To evaluate a company’s Ethereum treasury strategy, compare its stated purpose with its operating-liquidity needs, actual ETH exposure, risk controls, funding choices, and financial reporting. A large ETH balance or a stated staking yield is not evidence by itself that the policy is prudent: the key is whether the company can meet obligations through a downturn and clearly disclose the risks it takes to earn or pursue returns.
Start with the company’s purpose and mandate
Find out why the company holds ETH and whether it is a reserve asset, a long-term investment, a source of yield, or some combination. Then distinguish the corporate operating plan from management’s investment thesis. A policy should explain how much exposure the business intends to take, what could change that target, and who oversees those decisions.
Compare the stated policy with completed actions in the company’s latest filings. A board-approved policy, a completed purchase, and management’s forecast are different kinds of evidence. Treat plans and expected outcomes as forward-looking statements, not as demonstrated results.
Check whether operating liquidity is protected
Assess cash and other immediately available assets against upcoming liabilities and operating costs. Look for the assumptions behind any reserve: annual expenses, the number of months or years of runway, and how the company would replenish cash if ETH fell or became difficult to sell. A policy should also make clear which assets are unencumbered and how ETH sales or rebalancing would be triggered to fund obligations.

The Ethereum Foundation’s June 4, 2025 treasury policy offers an example of a method, not a universal benchmark. It defines annual operating expense as a share of treasury (A) and the operating buffer in years (B), then uses A × B to guide fiat-denominated reserves and the size and cadence of ETH sales. Its stated targets were 15% of treasury for annual operating expense and a 2.5-year operating buffer. Those figures describe the Foundation’s policy choices at publication and should not be applied automatically to a company with different expenses, obligations, or risk tolerance. Identify what “holding ETH” actually means
Directly held ETH is not the same exposure as ETH staked with validators, ETH represented by liquid-staking tokens, or ETH lent or deployed in decentralized finance (DeFi). Ask how much sits in each category, whether it can be accessed promptly, and what restrictions, redemption delays, or dependencies apply. A reported token balance may not reveal whether assets are available to meet near-term obligations.

- Direct ETH: Consider price volatility, custody and key controls, and the company’s ability to sell without disrupting its operating plan.
- Native staking: Examine validator operations, monitoring, slashing exposure, access to staked assets, and who bears operational responsibility.
- Liquid-staking tokens: Check the token’s relationship to ETH, liquidity, possible de-peg risk, and the accounting treatment disclosed by the company.
- Lending and DeFi: Identify protocol and counterparty exposure, smart-contract risks, liquidity conditions, and the possibility of losing some or all deployed principal.
The Foundation policy describes solo staking and supplying wrapped ETH (wETH) to established lending protocols, alongside regular reassessment of security, liquidity, de-peg risk, and other factors. It also says the Foundation may shift funds between protocols and periodically sell ETH to restore its operating buffer. That is a description of its own policy, not proof that the same activities are suitable for another organization. The policy explains the Foundation’s approach.
Examine governance, custody, and risk controls
Look for specific controls rather than broad assurances that assets are managed conservatively. Useful disclosures identify custody arrangements and key-management controls; counterparty and protocol review; validator operations and monitoring; exposure or concentration limits; unencumbered liquidity; board oversight; and the conditions under which the company would reduce, rebalance, or unwind positions.

A SEC-filed annual report describing an ETH treasury framework says the company evaluates staking and related mechanisms for security, liquidity, counterparty, and regulatory profiles. It also describes exposure sizing, custody and validator operations, client diversity, performance monitoring, and unencumbered liquidity. These are the filer’s stated priorities and expectations; a filing does not independently establish that controls worked as intended. Trace how the strategy is funded
Determine whether ETH purchases use operating cash, newly issued equity, equity-linked debt, or another source. Then consider what each funding choice means for existing shareholders and the company’s ability to meet debt obligations. A treasury strategy funded by repeated capital raises may depend on continued access to markets; that dependence matters most when ETH prices are weak or financing conditions tighten.

Read financing disclosures alongside the ETH policy. Look for dilution, repayment schedules, covenants or other obligations, and any connection between new funding and further asset purchases. A company’s ability to raise capital is not guaranteed, and a financing plan should not be treated as available liquidity until funding is secured.

Check how the company measures direct ETH, staking rewards, incentive tokens, and liquid-staking tokens; when changes in value enter income; and what valuation inputs or management judgments are involved. Similar-looking ETH-linked assets may receive different accounting treatment, so do not assume the reported balance or earnings effect is comparable across companies without reading their policies.

For example, ETHZilla Corp.’s 2025 Form 10-Q says ETH and certain incentive tokens were recorded at fair value, with fair-value changes recognized in income, while liquid-staking tokens followed a different described accounting approach. The filing also notes judgment and diversity in industry practice. This is company-specific disclosure, not a rule for every issuer or every staking arrangement. Read ETHZilla’s 2025 Form 10-Q.
Stress-test the policy against downside scenarios
A useful evaluation asks whether the company could keep operating if several pressures arrived together: ETH prices fall sharply, operating expenses continue, staked or deployed assets cannot be accessed when needed, a custodian or protocol fails, or capital markets are unavailable. Follow the filing’s disclosures about concentration, financing dependence, slashing, possible loss of deployed principal, custody exposure, and the strategy’s performance across different market conditions.
One company annual report filed in 2026 cited a Coinbase trading range below $1,472 and above $4,821 per ETH during calendar year 2025. That is the filer’s historical risk disclosure, not a current quote, market-wide benchmark, or forecast. The same filing said its treasury strategy had not been tested over an extended period or under different market conditions. Compare companies using the same questions
When comparing two or more companies, use a consistent set of dimensions rather than ranking them by ETH holdings or a headline yield. The available disclosures do not provide standardized cross-company performance data that proves one treasury approach is superior.
