That is a conversion benchmark—not a guarantee. Refinery margins, timing, local fuel requirements, supply and demand, and taxes all affect how much drivers actually save and when. For a rough historical timing guide, U.S. Energy Information Administration (EIA) analyses found that about half of a crude-price change reached retail gasoline within two weeks and about 80% within four weeks; falling prices can take longer to pass through than rising ones.
Calculate the crude-only estimate
One barrel of crude oil contains 42 gallons. Dividing a $1-per-barrel change by 42 gives approximately $0.024 per gallon, or 2.4 cents. EIA presents this as an all-else-equal relationship: it estimates the crude-oil contribution, not the precise change at a particular gas station. EIA’s explanation of crude benchmarks and U.S. gasoline prices and its 2014 study, What Drives U.S. Gasoline Prices? provide the underlying context.
Use this formula:
Crude-only benchmark in cents per gallon = crude-price decline in dollars per barrel × 2.4
For example, a $10-per-barrel decline implies a 24-cent-per-gallon crude-only decrease after full pass-through, if other factors do not change. Applying EIA’s historical timing percentages mechanically would suggest about 12 cents after two weeks and about 19 cents after four weeks. Those are illustrations, not a forecast: the percentages describe historical pass-through, not a schedule for your location or a promise that a decline will be fully reflected by either date.

Allow for the lag between crude and the pump
Retail prices do not necessarily move at the same time as crude. EIA’s 2014 analysis found that about half of a crude-price change passed through to retail gasoline within two weeks. A 2019 EIA analysis reported that about 80% passed through within four weeks. EIA also notes that pass-through tends to be faster when crude prices rise than when they fall. Treat these figures as historical guides, not a countdown to a specific price change.
For a useful comparison, note the date range and measure the crude benchmark and retail gasoline over matching periods. A daily crude quote compared with a weekly pump-price average can make the apparent lag or size of a change misleading.

Check the forces that can offset the decline
Wholesale gasoline and refinery margins
Crude is a refinery input, but refiners sell gasoline, not crude. The spread between wholesale gasoline prices and crude prices is a proxy for refinery margins. If that spread widens while crude falls, the wholesale cost of gasoline may decline less than the crude-only calculation suggests. A narrower spread can have the opposite effect. EIA’s September 4, 2026 analysis of crack spreads and pump prices described U.S. gasoline prices as reflecting both crude prices and elevated crack spreads. In an earlier outlook, EIA also discussed how expected increases in refinery margins could partly offset price decreases associated with lower crude; that was an outlook, not a statement about current prices. Location, fuel specifications, and taxes
Local supply and demand, state fuel specifications, and taxes can produce different pump prices across regions. A national average therefore cannot tell you exactly what will happen at a station in your town. For a useful local estimate, compare the same state or region over the same weeks rather than mixing local and national data.

Distribution and retail costs
The pump price also includes distribution and marketing costs, as well as taxes. EIA cautions that spot-market changes take time to reach retail prices. As a result, its monthly component estimates can shift as prices catch up; a change in a component does not necessarily mean that underlying costs changed by the same amount at that moment. EIA explains its definitions and lag caveat in its pump-component methodology.
Estimate and verify a local change
- Choose a crude benchmark and time window. Identify the crude price series you are following and compare like periods. EIA’s component illustration uses Brent crude and New York Harbor wholesale gasoline; its analysis discusses why benchmark choice matters. Do not assume that a move in one benchmark translates exactly to every U.S. market.
- Compute the crude-only benchmark. Multiply the sustained decline in dollars per barrel by 2.4 to get cents per gallon. Label the result as an all-else-equal estimate.
- Use the lag figures only for context. EIA’s historical guides are about 50% passed through within two weeks and about 80% within four weeks. They are not location-specific forecasts, and declines may pass through more slowly.
- Look at wholesale gasoline relative to crude. A changing spread can indicate that refinery margins are offsetting or amplifying the crude move. EIA uses this spread as a proxy for margins.
- Compare retail prices for the same geography and weeks. EIA’s weekly survey samples retail outlets and calculates volume-weighted averages at national, regional, and selected city and state levels. Its weekly survey methodology explains how those estimates are produced.
Use pump components as context, not a forecast
EIA’s gasoline pump component history showed a U.S. retail average of $4.479 per gallon in May 2026: 51.9% crude, 21.7% refining, 14.8% distribution and marketing, and 11.5% taxes. The rounded shares total 100.0%. These figures describe that month, not a fixed split or a current estimate; the series changes over time. See the EIA gasoline pump component history.

EIA defines crude oil in this series as the monthly average composite refiner acquisition cost. Refining costs and profits are calculated as the difference between the monthly average gasoline spot price and the crude component. Taxes represent average federal and state taxes, while distribution and marketing are calculated as the residual after the other components. Because retail prices can lag spot-market changes, the monthly refining and distribution components can appear to vary as prices catch up. The component breakdown helps explain a pump price; it does not let you predict a station’s next price from crude alone.
