You can customize ChatGPT with instructions that apply across chats, optional Memory that personalizes responses, or a custom GPT built for a repeatable specialist task. First check whether your account or workspace can create GPTs: OpenAI’s current rules restrict creation on personal plans, while some managed workspaces may permit it.
Choose the right way to customize ChatGPT
These features solve different problems. OpenAI describes GPTs as purpose-configured versions of ChatGPT; its Help Center says, “A GPT can combine specific instructions, knowledge, and selected capabilities to create a more tailored experience in ChatGPT.”

Check whether you can create a custom GPT
OpenAI’s current Help Center guidance says that personal Free, Go, Plus, and Pro accounts cannot create or publish new GPTs. Business, Enterprise, and Edu workspaces may allow GPT creation and editing, depending on workspace settings and user permissions. Rules can change, so check the current GPT creation guidance and your workspace settings before starting.
You can use GPTs on mobile, but building one is a web workflow. If you cannot find the Create option, your plan or workspace permissions may not include creation.

How do I make ChatGPT follow my instructions?
Use Custom Instructions for durable preferences and response rules that should apply across chats. OpenAI’s Help Center says, “Custom instructions allow you to share anything you’d like ChatGPT to consider in its response.” The feature applies instructions immediately to all chats and is documented across plans and supported platforms.
- On web or desktop: open Settings > Personalization and find Custom Instructions.
- On iOS or Android: open Settings > Customize ChatGPT.
- Separate useful background about you from instructions about how ChatGPT should respond.
- Be specific about preferred format, tone, level of detail, and constraints. Give a short example when a style request could be interpreted in more than one way.
You can edit or delete Custom Instructions for future conversations. Avoid including sensitive information without considering your account settings and data handling: OpenAI notes that instruction information may be used to improve model performance, with data controls described separately. When to use Memory instead
Memory is for personalization from relevant information in chats and other available sources, rather than a fixed set of instructions you write for every response. It does not retain every detail, and availability and controls can differ by plan, region, platform, and workspace.
Where available, review its controls under Settings > Personalization > Memory. Turning Memory off does not delete past chats; saved memories and chat history are distinct. For current behavior and controls, consult OpenAI’s Memory FAQ.

How do I create a custom GPT?
If your account or workspace allows creation, build the GPT around a clear, repeatable job. Keep the instructions focused, add files only when they provide useful stable reference material, and test the result before saving.
- In ChatGPT on the web, open the GPTs area and select Create.
- Choose the conversational builder or configure the GPT directly.
- Set a clear name and description. Add conversation starters that show the kinds of tasks it handles.
- Write instructions that specify its job, workflow, response format, and boundaries. For multi-step tasks, make the steps explicit; use concrete directions and headings or lists to make priorities clear.
- Add relevant reference files if the GPT needs stable source material. Files provide knowledge; they do not replace instructions about how to use that knowledge.
- Enable only capabilities that serve the task. A GPT can use apps or actions, but not both at the same time.
- Try representative prompts in preview, revise weak or inconsistent responses, and save when the behavior is useful.

When an action connects a GPT to an external service
Actions let a GPT connect to an external API. Setting one up requires service details and an OpenAPI schema; OpenAI documents no authentication, API key, and OAuth options. An action is an integration choice, not just another instruction or uploaded reference file.
Relevant parts of a user’s input may be sent to the third-party service. OpenAI says it does not audit or control how those services use or store data. Use an action only when you trust the provider and have reviewed its privacy terms. See OpenAI’s action configuration guide.

Privacy and what carries over
Custom GPT conversations start fresh: they do not use saved Memory, Custom Instructions, or previous conversations. OpenAI also says GPT builders cannot view individual conversations users have with their GPTs. That does not mean connected services receive no data: apps or external APIs may receive relevant parts of a user’s input, as described in OpenAI’s GPT FAQ.
For Custom Instructions and Memory, review the relevant feature controls and your account settings. For integrations, assess the external provider separately; its handling of information is not controlled by the GPT builder.
Custom GPT or API: which fits your project?
A custom GPT is designed to work inside ChatGPT. If you want an assistant embedded in your own website, app, or service, OpenAI distinguishes that from a GPT and points developers toward the API. Choose a custom GPT for a configured ChatGPT workflow; choose API development when you need to build the integration into an external product.
