Open the webpage’s PDF in Microsoft Word, let Word convert it, then review and save the editable copy. If you have not made the PDF yet, use your browser’s print or save-to-PDF option first. Scanned pages need OCR to turn pictured text into editable characters, and complex layouts may need manual repair.
First, check what kind of PDF you have
A PDF preserves a page’s appearance; a Word document is rebuilt from its text and layout elements. Conversion can therefore change the arrangement even when the words are recognized correctly. Microsoft Support says, “Converting from PDF to Word works best with files that are mostly text.” Microsoft’s guidance on opening PDFs in Word also warns that graphic-heavy pages can be treated as images, leaving their text uneditable, and that Word may not detect every element.
- Selectable-text PDF: If you can select and copy words in a PDF viewer, it is likely to contain text Word can attempt to convert.
- Scanned or image-only PDF: If the page behaves like a picture and you cannot select its words, you need OCR (optical character recognition) as part of conversion.
- Complex page design: Multiple columns, graphics, tables, or unusual spacing can be difficult to reconstruct as editable Word elements, even when the text is selectable.
Keep the original PDF. Treat the Word result as a new, editable interpretation of the page rather than a guaranteed visual duplicate.
Make a PDF from the webpage
- Open the webpage you want to convert.
- Use your browser’s print or save-to-PDF option. The exact menu wording varies by browser and version, so choose the option that produces a PDF rather than sending the page to a physical printer.
- In the print or save dialog, select a PDF destination if one is offered, then save the file.
- Note the folder and filename. If you are not sure where it went, check the location selected in the save dialog or your browser’s downloads list.
- Open the saved PDF and check that the relevant page content is present before converting it.
A browser-created PDF may include headers, footers, page breaks, or other print-layout changes. If the saved PDF itself omits content or divides it awkwardly, adjust the browser’s print settings and create a new PDF before moving to Word.

Convert the PDF in desktop Word
- Open Microsoft Word.
- Select File > Open and choose the PDF file.
- When Word explains that it will convert the PDF into an editable Word document, proceed with the conversion.
- Review the converted copy, then save it as a Word document in the format you need.
Word converts a copy; it does not replace the source PDF. The original remains available for checking the wording and layout. The menu labels or prompts can vary by Word version, but the desktop workflow is to open the PDF from Word and allow the conversion.
Convert it in Word for the web
- Open Word for the web and upload the PDF.
- Allow Word to convert the uploaded file.
- Check the editable result, then save or download it as a Word document.
Microsoft’s PDF to Word and Word to PDF guidance covers conversion on desktop and the web. It cautions that images and multi-column designs can cause layout changes. If the web workflow does not produce an editable document you can use, try desktop Word or an OCR-capable export workflow for a scanned file.

When a PDF contains photographed or scanned pages rather than a text layer, ordinary conversion may preserve the page as an image instead of producing editable words. Use a conversion workflow with OCR, then proofread its output. OCR identifies likely characters from page images; it can mistake letters, numbers, punctuation, or spacing, especially where the scan is faint or crowded.
Adobe Acrobat is one option: Adobe’s export workflow recognizes scanned text during conversion. Its instructions explain how to export a PDF to DOC or DOCX and describe text recognition for scanned documents. Adobe’s PDF-to-Word conversion instructions were updated December 5, 2025. Acrobat is an alternative, not a requirement, and OCR does not guarantee a perfect document.
Choose a conversion route

Review the Word document before using it
Compare the converted document with the PDF, working from the top of the page through the end. Focus on content that can silently change meaning as well as on appearance.

- Reading order: Confirm that columns, sidebars, captions, and footnotes appear in the intended sequence.
- Structure: Check headings, lists, tables, and paragraph breaks. A visual heading in the PDF may not become a properly structured Word heading.
- Graphics: Confirm whether text within a graphic is editable or remains part of an image.
- Pagination: Look for unwanted blank areas, split tables, or page breaks that separate a heading from its content.
Correct what you need in Word, and keep the PDF as the reference copy. If the text is accurate but the design is not, repair the layout in Word rather than assuming another conversion will reproduce the PDF exactly.
Troubleshooting common conversion problems
The document opens, but the page is one big picture
The PDF may be scanned or dominated by graphics. Use a workflow that performs OCR on scanned pages, then check that the resulting words can be selected and edited. OCR output still requires proofreading.

Some text is missing or out of order
Word may not have detected every element, particularly in a graphic-heavy or multi-column layout. Compare the affected section to the PDF. If a page is a scan, try OCR; if it contains complex design elements, expect to correct the reading order or re-enter text manually.
The converted layout looks different
This is a normal possibility when a fixed-layout PDF is reconstructed as Word content. Check columns, tables, images, and page breaks individually. Use the PDF as the visual reference and make targeted changes to the Word copy.

Compare uncertain characters and figures against the page image. Correct them in Word before sharing or relying on the document; do not assume recognized text is error-free.

The saved PDF is not where you expected
Return to the browser’s print or save dialog and check the selected destination and filename, or look in the browser’s downloads list. Open that PDF first to make sure it is the file you meant to convert.
