To evaluate a company’s exposure to an Indian GST rate change, map affected products and services, verify the operative notification and effective date, apply time-of-supply rules to each transaction, and calculate output-tax, pricing, input-tax-credit, margin, and cash-flow effects separately. The result should be a line-level analysis supported by invoices, classification records, contracts, price lists, and the ITC ledger—not a company-wide estimate based on the headline rate change.

1. Identify which supplies and purchases may be affected

Start with a line-item inventory of outward supplies and material inputs. Use SKU or service-level records rather than broad business categories: different items in one product family may have different classifications, rates, conditions, or credit outcomes.

  • Record each product or service, its HSN or SAC classification, place of supply, and relevant GST registration.
  • Capture current tax treatment, transaction volumes and values, and the relevant sales or purchase periods.
  • Flag rate increases, reductions, exemptions, changes in eligibility for input tax credit (ITC), and changes to conditions attached to a rate entry.

The GST Council’s September 2025 release described changes across multiple sectors, with examples including small cars and motorcycles at or below 350cc, man-made fibre and yarn, specified fertilizer inputs, renewable energy devices, and certain accommodation and personal-well-being services. Use Council recommendations and summaries to identify potential exposure, not as the final authority for applying a rate. Confirm the relevant operative notification, entry, conditions, amendments, and effective date before changing tax treatment. The GST Council’s notifications page is a starting point for locating official notifications; check the applicable central, state, or IGST instrument for the transaction.

2. Establish the legally applicable rate and transition date

For each affected line, document the legal basis for the rate rather than recording only the new percentage. The rate can depend on classification, the wording and conditions of the notification, the transaction, and the date it takes place. Record the old and new entries, the notification and amendment relied on, the effective date, and the reason the company considers the item to fall within that classification.

  • Check the notification and amendments, including whether a condition or exemption applies.
  • Retain classification support and identify unresolved or competing interpretations.
  • Record the date the change takes effect for the relevant supply, rather than assuming the announcement date controls.

The Council’s 2025 FAQ addresses changes effective 22 September 2025, but that date is specific to the changes covered in that FAQ. Later notifications or amendments may affect a particular product or service. Consult the September 2025 FAQ and verify the current operative notification for the line being assessed.

3. Assign transactions to the correct time-of-supply cohort

Once the effective date is established, separate transactions around the transition. An order, delivery, invoice, advance, or payment may fall on a different date, so a simple “before versus after” sales report may not establish which rate applies. Determine the governing time of supply under the applicable law for each transaction cohort.

The official FAQ states: “The GST rate will be determined as per the time of supply provisions.” It points to section 14 of the CGST Act for rate changes. Apply that rule to the transaction facts and applicable provisions; do not assume the invoice date alone settles every transition case. See the CGST Act, including section 14.

For analysis, group transactions by the relevant dates and facts—such as supply, invoice, advance, and payment—then document the time-of-supply conclusion for each group. Escalate cases that do not fit a clear cohort to a qualified Indian GST adviser or counsel.

4. Assess ITC independently from the output-rate change

A change in the rate on a company’s sales does not, by itself, determine the treatment of credits on its purchases. Review inward supplies, credit conditions, credits already availed, and the treatment of outward supplies separately.

  • Identify input and input-service credits connected with affected products or services, and test whether statutory conditions are met.
  • Separate eligible credit not yet availed from amounts already recorded in the electronic credit ledger.
  • Assess whether an affected outward supply becomes exempt and whether reversal or another credit limitation applies from the relevant effective date.
  • Reconcile the ITC analysis to the ledger and supporting purchase records.

The 2025 FAQ says that credit duly charged at the prevailing rate on an inward supply may be eligible subject to other statutory conditions. It also describes use of duly availed ledger credit against output liabilities and reversal where qualifying supplies become exempt from the effective date. Those outcomes depend on the law and facts for the particular transaction; use the FAQ’s examples as guidance, not as a substitute for checking current provisions. Imports

For imported goods, the FAQ says import IGST follows the notified GST rates unless IGST has been separately exempted. Check the applicable rate notification and any relevant exemption before including import IGST in the exposure calculation.

5. Quantify the financial effects as separate channels

Calculate the effect by affected line and period. Keep tax remitted distinct from the commercial result: a rate reduction does not automatically translate into an equal increase in margin. The realized impact depends on ITC, customer pricing, contract terms, market conditions, and changes in sales volume.

Measure What to compare Records to use
Output tax Tax collected and remitted under the applicable old and new treatments for the relevant transaction cohorts. Invoices, rate mapping, and GST return records.
Customer price and realization Customer-facing price and the company’s net-of-tax realization before and after the change. Price lists, MRP records, invoices, and contracts.
Input tax and usable ITC Input tax incurred, credit eligibility, credit availed, and amounts subject to reversal or other limitations. Purchase invoices, ITC ledger, and relevant credit records.
Gross margin and volume Margin under the actual pricing response, with sensitivity to changes in sales volume. Sales, cost, and pricing data by affected line and period.
Cash flow and working capital Timing differences between tax payments, credit availability or use, and customer receipts. Payment, collection, and ledger dates.
Inventory, purchasing, and contracts Exposure from stock, purchasing decisions, and contractual price or tax terms around the transition. Inventory records, purchase orders, and customer and supplier contracts.

Keep the calculations at line level. Averaging different rates, credit conditions, price responses, or transaction cohorts can conceal material exposure and create a misleading company-wide result. No universal company-level impact percentage follows from a rate change; the estimate must come from the company’s own product mix, transaction timing, pricing, ITC, and records.

6. Assemble evidence and preserve an auditable control trail

The GST Council’s implementation agenda note identifies practical evidence for examining pricing and ITC changes. It includes product-SKU or service price lists and MRP lists before and after a change, invoice data and GSTR-1 invoices, new MRP stickers, GSTR-2A for reviewing input-credit changes, and the taxpayer’s ITC ledger. It also describes checking whether sale-price or MRP revisions are commensurate with tax-rate changes. For the company’s own file, retain the line-level records needed to support the analysis, including transaction dates and volumes, classification rationale, location and registration details, and customer and supplier contracts. Recommended controls include:

  1. Maintain the old-to-new rate mapping with the supporting notification, effective date, conditions, and classification rationale.
  2. Document approval of ERP or tax-code changes and retain the revised price lists or MRP records.
  3. Preserve invoices and any relevant credit or debit notes, together with the ITC ledger and supporting purchase records.
  4. Reconcile sampled transactions to accounting records and GST returns, including the treatment assigned to each transition cohort.
  5. Record unresolved classification or timing issues and escalate them to qualified Indian GST advisers or counsel.

7. Present the result so decision-makers can act

For each affected line or scenario, report the applicable rate and effective date, time-of-supply cohort, output-tax change, ITC position and reversal risk, customer-price and net-realization effect, margin and volume sensitivity, cash-flow timing, inventory or contract exposure, and confidence in classification support. This lets finance and business leaders distinguish a tax-liability change from a pricing decision or an operational risk, and shows which conclusions rely on unresolved facts.
