The best state for a manufacturing facility is the one that can reliably support your exact process, workforce and schedule at the lowest risk-adjusted total cost—not the state with the lowest headline tax rate. Compare locations in two stages: first eliminate communities that fail on land, utilities, permitting, freight or labor; then build a dated, site-specific financial model for the remaining finalists, including incentive timing and clawback risk.

Start with a two-stage comparison

State averages are useful for an initial screen, but they are not a facility decision. A semiconductor plant, food processor, metal fabricator and distribution-heavy assembly operation have different power, water, labor, environmental and freight requirements. Even within one state, a metro area can differ sharply from another in wages, commuting patterns, utility capacity and permitting speed.

SelectUSA’s 2025 location guide separates the analysis into upfront investment, operating cost and economic-development incentives. Use that structure, but apply it to a specific community and parcel rather than to a state in the abstract.

  1. Screen for fatal constraints. Remove sites that cannot provide suitable industrial land or buildings, electric and water capacity, environmental feasibility, zoning, freight access or a recruitable workforce.
  2. Model the finalists. Collect comparable quotes and dated evidence for each community, calculate total cost over your planning horizon, value incentives at their actual payment dates, and stress-test schedule and operating risks.

A location that looks inexpensive on land or taxes can become the costliest option after utility upgrades, overtime, freight, delayed production or an incentive clawback are included.

Define the facility before comparing states

Write a one-page project specification before requesting site proposals. Every state and community should receive the same assumptions.

  • Production process, products and regulatory classification.
  • Building area, ceiling height, floor loading, clean-room or temperature requirements and expansion area.
  • Electric load by phase, peak demand, voltage, redundancy and expected operating hours.
  • Natural-gas, water, sewer, wastewater-treatment and telecommunications needs.
  • Number of jobs by occupation and shift, wage bands, hiring ramp and training period.
  • Inbound suppliers, outbound customers, shipment weight and mode requirements.
  • Construction start, equipment installation, commissioning and first-production dates.
  • Capital budget, operating horizon and minimum acceptable return.

Without a fixed specification, communities may quote different building sizes, utility assumptions or job counts, making a state comparison appear precise while comparing unlike projects.

Stage 1: eliminate sites with fatal constraints

Industrial land and buildings

Confirm that the parcel or existing building is legally usable for the process, not merely labeled “industrial.” Check zoning, setbacks, height and floor-load limits, truck circulation, rail access, hazardous-material rules and the ability to expand. Ask for a dated land or building quote, survey, geotechnical information, title or easement constraints and a construction/site-work estimate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For an existing facility, verify actual clear height, column spacing, roof and slab condition, fire protection, loading docks, electrical service and the cost of code upgrades. A low purchase price is not a saving if the building needs a new substation, wastewater system or environmental remediation.

Electricity, gas, water and communications

Obtain a utility capacity letter, tariff and interconnection schedule from the serving utilities. The letter should identify available capacity now, committed upgrades, estimated extension cost, who pays for each upgrade and the date service can be energized. Include natural gas, potable and process water, sewer and wastewater capacity, broadband and redundant communications.

Treat an uncommitted utility estimate as a schedule risk. A community representative’s statement that capacity is “nearby” is not equivalent to a signed utility commitment, a firm tariff or an approved construction schedule.

Environmental feasibility and zoning

Screen air emissions, water discharge, stormwater, wetlands, floodplain, hazardous materials, waste handling, brownfield status and local zoning before ranking a site. Identify which permits are state, federal, county or municipal responsibilities and whether baseline studies are required. A site with an attractive incentive package can still fail if the process cannot be permitted on the proposed schedule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Freight access and network fit

Map every major supplier and customer lane to highways, rail, ports, airports and intermodal terminals. Compare delivered freight cost, transit time, congestion exposure and route redundancy—not just straight-line distance. A site close to one highway but dependent on a single congested corridor may be less reliable than a slightly more distant site with two practical routes.

Recruitable labor market

Use metro- and community-level data, not only state averages. For each key occupation, collect employment, wages, labor-force participation, commuting shed, turnover indicators, competing employers and training capacity. Confirm whether the proposed shifts can be staffed within the required hiring ramp and whether local colleges, technical schools, workforce boards or apprenticeship programs can train the roles.

Expansion and future capacity

Reserve expansion land and verify that future electric, water, sewer, road and broadband capacity can support the next phase. A parcel that works for the initial building but has no practical expansion path can force a second, less efficient site later.

Stage 2: build a location-specific total-cost model

Model each finalist with the same assumptions and a clearly stated date. Separate one-time investment, recurring operating cost and incentives. Show cash timing as well as nominal totals.

