Build the marketplace on WordPress + WooCommerce + one multi-vendor extension. WooCommerce handles the catalog and checkout; the extension lets independent sellers submit digital products, receive a defined commission, and manage their listings. The site owner still controls seller approval, product rules, customer support, refunds, and payouts. Installing a plugin does not by itself solve file security, licensing, taxes, disputes, or legal compliance.
What makes a digital marketplace different from a WooCommerce store?
A normal WooCommerce store has one merchant: the site owner creates products, takes payment, fulfills orders, and keeps the revenue. A digital marketplace has multiple third-party vendors. Each vendor lists files such as software, templates, ebooks, graphics, audio, or courses, while the marketplace operator provides the storefront and sets the commercial rules.
Decide these rules before configuring WordPress:
- Who may register and what identity or business information is required.
- Whether listings are published immediately or reviewed first.
- How commissions are calculated and when vendors are paid.
- Who handles presales questions, download problems, refunds, and abuse reports.
- What file types, licenses, update promises, and prohibited content are allowed.
Choose the core WordPress stack
Install WordPress and WooCommerce
Use a current, supported WordPress installation with HTTPS, reliable hosting, backups, and a theme that supports WooCommerce. Install WooCommerce, complete its basic store settings, and configure the payment gateway in the store owner’s account. In a marketplace arrangement, the checkout normally remains the store’s checkout rather than sending the buyer directly to a vendor.
Add one multi-vendor extension
Start with one extension rather than combining several vendor systems. Your choice should match the workflow you need: seller onboarding, moderation, downloadable-file controls, commissions, payouts, reporting, and compatibility with your theme and other WooCommerce extensions.

WooCommerce Product Vendors is one documented route. It supports vendor registration, vendor product pages, and commissions paid by the store owner. WC Vendors and Dokan are other commonly listed options, but their exact plan boundaries and current compatibility must be checked in the vendors’ documentation before you commit.
Configure vendor registration and approval
Product Vendors registration
With Product Vendors, publish a page containing the shortcode [wcpv_registration] to provide the documented registration route. An administrator can also create vendors manually. Add a clear explanation of the information applicants must provide and what happens after submission.
Moderate before products go live
Use an approval process for new sellers and, unless your risk model justifies automatic publishing, for their first products. Review ownership or licensing information, descriptions, screenshots, pricing, file types, support details, and any claims about updates or compatibility. Record the reason for rejection so vendors can correct a listing without guessing.

Set commissions, checkout, and payouts
Understand who receives the buyer’s payment
Product Vendors documents a flow in which the customer sale is processed through the store owner’s payment gateway. The store owner is responsible for calculating and paying the vendor’s commission; the extension does not turn each vendor into a separate payment merchant.

Write the cadence into your vendor agreement—for example, after a refund window or on a fixed monthly date—and define a minimum balance, rejected payout procedure, and records vendors receive. Product Vendors’ automated payouts depend on PayPal Payouts and an approved PayPal Business account. If that requirement is not available in your region or account, manual payouts remain possible.
Do not describe the marketplace as fully automated until you have verified the payment gateway, currency, PayPal availability, account approval, and the extension’s current payout behavior in your environment.

Model the commission clearly
State whether the percentage applies to the item price, discounts, shipping (if any), taxes, or refunds. Show vendors how a canceled order changes their balance. Keep a transaction record linking the order, vendor, commission, refund, and payout so support staff can reconcile disputes.
Deliver digital files safely
Digital delivery needs its own design review. Confirm how the chosen extension grants download permission, whether links expire, whether download counts can be limited, and where files are stored. Dokan’s WordPress.org listing identifies download permission, expiry, and limit management as Pro features; verify the current requirement before relying on them. The available listings do not establish a universal security model for any plugin.

- Restrict direct public URLs where your storage design permits it.
- Set file-size and file-type limits and scan uploads for malware.
- Back up both product files and the database, and test restoration.
- Plan for bandwidth, large updates, and a vendor who needs to replace a compromised file.
Also define what a buyer receives after payment: the file, license terms, version information, update policy, and a support contact. These are operational and legal decisions, not automatic results of installing WooCommerce.

The available listings provide partial feature evidence, not a complete current pricing or version comparison. Use this matrix as a shortlist, then verify documentation, support, update history, and compatibility with your exact WordPress and WooCommerce versions.

Perform a staged test with a vendor account and a buyer account before inviting real sellers. Use a test gateway or an approved sandbox where available, and document the expected result at each step.

- Submit a vendor application through the registration page, then approve or reject it as an administrator.
- Create a downloadable product with the intended file, price, license text, and support information.
- Review the product using the same moderation rules you will apply after launch.
- Purchase it with the buyer account and confirm the order, receipt, and download permissions.
- Attempt the permitted and prohibited download cases, including an expired or exhausted link if your extension supports those controls.
- Open a support request, process a refund, and check how the commission and vendor balance change.
- Run the commission report, prepare a payout, and reconcile it against the order record.
- Test a failed payment, a rejected product, a vendor removal, and restoration from backup.
This checklist is a recommended acceptance test, not evidence that a particular extension will behave identically on your site.
Prepare marketplace operations before launch
Policies and rights
Obtain advice appropriate to your jurisdiction on vendor agreements, intellectual-property ownership, licenses, refunds, taxes, privacy, consumer disclosures, accessibility, and prohibited content. Require vendors to confirm they have the right to sell every file and specify how infringement complaints are handled.
Security and reliability
Keep WordPress, WooCommerce, the vendor extension, and payment integrations updated. Limit administrator access, use strong authentication, monitor failed logins, scan uploads, maintain tested backups, and plan storage and bandwidth capacity for popular files.
Support and disputes
Publish one buyer support route and an internal escalation path for vendors. Define response targets, refund authority, evidence required for a dispute, and what happens to a vendor’s unpaid balance when an order is reversed.

If you are selling a WooCommerce extension
A marketplace built with WordPress is not the same thing as distributing your own plugin. WooCommerce’s developer Marketplace is a separate route for extensions, themes, or integrations. Its documented process includes an application, vendor approval, submission review, and ongoing product maintenance. The getting-started documentation states that vendors receive 70% of sales; that figure describes the developer Marketplace agreement, not the commission a vendor earns inside a store using Product Vendors. WooCommerce also states that it does not currently accept free plugins without a monetization path.
Use that route only when your product is intended for WooCommerce merchants and you can meet its review and maintenance requirements.
