Choose the route based on whether you need editable text, predictable print layout, accessibility or archival compliance, or automated conversion. Neither route guarantees that arbitrary browser CSS will look exactly the same in Word or PDF, so inspect representative output.
Choose the right conversion route

Convert HTML to DOCX with Pandoc
Install Pandoc, save the source as an HTML file, and run:
pandoc input.html -o output.docx
This produces an editable Word document. Pandoc converts document structure; it is not a browser renderer that promises pixel-for-pixel reproduction of every CSS rule. Review the DOCX in Word or LibreOffice, especially if the HTML relies on complex layout, fonts, tables or positioned elements.
Apply Word styles and page settings
To control supported document styles and properties such as margins, page size, headers and footers, use a reference DOCX:

Start from a Pandoc-generated reference document and adjust its styles rather than editing unrelated contents of the DOCX package. The reference file supplies formatting defaults; inspect the converted document in the target word processor to confirm the result.
Make a PDF
Generate PDF with Pandoc
Pandoc can create PDFs when a PDF engine is installed and configured. The default described in its guide is LaTeX; other engines, including HTML-based output options, can be selected with --pdf-engine. A basic command is:

pandoc input.html -o output.pdf
If the default engine is unavailable, install it or choose an installed alternative, for example by adding --pdf-engine=ENGINE with the engine name supported by your Pandoc installation. Consult the Pandoc User’s Guide for current engine options and configuration. The command relies on a configured engine; Pandoc does not silently use Word or LibreOffice to create the PDF.
Export from Word or LibreOffice
- Convert the HTML to DOCX with Pandoc, or to ODT if that better fits your workflow.
- Open the resulting file in Microsoft Word or LibreOffice.
- Review page layout, then use the program’s export or save-as-PDF feature.
- Open the PDF and check representative pages, including pages with tables, images, long sections and page breaks.
This route uses the word processor to render the editable document. It can be useful when that application is already your layout-checking destination, but it still requires inspection of the PDF.

Handle styles, images and external resources
CSS and layout
HTML-to-DOCX conversion should be treated as a structured conversion, not a promise that browser CSS will be faithfully reproduced. For consistent Word styling, define styles in a reference DOCX and check the document in the intended word processor. For print output, inspect the PDF’s page breaks, typography, images, tables and margins.
Images and linked files in automated workflows
For server-side Pandoc conversion, make sure images, includes and other referenced resources are available to the service. Pandoc-server documents that these auxiliary resources must be explicitly included in the request; sending only HTML that points to unavailable files can leave the output incomplete.

Browser-based and API conversion
Pandoc’s browser app
Pandoc’s web app accepts HTML among several input formats and offers CSS and reference-document controls. It identifies itself as pandoc.wasm running in the browser. It is a practical route when you want to try a conversion without setting up a local command-line workflow; test the converted file in its intended destination before relying on it.
Server APIs
Pandoc-server accepts POST conversion requests, and LibreOffice Online documents a POST conversion endpoint. Adobe’s PDF Services API documentation also describes HTML-to-PDF support. Choose based on your integration and output requirements rather than assuming one service is faster or more faithful: the documentation cited here does not provide a comparative assessment. For Pandoc-server, include the source’s needed images and other auxiliary resources in the request.

PDF/A and PDF/UA need validation
If you need archival PDF/A or accessible PDF/UA output, select a conversion engine that supports the target format and validate the produced file against the applicable conformance requirements. The Pandoc guide describes WeasyPrint’s PDF/A and PDF/UA capabilities as experimental and explicitly cautions that standard compliance should not be assumed. An export option alone is not evidence that a file conforms.
Troubleshoot common conversion problems
- The PDF command fails because an engine is missing: Pandoc requires an installed and configured PDF engine. Install the engine you intend to use or set
--pdf-engineto an available alternative. - The DOCX does not match the browser rendering: Pandoc does not promise pixel-perfect conversion of arbitrary CSS. Use a reference DOCX for supported styles and page properties, then adjust and inspect the document in the target word processor.
- Images are missing in server output: Check that image files and other referenced resources are reachable and explicitly supplied in the conversion request, as required by Pandoc-server.
- Page breaks or tables look wrong in the PDF: Review a representative document in the exact output workflow you plan to use. Check page size, margins, fonts, image placement, table wrapping and breaks; adjust the source or document styles and convert again.
- A PDF/A or PDF/UA file is rejected by a validator: Do not treat an experimental export feature as guaranteed conformance. Use a suitable engine and validate the result against the required standard.