Model block Include Evidence to collect
Upfront investment Land or building, site preparation, roads, drainage, utility extensions, building construction, process equipment, installation, commissioning and contingency. Land/building quote; construction and site-work estimate; utility extension proposal; equipment budget.
Annual operating cost Wages, benefits, recruiting, training, electricity, gas, water, wastewater, telecom, freight, insurance, maintenance and taxes. Occupation-level wage data; utility tariff; freight-lane model; tax calculation; insurance and service estimates.
Incentives and financing Tax credits, exemptions, grants, training support, recruiting assistance, infrastructure support and low-cost financing. Signed or near-final term sheet stating eligibility, milestones, payment dates, taxability, reporting and clawbacks.
Risk and schedule Permitting duration, utility interconnection, construction lead time, labor ramp, production delay and expansion timing. Permitting matrix; environmental screen; utility schedule; project critical path; expansion plan.

Use net present value for incentives

Do not subtract an incentive from project cost simply because its advertised amount is large. Record when the benefit is earned and when cash or tax reduction is received. Discount future benefits to the same valuation date as costs, account for taxability and include compliance costs. A reimbursement received after construction financing closes has a different value from an up-front grant.

For every incentive, document the required investment, jobs, wage level, commencement date, eligible costs, application deadline, payment trigger, audit rules and clawback period. Test whether the company can use a tax credit in the year it is generated or must carry it forward.

Separate fixed and variable operating costs

Show labor, utilities, freight and taxes by year. Model production volume, shifts and overtime explicitly. Fixed property costs can dominate at low utilization, while electricity demand charges, overtime and outbound freight can dominate at full production. Keep maintenance, insurance and contracted services visible rather than burying them in a single percentage assumption.

Compare workforce economics at the community level

Labor is more than the posted hourly wage. Build a hiring and retention model for each occupation and shift.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Availability: Estimate the reachable workforce within the actual commute time, not an arbitrary radius.
  • Competition: List nearby employers hiring the same occupations and identify planned expansions that could tighten the market.
  • Participation: Compare labor-force participation and unemployment with the number of workers your ramp requires.
  • Turnover: Include recruiting, onboarding, training and lost-production costs when turnover differs between communities.
  • Training: Confirm seats, equipment, instructors and start dates at technical schools, community colleges and registered apprenticeship programs.
  • Ramp feasibility: Stage hiring by month and test whether supervisors, maintenance technicians and quality staff can be hired early enough for commissioning.

Use occupation-specific wage distributions and benefits assumptions. A state average can hide a metro where the relevant technicians command higher wages because of a concentrated industry cluster.

Verify utility readiness and price risk

Request tariff sheets and a written load study for the proposed operating profile. Compare energy price components, demand charges, seasonal rules, interruptibility, outage history and renewable or emissions requirements that apply to the project. Ask whether the utility or the project must fund substations, feeders, gas extensions, water mains, treatment upgrades or redundant service.

Put the interconnection and construction milestones on the project critical path. If the utility cannot commit to a date, model a six- to twelve-month delay and the cost of idle labor, equipment financing, temporary generation or expedited work.

Water and wastewater can be the limiting resource even when electric capacity is available. Confirm permitted daily and peak flows, pretreatment limits, discharge fees, emergency storage and drought restrictions. For process water, identify treatment quality and backup supply requirements.

Make logistics a delivered-cost calculation

Build a lane-level model from suppliers to the plant and from the plant to customers. For each lane, record mode, distance, contracted rate, accessorial charges, transit time, reliability and inventory implications. Include drayage and handling for ports or intermodal terminals.

Then test disruption cases: a highway closure, rail service interruption, port congestion or a single-supplier failure. A location with a modestly higher normal freight cost may win if it offers a practical second route and shorter recovery time.

Inventory taxes and incentives without overstating them

List every applicable tax rather than relying on a single “business tax” number:

  • Corporate or personal income tax.
  • Franchise, margin or gross-receipts taxes.
  • Real-property and personal-property taxes.
  • Sales and use tax on construction materials, machinery and services.
  • Local assessments, utility taxes and fees.

Calculate the liability for the actual county, municipality and tax district. Then add incentives only after checking eligibility, wage and job commitments, investment thresholds, application timing, taxability, reporting and clawbacks. A lower statutory rate can lose after local property tax, payroll cost, utility upgrades and freight are included.

Account for permitting and environmental schedule

Create a permit matrix with the agency, permit type, application inputs, public-notice requirement, review sequence, expected duration, expiration and dependency on other permits. Include air, water, wastewater, stormwater, wetlands, hazardous materials, waste, building, fire and local zoning approvals as applicable to the process.

EPA guidance issued September 9, 2025, notes that some non-emissions work, such as cement pads, may begin before a Clean Air Act construction permit, while emissions-related permitting remains a critical schedule issue. Do not treat that distinction as permission to start construction without counsel and agency confirmation; identify exactly which activities are covered and which are not.

