There is no evidence-backed “best” blockchain for tokenizing real-world assets. Evaluate the complete arrangement—legal rights, issuer, registry, custody, settlement, governance, compliance and redemption—not just the ledger. Start by establishing what a token holder can legally claim, then compare candidate implementations against the asset’s lifecycle, jurisdiction and operating needs.
Start with the legal claim, not the chain
Tokenization records a claim on an asset in a programmable digital system. The Bank for International Settlements described it in 2025 as recording claims on real or financial assets that exist on a traditional ledger onto a programmable platform. That describes a way to represent and manage claims; it does not mean that the token itself necessarily conveys ownership of the underlying asset.
Before comparing networks, identify the token holder’s legal position. Is the token the authoritative record of ownership, evidence of a claim against an issuer, or merely a pointer to an off-chain registry or contract? Who must perform—the issuer, custodian, trustee, transfer agent or another party—and what can the holder claim if that party becomes insolvent?
The Basel Framework’s treatment of tokenized traditional assets is a useful reference for banks and prudential classification. It requires relevant arrangements to provide the same level of legal rights as the traditional form: for example, rights to cash flows or insolvency claims for financial instruments, or equivalent ownership rights for commodities and cash held in custody. If equivalent rights arise only after a separate redemption or conversion, that distinction matters to the assessment.

Map the answer to the governing documents and the jurisdictions that matter to the asset, issuer, holder and intermediaries. A technical record may support evidence and administration, but it does not by itself settle whether a claim is enforceable under the applicable law.
Compare implementations across the full arrangement
Use the same questions for each candidate implementation, including any permissioned network, public blockchain or hybrid design. Assess the network together with the issuer, legal wrapper, registry, custodian, transfer and settlement operators, compliance process and redemption mechanism.

Test settlement, transfer and redemption as separate things
A network’s confirmation rules describe what its software treats as settled or final. The legal and operational consequences of a transfer depend on the project’s design, the parties’ obligations and the relevant jurisdiction. Do not treat protocol finality as proof of legal settlement finality without evidence specific to the arrangement.
Trace a complete transaction: who authorizes a transfer, what asset or payment moves alongside the token, when each leg is considered complete, and what happens if one leg fails. Then trace redemption separately. Identify who may request it, the conditions and timing, what is delivered, and how an unavailable custodian, issuer or payment rail is handled. Transferability on a ledger is not the same as a reliable right to redeem.

Check whether interoperability preserves meaning
A connection between ledgers is not enough if the token’s identity, rights, restrictions or history stop being recognized after it moves. In a speech on 26 August 2026, the European Central Bank set out five capabilities for an integrated tokenized ecosystem: interoperability; authorized and compliant transfers with settlement finality; portability that preserves identity, rights, obligations and history; controllability; and programmability within a safe, legally valid and governable framework.
Apply those capabilities to actual workflows. Check whether a receiving system can identify the same asset, enforce the issuer’s rules, verify who is authorized, retain relevant transaction history and establish what finality means in that system. The ECB also emphasizes that coordination is needed across infrastructure, identity, data, asset representation, transaction mechanisms, governance, risk controls and supervision.

Account for governance, security and operating dependencies
Network risk extends beyond the smart-contract code. The Basel Framework highlights governance, traceability, consensus, cyber and operational controls, data integrity, resilience, third-party dependencies and financial-crime controls as areas for ongoing assessment. For each critical function, identify the responsible party, the power it holds, the controls over that power and the recovery plan if the function fails.
For example, document who can approve participants, change contract logic, pause transfers or recover assets, and under what process. A design may rely on services outside the ledger, such as identity providers, custodians, cloud infrastructure or an off-chain registry. Include those dependencies in the risk assessment rather than treating the blockchain as the whole system.

Use standards and regulation as references, not endorsements
IEEE P3274.02 and P3274.03 are active PAR projects, not published final standards. P3274.02’s stated scope includes technical requirements, data models, smart-contract specifications, interoperability interfaces, transparency, immutability, auditability, scalability, privacy, security assurance and regulatory compliance. P3274.03 addresses business requirements and lifecycle processes from registration and verification through retirement. Their stated scopes can help organize questions, but their project status should not be mistaken for an approved standard or a certification of a platform.
The Basel Framework is relevant to banks and prudential classification; it is not a universal certification for every real-world-asset project or public blockchain. IOSCO’s 2025 report says tokenization’s economic substance and risks are similar to those of conventional financial assets, especially legal, operational and technology risks, although structures can change how some risks appear. It identifies interoperability and the availability of high-quality settlement assets as challenges to scaling, and frames regulatory treatment in domestic contexts around “same activities, same risks, same regulatory outcomes.”
The BIS discusses potential efficiency when messaging, reconciliation and transfer are integrated, including settlement in central bank reserves as part of a broader monetary-system design. Those are potential architecture benefits, not evidence that a particular chain or project achieves them.

Turn the comparison into a decision record
- Define the use case. Specify the asset, intended holders, jurisdictions, transfer restrictions, expected transaction pattern and redemption path.
- Write down the rights and obligations. Identify the holder’s claim, the obligated parties, the authoritative ownership record and the remedies available if an intermediary fails.
- Map the operating model. List the issuer, registry, custodian, network operators, settlement providers, compliance functions and other critical service providers.
- Apply the comparison table to each candidate. Record the evidence for each answer and mark assumptions or unresolved questions explicitly. Do not substitute a network’s general reputation or feature list for evidence about the specific implementation.
- Test end-to-end failure cases. Examine delayed or failed settlement, incorrect records, unavailable services, unauthorized transfers, contract changes and redemption requests during disruption.
- Choose against the project’s priorities. A candidate is suitable only if its legal, operational and technical arrangement fits the asset and market. Where a critical legal right, control or recovery path remains unresolved, treat that as a decision gap rather than filling it with a higher performance score.
