For a one-off conversion of a local HTML file to PDF, open it in a desktop browser and choose Print → Save as PDF. For a PNG screenshot, use Chrome Headless with --screenshot; for a repeatable PDF job, use Chrome Headless with --print-to-pdf or an HTML-to-PDF service. The best method depends on whether you need a paginated document or a picture of the rendered page, and whether the HTML runs JavaScript or loads external assets.
Choose the output and conversion method
HTML is a description of a page, not a fixed-layout document. A browser or rendering engine has to interpret it before it can become a PDF or image. Different engines, viewport sizes, fonts, asset access, and page settings can change the result, so inspect the converted file rather than assuming it will match every browser display exactly.

wkhtmltopdf and wkhtmltoimage are also command-line renderers for PDF and image output, using Qt WebKit. Select a tool based on the rendering behavior and controls your page needs, not simply its output extension.
Convert one local HTML file to PDF in a browser
- Open the
.htmlfile in a desktop browser. If the page relies on local CSS, images, fonts, or scripts, keep its related files in the expected locations. - Open the browser’s Print dialog, usually with Ctrl+P on Windows/Linux or Command+P on macOS.
- Choose Save as PDF as the destination/printer, then review the preview.
- Adjust paper size, orientation, margins, or scaling if content is clipped or pagination is awkward. Enable background graphics if the page’s colors or background images matter.
- Save the PDF, then open it and check page breaks, links, images, and any content that was scrollable in the browser.
Browser labels and print-dialog options can vary by browser and operating system. Printing is usually the quickest route for a single file; it is not a guarantee that interactive behavior, animations, or every dynamic element will be represented in the PDF.

Use Acrobat when you need website capture or finer PDF settings
Acrobat desktop’s Web page workflow can accept a URL or a local HTML file. It can capture a multi-level website and apply limits such as staying on the same path or server. This is different from saving the currently open page: capture depth determines how much of a site is brought into the conversion.
When a PDF does not resemble the browser page, review the available conversion settings, especially page size, orientation, margins, scaling, HTML encoding, colors, background retention, image inclusion, bookmarks, PDF tags, and expansion of scrollable blocks. Which settings are appropriate depends on whether the PDF is meant to preserve appearance, remain accessible and navigable, or fit a particular print format.
Convert HTML to an image with Chrome Headless
Chrome Headless can save a rendered page as a PNG screenshot. Run the command from a shell with Chrome installed and use a local file URL for a local file. Replace the example path with the absolute path to your HTML file:

The documented screenshot flag alone does not establish that the result is a full-page capture. Check the image: if content below the viewport is missing, use a capture method that explicitly supports full-page output rather than treating the viewport screenshot as a complete page.
Chrome’s screenshot output is PNG. If you need JPEG or WebP, convert the resulting image with an image editor or image-conversion utility; changing the filename extension does not convert the file format.

Generate a PDF from the command line with Chrome
For a repeatable local conversion, Chrome Headless supports --print-to-pdf. This example saves the result as page.pdf in the current directory:

For a page that needs additional time to load or run scripts, Chrome’s headless command-line controls include timeout and virtual-time options. Use them when the default capture happens before the desired content appears, and verify the final PDF. A timeout can address timing; it cannot make inaccessible assets or failed scripts work.

Choose a route for recurring or server-side conversion
Run a browser process yourself
Chrome Headless is a practical option when you want command-line screenshot and PDF output in an environment you control. Your workflow must account for browser installation, page loading, output validation, and the settings needed for consistent pagination or viewport size.
Use a conversion API
Adobe PDF Services documents HTML-to-PDF API support, including SDK examples and page-layout parameters. An API can suit a recurring backend job, but evaluate authentication, operational needs, and the service’s current terms before adopting it. The available documentation establishes the HTML-to-PDF route; it does not establish that every dynamic page will render identically to a browser.
Consider the Qt WebKit command-line tools
wkhtmltopdf and wkhtmltoimage are open-source command-line utilities under LGPLv3 for rendering HTML to PDF and image formats using Qt WebKit. Confirm that their rendering behavior fits the HTML you need to convert, particularly if the page depends on modern browser behavior or delayed JavaScript content.

Troubleshoot common conversion problems
- Content is cut off in the PDF: Check paper size, orientation, margins, and scaling. For a wide page, try landscape orientation or a smaller scale; inspect the preview before saving.
- Background colors or images are missing: Enable background graphics in the print or PDF settings. Confirm that the assets themselves load in the browser.
- Images or styles are missing from a local file: Check relative paths and file permissions, and open the HTML from the expected folder structure. A conversion process cannot render a local asset it cannot access.
- The PDF omits content in a scrollable panel: Look for a setting to expand scrollable blocks, or change the page design before printing. A scrollable region may otherwise be represented only within its displayed area.
- A screenshot misses lower-page content: The Chrome command shown sets a viewport, and the documented
--screenshotflag does not promise full-page capture. Use a method with explicit full-page support if you need the entire document in one image. - Dynamic content is absent: The page may not have finished loading or executing scripts. Use Chrome’s timeout or virtual-time controls where appropriate, and check whether the scripts or remote resources are failing.
- The result looks different from the browser: Check the viewport, rendering engine, fonts, asset access, print settings, and page-break behavior. The conversion documentation describes controls, not a guarantee of pixel-identical results across environments.
Frequently asked questions
Does changing .html to .pdf or .png convert the file?
No. The HTML must be rendered by a browser or conversion tool and exported in the target format; renaming the file changes only its name.
