To configure a controller for one PC game in Steam, open that game’s controller layout from its Library page, choose or edit a layout, then launch the game through Steam and test the bindings. Use gamepad commands if the game supports a controller; otherwise, a flexible layout can map controller buttons to keyboard or mouse commands the game recognizes.
Connect the controller and check that Steam detects it
Connect the controller, then open Steam’s controller input test if you are unsure whether its physical buttons and sticks are registering. Valve’s troubleshooting guide places this at Steam > Settings > Controller > Test Controller Inputs: Steam Support: Controller input troubleshooting.
Open the game’s controller layout
In Steam’s Library, select the game and open its controller settings or layout. Steam’s documented workflow on Steam Deck starts from the game’s details screen and its gamepad icon; the desktop client’s entry point can differ as Steam updates. The game’s layout is per-game, so changes here apply to that title rather than serving as a universal binding for every game. See Steam Support: Steam Deck controller configuration.
Choose a layout and bind inputs the game understands
Start with a template or browse community layouts, then adjust bindings as needed. A community layout is a starting point, not a guarantee that every control will match your game or preferences.

When the game supports a gamepad
Use gamepad commands for a game that accepts controller input. A gamepad-only input style will not work as intended if the game does not support gamepad controls.
When the game expects keyboard or mouse input
Use a flexible input style such as Flexible Directional Pad or Button Pad to assign keyboard, mouse, or gamepad commands. Choose the keyboard or mouse actions the game actually recognizes. Steam’s troubleshooting guidance explains the distinction: Steam Support: Controller input troubleshooting.

Account for the game’s prompts
A game may accept mapped keyboard commands while still displaying keyboard prompts, or show controller prompts when it receives gamepad input. Pick bindings that fit how the game handles input, then test them in the game rather than assuming a layout will change the game’s interface.
Test the layout in the game
Launch the game through Steam and check movement, menus, and the actions you mapped. If a control is wrong, return to that game’s layout, change the binding, and test again. Controller configuration is available in Steam’s per-game workflow; the actual result depends on what the game accepts.

Configure a non-Steam game
You can add a non-Steam game by choosing Games > Add a Non-Steam Game to My Library, selecting its executable, and then launching it from the Library. Configure its controller layout through Steam as you would for a library game, and test it after launch. Valve notes that functionality varies by game: Steam Support: Adding non-Steam games.
Fix bindings that do not work
Check whether the Steam Overlay opens
Open the Steam Overlay while the game is running. Valve / Steam Support states, “The Steam Overlay is vital to Steam Controller functionality.” If it does not open, address the overlay issue before assuming the layout itself is at fault. Some games, launchers, or anti-cheat systems may affect overlay support. See Steam Support: Steam Controller configuration troubleshooting.

Verify the input style matches the game
If the layout sends gamepad commands, confirm the game supports gamepad input. If it expects keyboard or mouse commands, use a flexible style and bind the actions the game uses.
Confirm the game was launched through Steam
For a non-Steam title, add it to the Library and launch it there; Steam’s input behavior can vary by game. A third-party launcher or anti-cheat may also affect whether Steam’s configuration works.

Separate a layout problem from a controller problem
Use Steam’s controller input test to see whether the physical inputs register. If they do not, investigate the controller connection or hardware before changing game bindings. If they register but the game ignores them, check the game’s supported input style and the Overlay.

Big Picture is an optional controller-oriented Steam interface, not a required step for configuring a game. Steam describes it as designed for use with a TV and game controller and lists official Xbox controllers among the supported types. Its requirements listed by Steam are Windows 10 or newer, macOS 12 or later, or up-to-date Ubuntu Linux; check the current support page for any changes: Steam Support: Big Picture Mode.
