Evaluate a de-extinction project as a proposed conservation translocation and ecological intervention—not as a simple test of whether an extinct animal has been “brought back.” Current methods cannot create a faithful genetic, behavioral, and physiological replica of an extinct species. The organism may be better described as a proxy or functional equivalent, and those terms should guide every claim, experiment, release plan, and conservation calculation.

A sound evaluation therefore asks five questions in sequence: What was actually created? What independent data support the claims? Is there a defensible conservation need and an additive benefit? Can the organism be released without unacceptable harm? How will success, failure, and unintended effects be measured over time?

Start with the organism that actually exists

The first error in many announcements is treating a project milestone as proof of species identity. A birth, a reconstructed genome, or an edited cell line does not establish that an extinct species has been recreated. The IUCN Species Survival Commission’s Guiding Principles on Creating Proxies of Extinct Species for Conservation Benefit (version 1.0, 18 May 2016) states that current pathways cannot produce a faithful genetic, behavioral, and physiological replica of an extinct species.

Use “proxy” when the organism is intended to resemble an extinct species in selected traits. Use “functional equivalent” only when evidence shows that it can perform a specified ecological role under a defined set of conditions. Neither term is a synonym for resurrection. A project can be scientifically valuable without being a literal recreation, but its claims must match what the methods can deliver.

Write an identity statement before reading the publicity

Require a one-page description that answers all of these questions:

  • Which extinct taxon is the reference, and how certain is its taxonomic definition?
  • What living species supplies the cell, egg, embryo, surrogate, or breeding population?
  • Which genome regions were edited, replaced, selected, or left unchanged?
  • What phenotype is expected, and which traits are directly measured rather than inferred?
  • What behavior, diet, social structure, movement pattern, or physiological tolerance is expected?
  • What ecological function is the project trying to restore, and in which habitat?
  • Is the goal laboratory research, a contained population, a managed release, or a self-sustaining wild population?

Then separate three claims that are often collapsed into one:

  1. Resemblance: the organism shares visible or measured traits with the extinct reference.
  2. Biological equivalence: its genetics, physiology, development, and behavior are sufficiently similar for a defined purpose.
  3. Functional equivalence: it produces the ecological effects expected from the extinct species, without unacceptable effects on other species or people.

A project may demonstrate resemblance while having little evidence for either form of equivalence. Differences can arise from genetic variation, limited founder diversity, epigenetic effects, developmental conditions, missing social learning, altered microbiomes, or the absence of the original ecosystem. Those differences should be treated as testable uncertainties, not dismissed as details.

Audit the evidence, not the milestone

A credible claim is supported by primary, genome-wide data and methods that another team could inspect and repeat. A press release, selected photograph, or announcement of a first birth is an outcome to investigate, not evidence that the conservation objective has been met.

Minimum data package

  • Genome-wide sequence data: identify the reference genomes, read depth, assembly quality, edited sites, unedited regions, structural variants, mitochondrial genomes, and known off-target changes.
  • Methods: describe cell lines, editing or breeding procedures, embryo culture, surrogate species, husbandry, veterinary care, and any selection imposed during development.
  • Controls: include unedited controls, appropriate living-species controls, procedural controls, and comparisons with multiple individuals rather than one successful specimen.
  • Sample sizes: report all attempts, failures, deaths, developmental abnormalities, and exclusions. A milestone count without a denominator cannot show reliability.
  • Founder diversity: document how many extinct-reference genomes informed the design and how much variation is represented in the resulting population.
  • Phenotype and behavior: measure morphology, physiology, sensory capacities, immune function, diet, movement, social interactions, reproduction, and learning where they matter to the proposed ecological role.
  • Reproducibility: show whether independent laboratories or teams can produce comparable organisms and measurements.
  • Independent review: identify external scientific, veterinary, ecological, ethics, and community review, including disagreements and unresolved limitations.

Questions to ask about genetic claims

“The genome was edited” can mean anything from a small set of candidate substitutions to extensive replacement of regions using a living relative as the template. Ask how the candidate differences were chosen, how uncertain extinct-reference sequences are, and whether edits were selected because they are easy to make rather than because they are demonstrated to matter ecologically.

Check whether results cover the entire genome or only highlighted loci. Look for structural variation, regulatory regions, mitochondrial inheritance, mosaicism, and unintended edits. Ask whether every founder carries the same edits and whether the design creates a narrow genetic bottleneck. A population that is genetically uniform may be vulnerable to disease, climate shifts, and inbreeding even if individual animals look convincing.

Do not infer behavior from appearance

Behavior is shaped by development, social partners, maternal care, learning, sensory environments, and landscape experience. A surrogate pregnancy may affect development, while captive rearing can remove the social and ecological cues needed for feeding, migration, courtship, or predator avoidance. Demonstrate each behavior in a defined protocol, report variation among individuals, and explain whether the behavior persists outside the rearing facility.

Recognize selective reporting

Warning signs include a single “first” individual presented without all attempts; images that emphasize unusual features; a genome map with no quality metrics; a claim of ecological restoration before any field data; and a release timetable that appears before habitat, welfare, disease, or community decisions are complete. Ask for pre-specified endpoints and a complete accounting of negative results.

