | Rubric for placement accuracy, damage, order, cleanliness, or other domain requirements | Whether “success” is useful enough for the real task. |
| Time to completion | Elapsed time from the stated start event to valid completion, including pauses if they are part of operation | Throughput and the cost of slow behavior. |
| Retries | Number of repeated grasps, replans, or action attempts per episode | Hidden inefficiency that a binary score conceals. |
| Recovery success | Fraction of induced disturbances from which the robot returns to the goal without prohibited assistance | Resilience after the nominal plan breaks. |
| Intervention rate | Episodes or intervention actions requiring a human, with the intervention type and duration | Supervision burden and the difference between autonomy and teleoperation. |
| Collision and near miss | Counts and severity of contacts, hard stops, and minimum-clearance violations | Safety margin even when the final task state is correct. |
| Damage and reset events | Broken or displaced objects, emergency resets, protective stops, and manual scene restoration | Operational cost and hazards not visible in success rate. |
Use confidence intervals or another stated uncertainty method for rates. For rare but severe events, report the raw count and exposure (episodes, operating hours, or distance) rather than hiding the event in an average.

5. Make safety a joint success condition
Define a safe-success metric that requires both completion and compliance with safety constraints. A completed task with a collision, unsafe human proximity, excessive force, or a bypassed protective stop is not a safe success.
Specify the protected zones, speed and force limits, minimum human distance, permissible contact with the environment, and the independent mechanisms that stop the robot. Log near misses and safety-controller activations, not only injuries or damage. Severity-weighted reporting is useful when a minor contact and a high-energy strike would otherwise count as identical failures.
ResponsibleRobotBench applies a completion-plus-safety definition to 23 multi-stage hazardous tasks. In the Stanford Institute for Human-Centered Artificial Intelligence’s 2026 evaluation, the reported safe scores were 0.64 for GPT-4o, 0.40 for GPT-4o mini, and 0.35 for Qwen-72B. Those values are benchmark-specific: they should not be treated as a universal ranking outside the stated tasks, prompts, robots, and safety rules.
Recommended Free Tools
Test human exposure explicitly. Vary a person’s location, speed, and predictability; include a person entering a protected area and a person giving an instruction while the robot is moving. Measure detection latency, safe stopping distance, residual motion, and whether the robot resumes only after the conditions are safe.
6. Measure robustness and recovery instead of claiming “generalization” broadly
Generalization is a collection of transfer problems. Report each one separately:
- Object transfer: unseen instances, categories, materials, dimensions, and affordances.
- Spatial transfer: new rooms, tables, shelf heights, layouts, and camera viewpoints.
- Language transfer: paraphrases, pronouns, indirect requests, and conflicting instructions.
- Perceptual transfer: lighting, shadows, occlusion, blur, sensor dropout, and exposure changes.
- Physical transfer: friction, compliance, payload, battery state, and surface irregularities.
- Task-composition transfer: new orders of familiar skills and unfamiliar combinations.
For every perturbation, measure detection, safe response, recovery time, final outcome, and whether the model resumed autonomously. A policy that eventually completes after a human repositions an object has not demonstrated the same recovery capability as one that detects the displacement and corrects its plan.

7. Treat latency and resource use as capability metrics
A model that makes a good decision too late can still fail on a physical robot. Instrument the complete observation-to-action path, not only neural-network inference.

Publish the exact hardware, operating system, inference runtime, model precision, quantization method, communication stack, and controller settings. The survey by Firoozi et al. (2023) and an Advanced Robotics review (2024) identify real-time execution as a major foundation-model deployment challenge alongside scarce robot data, safety-guarantee gaps, and uncertainty quantification.
8. Use simulation as a screening stage, not deployment proof
Simulation is valuable for controlled perturbation sweeps, large-scale randomized trials, and inexpensive regression tests after a code change. It can expose brittle planning logic before hardware is placed at risk. However, simulated success does not establish physical-robot performance.
- Implement the same task definitions, goal conditions, time limits, and safety constraints in simulation and on the robot.
- Run a simulation suite that includes nominal scenes, held-out objects and layouts, language variants, sensor faults, and disturbances.
- Promote a configuration to physical testing only after it passes the predefined simulation gate; do not change the gate after seeing the result.
- Repeat the identical task definitions on hardware, with real sensing, actuation limits, timing, friction, and communication delays.
- Label every chart and table as simulation or real-robot evidence, and explain which physical effects the simulator does not model.
Use simulation results for regression and risk reduction. Use physical trials for claims about contact, safety, latency, recovery, and deployment reliability.

If the proposed claim uses words such as “general-purpose,” “generalist,” or “works on robots,” test more than one embodiment or narrow the claim to the tested platform. A model may rely on a particular camera geometry, gripper, joint range, controller, or calibration procedure.

