To convert a downloaded webpage to PDF in Chrome, open the saved page, start Chrome’s print workflow, select a PDF destination, adjust the settings, and save. On Windows or Linux use Ctrl+P; on Mac use Command+P. On Android, use More > Share > Print > Save as PDF.
First, distinguish “Save Page As” from “Save as PDF”
Chrome has two different save operations. Save Page As downloads a webpage as a webpage file (often an HTML file with a supporting folder). It does not create a PDF. Save as PDF is a destination in the print preview workflow.
If you already downloaded the page, open the saved HTML file in Chrome first. Then print that open file to a PDF. The result depends on how the saved page stores its styles, images and scripts; a locally saved copy may not look exactly like the live website.
Convert a downloaded webpage on a computer
1. Open the saved page
- Find the downloaded HTML file in your file manager.
- Double-click it, or right-click it and choose Chrome as the application.
- Wait for the page to finish rendering. If images or styles are missing, the download may not have included the page’s supporting files.
2. Open Chrome’s print preview
Use one of these equivalent paths:
- Windows or Linux: press Ctrl+P.
- Mac: press Command+P.
- Open Chrome’s menu and choose Print, or use File > Print where that menu is available.
These are the standard desktop steps documented by Google Chrome Help. The exact dialog can differ by operating system, browser version and managed-device policy.

3. Choose a PDF destination
In print preview, open the Destination menu. Select the PDF option offered by your system, such as Save to PDF or Microsoft Print to PDF. Some systems show a PDF destination immediately; others expose it through the operating system’s print dialog.
Then review the available settings:
- Pages: print all pages or specify a range.
- Copies: useful when the destination is a physical printer, but normally leave this at one for a PDF.
- Layout: choose portrait or landscape to prevent wide tables from being cut off.
- Color: enable color when the page’s meaning depends on colored charts or labels.
- More settings: paper size, margins, scale, headers and footers, and background graphics may appear here. Available controls vary by system.
Use print preview to check page breaks, then click Save or the equivalent confirmation button and select a folder and filename. The output is a normal PDF that can be opened in Chrome or another PDF reader.
Optional: save to Google Drive
Chrome’s computer help also documents a Google Drive destination. That route can require the Save to Google Drive extension, Drive for desktop, or uploading the finished PDF through the Drive website. You do not need Drive to create a local PDF; saving to your computer is the simplest path.
Convert a downloaded webpage in Chrome on Android
- Open the saved page, or open the webpage you want to export, in the Chrome app.
- Tap More (the three-dot menu).
- Tap Share, then Print.
- In the print preview, select Save as PDF.
- Choose a location on the device and tap Save.
This is the Android route in Google’s Chrome Help. Android manufacturers and managed devices can expose different printer destinations, so the wording may not be identical on every phone or tablet.

Make the PDF readable before saving
Check page breaks and orientation
Long pages can split headings, code blocks or tables across sheets. Switch to landscape for wide content, reduce scale slightly, or increase margins when text is clipped. If a page uses a responsive layout, resizing the print preview can change where columns break.

Decide whether backgrounds and headers belong
Background graphics preserve colored panels and branding but increase visual density and file size. Headers and footers add the page title, URL or date when available; disable them when you need a clean handout.
Wait for the saved copy to render
A downloaded HTML file may reference assets with relative paths. Keep the HTML file and its companion folder together, and do not rename only one of them. If the page depended on online scripts, interactive controls may not work offline even though the visible text prints.
When Chrome opens a PDF instead of downloading it
This setting concerns PDFs you open, not the print command itself. In Chrome’s PDF settings, you can choose whether PDFs open in Chrome or download to the device. Google documents the PDF documents setting with the choices Download PDFs and Open PDFs in Chrome: Chrome download help.
Changing this preference does not turn Save Page As into a PDF exporter. To create a PDF from a webpage, continue to use print preview.
Troubleshooting common problems
No PDF destination appears
- Open the destination list in print preview and look for a system PDF printer.
- If the device is managed, an administrator may restrict destinations.
- Try the operating system’s print dialog rather than Chrome’s simplified preview.
- If no PDF option exists, the available destinations are a system configuration issue; Chrome’s standard help does not guarantee the same list on every computer.
The PDF is blank or missing images
- Confirm the downloaded HTML file and its supporting folder are in the same location.
- Reload the file and wait for visible content before opening print preview.
- Some assets require an internet connection or scripts that do not run from a local file.
- Try printing the original online page if you need content that was not captured in the download.
Text or columns are cut off
- Change orientation to landscape for wide tables.
- Use a smaller scale or wider paper size if offered.
- Adjust margins and inspect every page break in preview.
- For a page designed as an application rather than a document, select only the relevant pages or content where the dialog allows it.
The Android steps look different
Check that you are using Chrome’s More > Share > Print path, then inspect the Android print service for Save as PDF. Device makers, Android versions and work profiles can rename or hide destinations.

The PDF opens in Chrome after saving
That is expected when Chrome is configured to open PDFs in its viewer. Use the PDF documents preference to select downloading instead, or use the viewer’s download control to store another copy.
