Create a Windows 11 recovery drive while your PC is still working by using the built-in Recovery Drive tool and an empty USB drive. The USB will be erased, and it will not save your personal files, so back up important documents separately before you reset or reinstall Windows.

Before you create a recovery drive

  • Use an empty USB drive. Creating recovery media erases all data on the selected USB. Move anything you need to another location first. Microsoft warns: “Use an empty USB drive because this process will erase any data that’s already stored on the drive.” Microsoft’s Recovery Drive instructions do not establish a universal minimum capacity; follow the utility’s prompts and your device maker’s guidance.
  • Back up personal files separately. A recovery drive contains Windows recovery files, not your personal files. Reinstalling Windows from it removes personal files, apps, and settings. Microsoft’s recovery options overview distinguishes recovery media from a personal-data backup.
  • Find your BitLocker recovery key if device encryption is enabled. Microsoft says the key is needed for most recovery options. See Microsoft’s instructions for finding the key before you begin.

Create the Windows 11 recovery USB

  1. On the working PC, connect an empty USB drive.
  2. Open Start, search for Recovery Drive, and open the utility. You can also run recoverydrive.exe.
  3. When prompted, make sure Back up system files to the recovery drive is selected, then choose Next.
  4. Select the USB drive you connected and choose Next. Check that you selected the intended drive: the process will erase its contents.
  5. Choose Create and wait for Windows to copy the recovery files. When the process finishes, safely eject and label the USB drive, then store it somewhere you can find it if Windows will not start.

Microsoft recommends recreating recovery media annually so it includes newer Windows updates and improvements. The Recovery Drive page does not specify a publication date for that recommendation.

Choose the right reset or recovery path

A recovery drive is not the same as the Reset this PC option available from a working Windows installation. Reset this PC lets you choose whether to keep personal files, although it removes apps and settings. Reinstalling Windows from a recovery drive removes personal files, apps, and settings. The result therefore depends on which recovery path you choose.

These outcomes are described in Microsoft’s recovery options overview and Recovery Drive instructions. If you are resetting a PC that still starts and want to keep personal files, choose the appropriate Reset this PC option rather than assuming the recovery USB will preserve them.

Use the recovery drive if Windows will not start

  1. Connect the recovery USB to the affected PC and start the computer from that drive. The boot method varies by manufacturer and model; consult the device manual if the PC does not offer the USB as a boot option.
  2. In Windows Recovery Environment, choose Recover from a drive.
  3. Choose either Just remove my files or Fully clean the drive, then confirm the recovery.

Both choices are part of a reinstall that removes personal files, apps, and settings. The fully-clean option is a distinct choice in the recovery flow; select it only if that is the outcome you intend. Microsoft’s Recovery Drive guide documents the recovery choices, while boot steps depend on the PC maker.

If you do not have a recovery drive

The available fallback depends on whether Windows still starts and what you need to recover. Microsoft’s recovery options overview covers alternatives, including creating Windows installation media on another working PC. Select a path based on whether you need to repair Windows or reinstall it, and protect personal files separately before a reinstall.
