To make a BBC programme complaint reviewable, identify the exact programme or item, date, service and passage at issue; link the concern to a BBC editorial standard; provide precise evidence; and request a reasoned, point-by-point response. The normal route is the BBC’s three-stage process: Stage 1a, Stage 1b and, where appropriate, Stage 2 with the Executive Complaints Unit (ECU). For BBC television, radio and on-demand programme content, Ofcom normally expects you to complete that BBC process before it considers whether a Broadcasting Code investigation is warranted. Complaints about BBC online material also start with the BBC, but Ofcom’s role in that category is limited to giving an opinion on relevant editorial guidelines and it has no enforcement powers.

What the BBC treats as an editorial complaint

An editorial complaint says that a particular piece of BBC content may have fallen below an editorial standard. It is not simply a general objection to the BBC, a presenter, a political position or a programme’s subject matter. The complaint must be tied to a specific broadcast, on-demand programme, article, video, audio item or other identifiable content.

Common standards include due accuracy, due impartiality, fairness, privacy, and harm and offence. Another BBC Editorial Guideline may be relevant depending on the item. You do not need to prove a breach before complaining, but you should explain which standard you believe applies and what in the content raises the issue.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A useful test is whether an independent reader could locate the material and understand the alleged failure without relying on your wider views about the BBC. “The BBC is biased” is too broad. “At 18 minutes 42 seconds in the 12 October edition, the presenter stated X as fact but omitted the directly relevant qualification Y” gives the editorial team something specific to assess.

Record the programme or item before you write

Gather the identifying information first. Broadcast and on-demand material can change, expire or be replaced, so make a contemporaneous record of what you watched or heard.

  • Programme or service name: give the programme title, series or strand, and identify whether it was on television, radio, BBC iPlayer, BBC Sounds or a BBC website.
  • Episode or edition: include the episode number, edition description or publication heading where one exists.
  • Date and time: record the transmission date and time, or the publication date for online material. Include the relevant time zone if the timing could be misunderstood.
  • Presenter, contributor and segment: name the presenter or contributor and describe the segment, interview, report or wording concerned.
  • Location: save the programme or article URL when available and note a broadcast timestamp. For a webpage, record the page heading and the exact section.
  • Version: if an iPlayer, Sounds or web page version differs from a live broadcast, say which version you viewed and when.

Keep a copy of your notes, screenshots and correspondence. If the BBC later changes a web page or updates a programme description, your record shows what you actually complained about.

Frame the issue against an editorial standard

State the alleged failure in one sentence, then explain the standard. Framing matters because the BBC’s editorial process assesses content against editorial requirements, not against a general claim that the item was disappointing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Due accuracy

Identify the exact factual claim, explain why it is inaccurate or materially incomplete, and provide reliable evidence. Separate a wrong fact from a legitimate dispute over interpretation. If the programme used an estimate, forecast or allegation, explain what qualification was missing rather than presenting every disagreement as a factual error.

Due impartiality

Show which significant viewpoint was absent, mischaracterised or given disproportionate treatment. A complaint is stronger when it identifies the relevant issue, the competing perspective that matters to it, and the specific editorial choices that created an imbalance. Do not assume that impartiality requires equal time for every possible opinion.

Fairness

Describe the treatment of an individual or organisation and the concrete feature you believe was unfair: for example, a material allegation presented without a fair opportunity to respond, a misleading edit, or important context that was withheld. Explain how the item created a materially misleading impression.

Privacy

Identify the private information or circumstances disclosed, whose privacy was affected and why the disclosure was not justified in the item’s context. Avoid publishing additional personal information in your complaint unless it is necessary to identify the issue.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Harm and offence

Point to the content, its presentation and the foreseeable harm or offence. Explain relevant context such as timing, audience, warnings or the way graphic, distressing or discriminatory material was handled. A statement that content was offensive, without identifying what happened and why the context matters, is difficult to assess.

Build an evidence-led, numbered account

Write one numbered point for each distinct issue. Begin with the quotation, timestamp or screenshot reference; then explain the standard and the consequence. Distinguish what the programme said from your inference about it.