Test whether conservation is the reason, not a label

A de-extinction proposal should state an a priori, positive, additive conservation benefit: a benefit that would not be achieved by simply protecting living species, restoring habitat, controlling threats, or using an extant ecological replacement. The IUCN principles say opportunity costs must be explicit and transparent.

Define the conservation problem

Specify the ecological loss the extinct species caused or represented. Was a seed-dispersal pathway interrupted, a grazing regime changed, a predator-prey interaction removed, or a cultural relationship damaged? Identify the current drivers of that loss—habitat conversion, invasive species, hunting, disease, altered fire, water management, or climate change. If those drivers remain, adding a proxy may not solve the problem.

State the geographic area, habitat type, time horizon, beneficiaries, and measurable mechanism by which the proxy is expected to help. “Restore balance” is not a mechanism. “Increase dispersal of seeds from species X across Y hectares, measured by seed deposition, germination, and recruitment over ten years” is testable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare alternatives explicitly

Evaluate the proposal against at least two realistic alternatives: protection and recovery of extant species, and restoration of the ecological function using an extant species or non-biological intervention. Include the costs, time, risks, reversibility, governance burden, and expected conservation outcomes of each option.

Comparison axis Questions for the de-extinction proposal Evidence expected from alternatives
Identity or function Is the organism a proxy, and which function is demonstrated? Can a living species or habitat intervention provide the same function?
Evidence quality Are genome-wide data, controls, sample sizes, and independent reviews available? Are outcomes supported by established field evidence?
Habitat feasibility Does suitable habitat exist now and under projected climate conditions? Can habitat or existing populations be protected with known methods?
Ecological and social risk Could the proxy become invasive, hybridize, spread disease, or create conflict? Are risks lower and more reversible?
Governance and consent Who authorizes release, monitors it, and carries liability? Do existing programs have legitimate decision-making structures?
Opportunity cost What staff, land, funding, and attention would be diverted? What measurable recovery could those resources produce elsewhere?
Net impact What benefit remains after harms, failures, and management costs? What is the expected net gain under comparable assumptions?

A proposal that cannot explain why its benefit is additive should not proceed to release simply because the laboratory work is impressive.

Treat release as a conservation translocation

The moment an organism may enter the environment, the project becomes a conservation-translocation decision. The IUCN Conservation Translocation Specialist Group’s Guidelines for Reintroductions and Other Conservation Translocations (2013) provide the relevant risk-management framework. The fact that an organism is technologically novel does not reduce the need for ordinary translocation safeguards; it increases uncertainty around them.

Habitat and climate suitability

  • Map current and future habitat, not just historical range.
  • Confirm food, shelter, water, breeding sites, seasonal movement routes, and compatible social conditions.
  • Model climate projections and extreme events across the intended time horizon.
  • Identify barriers, neighboring land uses, roads, farms, and protected-area boundaries.
  • Define where released animals could move if they leave the target site.

Historical presence alone does not prove present suitability. The ecosystem may have changed, the original food web may be incomplete, and a proxy may tolerate conditions differently from the extinct reference.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ecological risks

  • Invasiveness: population growth or range expansion beyond management capacity.
  • Hybridization: breeding with related living species and altering their gene pools.
  • Disease and parasites: transmission to wildlife, livestock, people, or the proxy population itself.
  • Trophic disruption: unexpected predation, competition, grazing, browsing, or habitat modification.
  • Genetic effects: reduced diversity, maladaptation, or selection for traits favored in captivity.
  • Irreversibility: difficulty removing animals or reversing ecological changes once reproduction begins.

Assess these risks for the full life cycle, including eggs, juveniles, adults, carcasses, pathogens, and dispersal. A small initial release does not guarantee a small long-term effect.

Animal welfare and human safety

Document welfare standards for gestation, birth, transport, quarantine, social housing, training, veterinary intervention, and euthanasia. Explain how abnormal development or poor adaptation will be detected and handled. Assess risks to workers, nearby residents, visitors, livestock, and Indigenous or local livelihoods. Emergency plans should identify who can act, under what legal authority, and with what equipment.

Require consent and accountable governance

Responsible planning includes local community prior informed consent and special effort to obtain approval from Indigenous peoples whose rights, knowledge, territories, or cultural relationships may be affected. Consultation is not a single public meeting after the scientific design is fixed. Communities should be able to shape objectives, site selection, monitoring, access rules, benefit sharing, and stop conditions.

Publish a governance map that names the decision authority, regulators, landholders, funders, animal-welfare oversight, data custodians, and liability arrangements. Explain how conflicts of interest are managed and whether independent reviewers can access underlying data. A project should not rely on a private milestone announcement as its only accountability mechanism.

Design monitoring before implementation

Success must be defined before breeding or release, and laboratory milestones must not substitute for field outcomes. The IUCN Green Status of Species framework (version 2.0, 2021) can help frame recovery, ecological functionality, and forecast conservation impact while making uncertainty visible.