“For years, Clean Air Act permitting has been an obstacle to innovation and growth.” — EPA Administrator Lee Zeldin

Use the permitting matrix to quantify schedule risk. Assign a cost to each month of delay, including financing, contractor remobilization, deferred revenue, temporary storage and lost incentive deadlines.

Evaluate federal credits that can change the ranking

Federal incentives can make two otherwise similar states produce different after-tax economics, but the project must satisfy the applicable statute and guidance.

Provision Published rate or benefit Qualification to carry into the model
Advanced manufacturing investment credit 35% of qualified investment under the IRS’s 2025 instructions; 25% when the property was placed in service before 2026. Confirm that the facility and each cost category are qualified, and model the placed-in-service date.
Section 48D for semiconductor and semiconductor-equipment facilities 25% through 2025 and 35% for qualifying property placed in service thereafter, under current IRS guidance. Verify that the project is an eligible semiconductor or semiconductor-equipment facility and that the placed-in-service date qualifies.
Domestic-content bonus 10% of the production-tax credit or up to 10 percentage points added to the investment-tax credit when applicable requirements are met. Trace qualifying materials and labor through the supply chain; do not assume the bonus without documentation.
Energy-community bonus Up to 10% for production credits or up to 10 percentage points for investment credits, depending on the credit and location. Potential locations include qualifying brownfields, retired coal mines or plants and former oil-and-gas communities. Confirm the definition and address eligibility with the IRS.

The Department of Labor says enhanced Inflation Reduction Act benefits generally require applicable prevailing wages and, where applicable, registered apprentices. Wage determinations are posted on SAM.gov. Include the required wage rates, apprentice ratios, recordkeeping and compliance administration in construction cost.

Stress-test resilience and expansion

Run scenarios before selecting a winner. At minimum, test:

  • 10% and 20% increases in wages and energy prices.
  • Loss, reduction or delayed payment of a major incentive.
  • A six- to twelve-month permitting or utility delay.
  • Freight disruption on a primary highway, rail line, port or intermodal route.
  • Flood, wildfire, severe weather and water-supply interruption.
  • Supplier failure or a sudden need to add a second source.
  • Expansion requiring additional electric, water, sewer, road or broadband capacity.

Record both the financial effect and the operational response. A site that remains viable after a severe case may be preferable to one with a lower base-case cost but no recovery path.

  8. Map the critical path from land control through utility energization, permits, construction, equipment installation and first production.
  9. Document expansion land and future utility, road, wastewater and communications capacity.
  10. Run base, downside and delay cases, then preserve the assumptions and approval date for each result.

Score hard constraints separately from preferences

Do not let a high score for a discretionary preference compensate for a failed requirement. Mark each finalist as pass, conditional or fail for land, utilities, permitting, environmental feasibility, labor, freight and expansion. Eliminate a fail before applying weighted preferences such as lower cost, proximity to customers or quality-of-life considerations.

Decision layer Question Typical output
Hard constraint Can the site legally and physically support the process on the required schedule? Pass, conditional with mitigation, or fail.
Risk-adjusted economics What is the present value of investment, operating cost, incentives and delay exposure? Comparable net present cost and cash-flow schedule.
Strategic fit Can the site support hiring, suppliers, customers, resilience and expansion? Weighted preference score with documented rationale.

Have finance, operations, engineering, supply chain, human resources, environmental counsel and tax specialists review the same worksheet. Require written reasons for any assumption that differs between states.

Common comparison mistakes

Choosing from a state ranking

There is no universal state ranking or single average manufacturing cost that applies to every project. Industry, process, labor mix, utility load, freight lanes, incentives and schedule determine the result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using a headline incentive value

An advertised maximum may depend on jobs, wages, investment, tax liability, application deadlines or performance milestones. Model the amount you can actually use and the date you receive it.

Ignoring local taxes and utility upgrades

State rates do not capture county and municipal property taxes, sales-tax treatment, utility extension charges, demand charges or wastewater fees. Put each item in the site-specific model.

Assuming labor is available because unemployment is high

General unemployment does not prove that qualified maintenance, controls, quality or production workers can be hired for your shifts. Use occupation-level supply, commuting and training evidence.

Treating permitting as paperwork after site selection

Permit dependencies and public review can determine the commissioning date. Put them on the critical path during screening, not after land control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Failing to price delay and disruption

Include the monthly cost of a late utility connection or permit, plus alternate freight, temporary power, inventory and supplier-qualification costs. Otherwise the model rewards fragile sites.

Decision rule

Select the finalist that passes every fatal constraint and delivers the best risk-adjusted present value under realistic wage, energy, freight, incentive and schedule scenarios. Keep the evidence current through closing: utility commitments, permit status, incentive legislation, wage determinations and tax rules can change. The winning state is the one whose specific community can start on time, operate reliably, hire the required people and expand without turning an apparent saving into a later capital or operating penalty.