  1. Identify the passage. Quote the precise words where possible. For audio or video, give the timestamp and a short description so the reviewer can find it quickly.
  2. State the alleged failure. Say which editorial standard is engaged and describe the failure in a single, testable sentence.
  3. Supply evidence. Link or attach source material, documents, data or screenshots. Explain the reliability and date of the evidence rather than dropping in an unexplained link.
  4. Explain context and impact. Identify a material omission, misleading impression, unfair treatment, privacy consequence or foreseeable harm. Keep the language proportionate; exaggeration can obscure the strongest point.
  5. Separate issues. If one passage raises accuracy and another raises fairness, number them separately and avoid blending unrelated arguments.

Focus on the item itself. A long history of unrelated dissatisfaction, speculation about staff motives or unsupported claims about the BBC generally makes it harder to identify the editorial question.

Ask for a substantive editorial response

Do not ask only for an acknowledgement. Request an answer that shows how the BBC assessed the complaint. Ask the BBC to:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • identify the editorial standard considered for each numbered point;
  • set out the evidence and editorial reasoning relied on;
  • answer every numbered allegation rather than responding only to the general theme; and
  • say whether it will issue a correction, clarification, apology or another remedy, and where that remedy would appear.

This wording asks for an accountable response; it does not guarantee that the BBC will uphold the complaint or agree with your interpretation.

Put the request in the subject line and near the end of the complaint. A clear subject can include the programme, date and service, followed by “request for a reasoned editorial response”.

The BBC’s normal three-stage route

The BBC framework describes an initial response at Stage 1a, a further response at Stage 1b, and a Stage 2 response from the Executive Complaints Unit. Keep your original complaint and each reply together so that the next reviewer can see what has already been answered.

Stage 1a: initial response

Submit the focused complaint through the BBC’s current complaints contact route for the relevant programme or service. Include the item details, numbered issues, evidence and requested response. When the BBC replies, check whether it has addressed each point and identified the editorial standard it considered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Stage 1b: further response

If the first answer does not resolve the issue, ask for a further response from or on behalf of a manager or editorial team member. Point to the unanswered numbers or reasoning gaps instead of rewriting the entire complaint as a general protest. Attach or quote the earlier answer so the next reviewer can see precisely what remains in dispute.

Stage 2: Executive Complaints Unit

If the matter is suitable to progress further, request consideration by the ECU. The BBC’s editorial standards describe the ECU as dealing with serious complaints about possible breaches of editorial standards in connection with specific programmes or items of content. The framework states that Stage 2 is a response from the ECU.

Make clear which points remain unresolved and include the Stage 1a and Stage 1b correspondence. Ask the BBC to identify the stage reached and explain how the issue can be referred to the ECU if the response you received is not final.

Escalation request, if applicable
If this is not the final response at the current stage, please treat this as a request for consideration at the next stage of the BBC editorial complaints process. Please identify the stage reached and explain how I may refer the matter to the Executive Complaints Unit if the issue remains unresolved.

Remove any section that does not apply. A short complaint with two well-supported points is more useful than a long message containing uncheckable allegations.

When and how to escalate to Ofcom

BBC television, radio and on-demand programme content

Ofcom normally expects people to complain to the BBC first before escalating a BBC television, radio or on-demand programme complaint. Complete the relevant BBC stages, preserve the final response and explain which Broadcasting Code issue you believe remains unresolved. Ofcom may then assess whether the material raises issues warranting investigation; referral does not mean an investigation will automatically open.

Include the programme details, your original complaint, the BBC’s responses and a concise explanation of the remaining issue. Show that you used the BBC route rather than sending Ofcom an issue the BBC has not yet had an opportunity to consider.

