Start by reconstructing each task’s timeline from release to completion, then compare its CPU execution time with its wall-clock time to finish. That distinction helps show whether the task actually exceeded its execution budget or instead lost time waiting, being preempted, blocked, or held back by unmet constraints. Use the results alongside a scheduling analysis that matches the system’s scheduler—not a generic CPU-utilization rule.

What a deadline miss does—and does not—tell you

A missed deadline is an observed outcome, not a diagnosis. A task can finish late even if the CPU time it used stayed within budget: it may have waited to run, been preempted, blocked on a resource, or been deliberately delayed by an executive because a required constraint was not satisfied. Conversely, a task that used more CPU time than its allocated budget has an execution overrun even if it happened to finish before a particular deadline.

Keep the two measurements separate:

  • Execution time: time the task actually spends executing on the processor, measured according to the platform’s timing method.
  • Release-to-completion latency: elapsed time from the task’s release or trigger until it finishes. This includes time spent ready but not running, blocked, or otherwise waiting.

NASA’s Software Engineering Handbook treats measured or reliably estimated task timing as a prerequisite for rate-monotonic analysis. NASA’s Flight Software Complexity report recommends detecting time overruns on threads or processes and keeping execution deterministic to support known schedulability.

Define the timing contract before investigating

For the task or activity under investigation, identify the requirement and software configuration that define what “late” means. A deadline may be relative to a periodic release, a cyclic frame, an external event, or a system-level event; those definitions are not interchangeable.

Record the applicable values and conditions:

  • Release condition, period or trigger, and any permitted start window.
  • Deadline and the event from which it is measured.
  • Priority and scheduler model, plus relevant dependencies and shared resources.
  • Required mode, input conditions, and state or resource constraints.
  • The software build and configuration to which those assumptions apply.

NASA’s Automated Requirements Traceability (ART) catalog entry describes external tracing intended to associate runtime execution with requirements. The entry says ART does not require I/O statements in target code; it also limits availability to federal employees and contractors on applicable projects. Check applicability to the mission rather than assuming it is a generally available or flight-qualified tool.

Capture a timeline that can distinguish execution from waiting

Capture timestamped events sufficient to reconstruct what happened to the task. Where the operating system and project assurance constraints permit, include release, ready, dispatch or start, preemption, block, resume, completion, and deadline events. Pair each event with the task identity and relevant scheduler context; record the mode, input, and constraint state needed to interpret that run.

From the trace, calculate or derive both execution duration and release-to-completion latency. Preserve evidence of when the task was ready but not dispatched, when it was preempted, and when it was blocked or delayed. The event list is an engineering approach to making the timeline diagnosable, not a universal event schema mandated by the cited sources. Instrumentation must be evaluated for its effects on timing, memory, and scheduling and for its fit with the project’s assurance requirements.

Classify the source of lateness

Compare the observed execution time with the task’s defined execution budget, then account for the intervals between release and completion. Look for evidence in the trace and the task’s dependencies rather than assigning every late completion to processor overload.

  • Preemption or dispatch delay: the task was ready but another task or scheduler activity ran first.
  • Blocking or resource contention: the task could not proceed while waiting for a resource or dependency.
  • Release jitter or phase: the task was triggered later than assumed, or its release timing interacted with other work.
  • Constraint-based delay: the executive held the activity until required conditions were met.

JPL’s MEXEC project description provides a concrete example of the last case: its executive delays tasks when constraints are not met, monitors tasks during execution, and aborts them if constraints fail. In such a system, lateness alone is not evidence that the processor was overloaded. Confirm whether the observed delay or abort follows the activity’s configured constraints.

Use evidence and analysis suited to the scheduler

Runtime evidence shows what happened in an observed run; scheduling analysis evaluates whether the modeled system can meet its timing requirements under stated assumptions. Where practical, use both and document the assumptions that connect them, including timing bounds, priorities, release behavior, dependencies, and relevant workload.

Runtime execution tracing Observed task execution and its relationship to requirements; NASA ART is described as tracing externally without requiring target-code I/O statements. Observed runs do not, by themselves, establish that all required timing conditions are schedulable. Overrun detection Whether configured thread or process execution-time limits are exceeded. NASA’s Flight Software Complexity report recommends this capability; it does not establish a universal threshold or prescribe one implementation.
Rate-monotonic analysis (RMA) A-priori timing and throughput feasibility analysis for systems using static priorities, based on task timing data. NASA’s handbook describes RMA for static-priority systems. Its assumptions must fit the actual scheduler and task model.
Constraint monitoring Whether task eligibility, execution monitoring, or abort behavior is controlled by activity constraints, as in JPL MEXEC. Do not interpret constraint-driven delay or abort as CPU overload without checking the applicable executive behavior.

If the system uses a cyclic or frame scheduler, inspect the task’s frame assignment, capacity, and interactions at frame boundaries. NASA’s CFS Scheduler catalog entry describes a specific design with a one-second major timeframe divided into equal minor timeframes whose duration is determined by the designer. That is context for CFS, not a timing architecture to assume for other flight software.

Reproduce the event and narrow its cause

Reproduce the miss using the same software build, scheduler configuration, inputs, mode, and representative load as the recorded event. Preserve the traces and configuration that define the reproduction. Change one suspected contributor at a time so that a changed result can be attributed more confidently.

  1. Establish a baseline run that reproduces the timing behavior and preserves the task timeline.
  2. Vary a suspected factor—such as execution path, interrupt load, shared-resource use, I/O wait, release phase, or constraint state—while keeping other conditions controlled.
  3. Compare execution duration, release-to-completion latency, task state, and relevant scheduler or constraint events against the baseline.
  4. Include off-nominal conditions only when they fall within the defined verification scope and can be tested safely.

This is a diagnostic method, not a test matrix prescribed by the cited NASA or JPL sources. The useful test cases depend on the mission’s task model, operating modes, and verification scope.

Choose a mitigation only after confirming the cause

A mitigation should address the verified source of the miss. Depending on the evidence, candidates may include reducing or bounding execution demand, removing blocking, adjusting priorities or frame allocation, restructuring dependencies, or changing constraint handling. Assess proposed changes against system requirements, verification evidence, and hazard controls.

Do not simply extend a deadline or suppress an overrun alarm to make the symptom disappear. NASA’s software engineering requirements and flight-system standards provide project-level context, but the obligations applicable to a specific flight-software item depend on its classification and mission. NASA NPR 7150.2C addresses software schedule coordination, dependencies, reviews, metrics, status, and issue tracking; check the requirements applicable to the project. NASA’s GSFC-STD-1000 record lists the standard as dated August 19, 2025 and active, but its applicability to a particular project must also be confirmed.

Keep the investigation tied to the real platform

A useful diagnosis depends on the flight computer, RTOS and scheduler, task model, timing requirements, build and configuration, approved instrumentation, and assurance constraints. Neither a desktop profiler nor a generic trace should be presumed suitable for flight use. The cited sources do not establish universal timing thresholds, an acceptable instrumentation-overhead limit, or one approved toolchain for all missions.
