If Windows 7 reports that your user profile cannot be loaded or signs you in with a temporary profile, the cautious recovery route is to sign in with another administrator account, create a separate account, and copy personal files selectively into its new profile. A replacement account gives Windows a clean profile; it does not repair the damaged one or automatically restore its settings.
The available Microsoft step-by-step instructions for creating a replacement profile apply to Windows 10 and 11, not Windows 7. The steps below explain the recovery sequence without presenting newer Windows Settings menus as Windows 7 instructions.
Before you begin: confirm the sign-in problem and administrator access
A profile-load error or a temporary-profile message can indicate that Windows did not load your usual profile. Microsoft has a Windows 7-specific support result for the “profile could not be loaded” error, but that result does not provide a complete account-creation walkthrough. Microsoft’s current temporary-profile guidance addresses newer Windows versions.
Use another account with administrator privileges to create the replacement account and access the old profile folder. If you can only sign in to the affected account, or no administrator account is available, the normal in-session procedure is not established here; do not assume you can create the replacement account from a standard account. The sources cited do not document a complete Windows 7 recovery route for a computer with no accessible administrator.

A Command Prompt path containing TEMP has been mentioned in Microsoft community guidance as a possible clue that Windows is using a temporary profile. Treat it as a clue, not a definitive diagnosis.
Create and initialize a separate Windows 7 account
From the working administrator account, use Windows 7’s account-management tools in Control Panel to create a separate local user account. Exact screen labels and available choices can vary by Windows 7 edition, so this guide does not give unverified click-by-click labels. Give the replacement account administrator rights only if needed for recovery and migration; avoid using it for routine sign-in with elevated privileges when a standard account is sufficient.

- Create a new account distinct from the damaged account. Do not delete or rename the damaged account as part of this step.
- Sign out of the administrator account and sign in to the new account once. This lets Windows create and initialize its profile folder.
- Sign out of the new account before copying files into its profile. Return to the administrator account for the migration.
Copy personal files selectively from the old profile
On a typical Windows installation, user profiles are under C:Users; the old profile folder is commonly C:Users<old name>. The folder name may differ from the account’s display name. Open the old folder from the administrator account and copy only the personal data you need into the matching folders in the new profile, such as Documents, Desktop, Pictures, or other folders you used.
- Do not copy the entire old profile folder over the new one. A wholesale copy can carry over damaged profile state instead of leaving the new profile clean.
- A Microsoft-hosted Q&A answer specifically cautions against transferring
Ntuser.dat,Ntuser.dat.log, andNtuser.ini. This is community guidance, not a current official Windows 7 checklist. - Keep the old profile folder in place while you verify the new sign-in and copied files. Deleting it too soon can remove data you have not yet noticed or transferred.
What may not move with documents
Files alone may not restore application-specific settings. Microsoft’s current corrupted-profile instructions, which apply to Windows 10 and 11, warn that some applications may need reconfiguration or reinstallation and that email messages and addresses may require a separate import. These are useful migration cautions, not Windows 7-specific step-by-step directions.

Check the old profile and the applications you used to determine whether their data is stored in a personal folder or needs an application-specific export/import process. Do not assume that copying a browser or application folder will recreate its settings correctly.
Verify the new profile before retiring the old one
- Sign out of the administrator account, then sign in to the replacement account again. Confirm Windows loads the new profile normally rather than showing a temporary-profile message.
- Open important documents and check that expected files appear in their new locations. Also inspect desktop files and other personal folders you chose to migrate.
- Check permissions by opening the files and folders you rely on. Reconfigure applications or import email separately where needed.
- Keep the old profile folder until you have confirmed that the new account works and that essential files and application data are available. Only then decide whether to remove the old account or its files.
When to stop and choose a different recovery route
If you cannot access any administrator account, cannot open the old profile folder, or find that essential files are missing, creating a replacement profile by itself will not recover them. The sources available for this Windows 7 topic do not establish a full no-admin recovery procedure or a sourced registry-repair recipe, so registry edits should not be treated as the default fix.