Use a results chain

  1. Inputs: funding, staff, habitat, veterinary capacity, permits, and community agreements.
  2. Activities: breeding or editing, quarantine, training, release, habitat management, and outreach.
  3. Immediate outputs: healthy individuals, genetic diversity, tagged animals, and functioning monitoring systems.
  4. Population outcomes: survival, reproduction, recruitment, dispersal, genetic diversity, and population establishment.
  5. Ecological outcomes: changes in the targeted function and effects on other species, habitats, disease systems, and ecosystem processes.
  6. Conservation impact: a net improvement in species recovery or ecological integrity compared with the best alternative.

Set measurable indicators and stop rules

Level Example indicator Decision use
Individual Survival, body condition, injury, stress, disease status, and behavior Adjust care, training, transport, or release numbers
Population Annual survival, breeding success, effective population size, genetic diversity, and dispersal Continue, pause, supplement, or end releases
Ecological function Targeted seed dispersal, grazing pattern, predation rate, nutrient movement, or habitat structure Test whether the proposed function occurs
Non-target effects Changes in competitors, prey, vegetation, pathogens, livestock incidents, or human conflict Trigger mitigation or removal plans
Governance Consent status, reporting timeliness, complaints resolved, and monitoring coverage Verify legitimacy and accountability

Specify thresholds in advance. For example, define the disease prevalence, mortality rate, escape frequency, hybridization signal, or habitat damage that pauses a release. State who reviews the data, how often, and who has authority to stop the program. Report negative results and uncertainty alongside favorable outcomes.

Tag and monitor genetically

IUCN principles identify tagging and close genetic monitoring as responsible planning elements. Use durable individual identification and record location, health, behavior, ancestry, reproduction, and mortality. Genetic monitoring should detect parentage, inbreeding, loss of diversity, hybridization, and unexpected selection. The method, sampling interval, laboratory quality controls, and data access rules should be public before release.

A practical evaluation workflow

  1. Classify the claim. Label it as resemblance, biological equivalence, or functional equivalence, and record the extinct reference, surrogate, edits, expected phenotype, and intended function.
  2. Freeze the evidence record. Obtain primary genome-wide data, complete methods, controls, sample sizes, founder information, failures, and independent reviews.
  3. Check biological plausibility. Test physiology, development, behavior, learning, sociality, reproduction, and disease susceptibility rather than relying on appearance.
  4. Define the conservation problem. Identify the lost function, current threats, geography, beneficiaries, time horizon, and mechanism of expected improvement.
  5. Compare alternatives. Quantify what protecting living species, restoring habitat, or using an extant ecological replacement could achieve with the same resources.
  6. Run a translocation risk assessment. Examine habitat, climate, invasiveness, hybridization, disease, welfare, human conflict, ecological cascades, and reversibility.
  7. Secure legitimate consent and authority. Obtain permits, local prior informed consent, Indigenous approvals where relevant, welfare review, liability arrangements, and transparent data governance.
  8. Build a monitored pilot. Use containment or a limited release with tags, quarantine, independent oversight, predefined indicators, and stop rules.
  9. Evaluate net impact. Compare observed population and ecological outcomes with the baseline and the best alternatives; include harms, management costs, and uncertainty.
  10. Decide whether to scale, pause, or end. Expansion should depend on demonstrated outcomes, not on the number of births, media attention, or sunk investment.

Common evaluation mistakes

Calling a proxy a resurrected species

This overstates identity and hides uncertainty in genetics, epigenetics, physiology, behavior, and ecosystem effects. Correct the language first; it determines which evidence readers expect.

Counting births as conservation success

Births establish production capability. They do not establish healthy adulthood, reproduction, ecological function, population persistence, or net conservation benefit.

Using historical habitat as proof of suitability

Past range maps do not account for climate change, land-use change, missing food-web components, disease, infrastructure, or present-day human conflict.

Ignoring opportunity cost

Funding, staff time, land, political attention, and monitoring capacity are finite. A proposal must show what additional recovery it creates compared with protecting living species and addressing current threats.

Making consent an afterthought

A technically feasible release can still be unacceptable if affected communities cannot participate in decisions, challenge assumptions, share benefits, or stop harmful activities.

Promising reversibility without a plan

Once a population reproduces or hybridizes, removal may be impossible. Reversibility must be demonstrated operationally, not asserted in general terms.

How to write a defensible verdict

End an evaluation with a conditional judgment rather than a binary “real” or “fake” label. State what has been demonstrated, what remains unknown, and what decision follows.

  • Proceed to contained research: identity and welfare uncertainties remain, but containment and independent oversight are credible.
  • Proceed to a monitored pilot: the organism’s relevant traits and ecological rationale are supported, habitat and governance conditions are met, and stop rules are enforceable.
  • Pause for evidence: key genome, behavior, disease, founder-diversity, or habitat data are missing, or alternatives have not been compared.
  • Do not release: risks are unacceptable or irreversible, consent is absent, habitat is unsuitable, or no additive conservation benefit is shown.

A strong verdict can acknowledge genuine technical achievement while concluding that release is not justified. Conversely, a carefully bounded proxy could merit a pilot if it has a specific function, credible evidence, legitimate consent, and measurable net benefit.