RoboArena describes comprehensive, unbiased, comparable evaluation of modern generalist policies as uniquely challenging and uses distributed real-world evaluation to address scale. Its lesson for an individual deployment is to make site, embodiment, and adaptation boundaries explicit rather than presenting pooled results as universal capability.
10. Compare two models only when the conditions align
Use a paired evaluation wherever possible: the same task instances, robot, sensors, prompts, hardware, time limits, intervention policy, and safety controller. Do not rank models from incompatible benchmark suites or from one model’s assisted runs and another’s autonomous runs.
| Comparison axis | Required evidence |
|---|---|
| Nominal capability | Task success and graded quality on the same episodes. |
| Held-out generalization | Object, environment, language, and perturbation splits kept unseen during development. |
| Safe success | Completion plus safety constraints, near misses, collisions, severity, and human exposure. |
| Recovery and supervision | Recovery rate, recovery time, intervention count, intervention duration, and reset burden. |
| Real-time behavior | Latency distribution, throughput, jitter, missed deadlines, and performance on identical hardware. |
| Data and adaptation | Demonstrations, fine-tuning compute, online data, calibration, and engineering effort. |
| Cross-robot transfer | Results on additional embodiments or sites, with every adaptation identified. |
| Reproducibility | Checkpoint, code and configuration identifiers, prompts, task files, seeds, logs, and complete denominators. |
| Operating cost | Compute, energy, supervision, resets, consumables, and hardware wear per successful task. |
Operating cost per successful task is more informative than inference price alone when a model’s retries, interventions, or damaged objects dominate the expense.

Release representative failure videos or traces with the corresponding task definition and sensor view. Include interventions, resets, safety stops, collisions, near misses, timeouts, and examples in which the model expressed high confidence but failed. A failure taxonomy should identify whether the cause was perception, language interpretation, planning, control, timing, hardware, communication, or an unsafe recovery choice.
For each aggregate number, publish the numerator, denominator, uncertainty interval, and exclusion rule. Provide enough metadata to reproduce the split: object identities, room or site, prompt variant, perturbation, model checkpoint, and operator policy. A user study by Sheidlower et al. (2026) found that people value task-success rates together with failure cases, videos, and estimates for novel tasks; presenting all of these gives decision-makers a better basis for judging risk than a leaderboard score.
12. A practical end-to-end evaluation workflow
- Write the claim and operating envelope. Define embodiment, sensors, action space, software, model state, adaptation, operator rights, environment, and safety limits.
- Specify tasks and scoring. Write goal states, quality rubrics, timeouts, safe-success rules, disturbance cases, and termination reasons before data collection.
- Create held-out splits. Reserve objects, rooms, poses, language, and perturbation combinations. Lock the split file.
- Build the logging stack. Synchronize sensor, command, controller, safety, network, compute, thermal, and operator-event timestamps.
- Run simulation regression. Use the same task definitions and record simulation metrics separately.
- Conduct a small physical safety pilot. Verify emergency stops, speed and force limits, protected zones, and data capture before full trials.
- Run the pre-registered episodes. Randomize conditions, include all outcomes, and stop only under the stated rules.
- Execute disturbance and recovery tests. Measure detection, safe stopping, recovery time, autonomous resumption, and intervention burden.
- Repeat across sessions or sites. Add another robot or location when the claim is broader than one setup; otherwise state the boundary plainly.
- Analyze and publish. Report task, quality, safety, recovery, timing, resources, cost, uncertainty, and failure evidence with the exact configuration.
13. Avoid common evaluation errors
- Using only nominal scenes: add held-out objects, rooms, language, lighting, friction, clutter, and disturbances.
- Counting assisted runs as autonomous: separate operator interventions by mode and publish their frequency and duration.
- Reporting a safety score without event details: include near misses, severity, human exposure, protective stops, and raw counts.
- Ignoring timeouts and late commands: treat missed deadlines and thermal throttling as failures of the deployed configuration when they prevent valid control.
- Pooling simulation and hardware: label them separately and require physical trials for physical claims.
- Changing tasks after seeing results: pre-register task definitions, splits, stopping rules, and exclusions.
- Comparing incompatible benchmarks: align embodiment, prompts, data, intervention rules, hardware, and task definitions before drawing a ranking.
- Hiding failures behind an average: show representative traces, confidence failures, resets, and the full denominator.
14. Put benchmark and data claims in context
Large, diverse robot datasets can support scalable learning research, but dataset size alone does not prove real-world reliability. BridgeData V2 is described by Walke et al. (2023) as a large and diverse dataset of robotic manipulation behaviors. When a model uses such data, report which behaviors, embodiments, and environments overlap with the evaluation set, and separate data coverage from demonstrated transfer.
Foundation models may improve perception, decision-making, and control, yet the field continues to face scarce robot-relevant data, missing safety guarantees, uncertain confidence estimates, and real-time execution constraints. Those limits make evaluation design part of the engineering work rather than a final presentation step.

If the evidence covers only one robot, one room, or one prompt format, the conclusion should say so.