BBC online material

Complaints about BBC online material also follow the BBC First approach. Ofcom’s role for that category is different: it can give an opinion on relevant editorial guidelines, but it has no enforcement powers for online-material complaints. If your concern involves both an online article and a broadcast or on-demand programme, identify each item separately because the applicable external route and possible outcome may differ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose the route, standard and remedy that fit the item

Situation First route Standard to identify Possible external role Remedy to request
Television, radio or on-demand programme BBC Stage 1a, then Stage 1b and Stage 2 where appropriate Accuracy, impartiality, fairness, privacy, harm and offence, or another applicable guideline After the BBC process, Ofcom may assess a Broadcasting Code concern Reasoned explanation, correction, clarification or apology
BBC website or other online editorial material BBC complaints process first The relevant BBC editorial guideline Ofcom may give an opinion; it has no enforcement powers for this online-material category Explanation, clarification or correction where editorially justified
Complaint still unresolved after an initial BBC reply Request Stage 1b and identify unanswered numbered points The same standard, with evidence showing the response gap External escalation is premature until the BBC route is normally completed A further reasoned response from a manager or editorial team member
Serious possible breach tied to a specific item Request consideration at Stage 2 by the ECU The serious editorial breach alleged and the evidence supporting it For broadcast or on-demand content, Ofcom remains a later route where eligible The ECU may identify a breach; a finding may direct an apology or correction

If the BBC ignores you or sends a generic reply

“Ignored” can mean no acknowledgement, no response to specific points, or an answer that does not explain the editorial reasoning. Treat each situation as a record-keeping and escalation problem rather than starting over.

  1. Check the record. Confirm that your message identified the item and was sent through the BBC route for that service. Keep the sent message, attachments and any automated acknowledgement.
  2. Follow up narrowly. Refer to the date of your complaint and list the unanswered numbered points. Ask whether the response is Stage 1a, Stage 1b or a final Stage 2 response.
  3. Request the next stage. If the answer is not final, use the escalation wording in your complaint and ask how to obtain consideration at the next stage.
  4. Preserve the complete file. Keep the original evidence and every BBC reply together. Do not rely on a later summary that omits the wording you challenged.
  5. Use Ofcom only when eligible. For broadcast and on-demand content, normally complete the BBC route before referring the matter. For online material, remember that Ofcom’s role is opinion-based and not enforcement.

A delayed or generic response does not by itself establish that the programme breached an editorial standard. It does give you a reason to ask which stage has been reached and which points were actually considered.

What outcomes are realistic?

The result may be an explanation that the BBC considers the content compliant, a partial acceptance, a clarification, a correction or an apology. Ask for the remedy that matches the harm: a factual correction for a wrong claim, a clarification for a misleading impression, or an apology where the circumstances warrant one.

The ECU’s standards say that when it identifies a serious breach, its finding may direct the BBC to broadcast an apology or correction. That possibility applies to a finding of a serious breach; submitting a complaint does not guarantee either outcome.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A reasoned rejection can still be useful if it identifies the standard, evidence and editorial judgment applied. It gives you a clear record for deciding whether an eligible Ofcom referral raises a distinct Broadcasting Code question.

Common mistakes that weaken a BBC complaint

  • Using a broad accusation: replace claims about the BBC as a whole with a specific passage and standard.
  • Omitting the date or platform: identify the edition and whether you mean a broadcast, iPlayer or Sounds version, or a web page.
  • Paraphrasing instead of quoting: provide the exact words and timestamp, then explain your interpretation.
  • Confusing opinion with fact: show why a statement was presented as factual or why a material qualification was required.
  • Combining unrelated issues: number separate accuracy, impartiality, fairness, privacy and harm concerns.
  • Demanding a predetermined verdict: request a reasoned assessment and an appropriate remedy rather than insisting that the BBC must agree.
  • Skipping the BBC stages: Ofcom normally expects BBC First for eligible broadcast and on-demand complaints.
  • Sending sensitive information unnecessarily: include only personal data needed to identify and assess the editorial issue.

A practical decision rule

If you can name the item, locate the exact passage, connect it to a BBC editorial standard and support the point with evidence, use the BBC’s staged process and request a numbered, reasoned answer. If the item is broadcast or on-demand and the BBC route is complete, consider whether a specific Broadcasting Code issue remains for Ofcom. If it is online material, make the same BBC-first complaint but treat any Ofcom response as an opinion rather than an enforcement decision.
