There is no permanently “safest” major U.S. bank. A useful comparison depends on a defined peer group, one reporting date and a consistent set of measures: capital, stress-test losses, liquidity and funding, asset quality, earnings resilience, market-implied risk and deposit insurance. A bank can look strong on one axis and vulnerable on another.

For a practical comparison, combine Federal Reserve stress-test results with institution-level FDIC and FFIEC Call Report data. Treat every ratio as dated evidence, not as a guarantee that a bank cannot fail.

Define what “major U.S. bank” means before comparing anything

The phrase “major U.S. bank” has no single regulatory definition. It might mean the largest insured depository institutions, large bank holding companies, or the particular banks where you keep deposits. Those groups are not interchangeable: a holding company can own several banks, and a bank-level report can show a different balance sheet from the consolidated organization investors see.

Choose a peer set

Write down the institutions you will compare and why they belong together. For a depositor, insured-bank size and the legal entity holding the account matter. For a shareholder or bond investor, the consolidated bank holding company may be the relevant entity. Do not mix a community-bank subsidiary with a diversified holding company and call the result an apples-to-apples ranking.

Use one reporting date

Pick one quarter and use it for every institution. Record the quarter, the entity level (bank or holding company), the units (percent, dollars or millions of dollars), and whether a filing was restated. Mixing quarters can make a deteriorating bank look healthier simply because its newest data are compared with an older peer’s numbers.

FDIC BankFind Suite provides institution searches and links to FFIEC Call Reports, including assets-and-liabilities-and-capital reports and income-and-expense reports. The underlying quarterly series extends back to 1992, which is useful for judging whether a current ratio is normal for that bank or an unusual change.

Compare capital buffers, not just one capital ratio

Capital is the first loss-absorption layer: common equity and other qualifying capital absorb losses before depositors and other creditors. Higher capital generally gives a bank more room to withstand losses, but the definition and reporting level matter.

Core capital measures

Measure What it tells you How to read it
Common equity tier 1 (CET1) The highest-quality risk-based capital, primarily common equity and retained earnings after regulatory adjustments. Higher CET1 usually means a larger cushion against losses. Compare the same regulatory definition and entity level.
Tier 1 leverage ratio Tier 1 capital relative to a broad measure of assets, without risk-weighting assets. Useful against banks whose risk weights differ, but it does not show the composition or quality of every asset.
Total risk-based capital Tier 1 and Tier 2 qualifying capital relative to risk-weighted assets. Shows the regulatory capital stack beyond CET1; supplementary capital is generally less loss-absorbing than common equity.
Stress capital buffer (SCB) A forward-looking capital requirement derived from the Federal Reserve’s stress test and integrated with non-stress requirements. A larger requirement can indicate greater modeled risk, but it is not itself a forecast of failure.

Read CET1 with the leverage ratio and total capital. A bank can have a high risk-based ratio because its assets receive low risk weights while still carrying significant balance-sheet leverage. Conversely, a bank with a lower risk-based ratio may have a different asset mix or regulatory perimeter. Compare like with like before drawing a conclusion.

“The Federal Reserve Board uses the stress test to set the stress capital buffer (SCB) requirement, which integrates the stress test with the non-stress capital requirements into one forward-looking and risk-sensitive framework.”

The SCB is set for the applicable organization and period. It should not be treated as a universal score that can be compared without checking each institution’s reporting basis.

Use stress tests to measure depletion and recovery

A stress test asks whether a bank would retain enough capital through a specified hypothetical shock. The Federal Reserve describes its exercise as “a forward-looking quantitative evaluation of whether a bank has sufficient capital to continue operations throughout times of economic and financial stress.” That is valuable evidence, but it is scenario-specific rather than a promise about every possible crisis.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record three numbers for every bank

  1. Starting CET1: the ratio at the beginning of the exercise.
  2. Projected minimum CET1: the lowest point under the published scenario.
  3. Percentage-point decline: starting CET1 minus the projected minimum.

In the 2025 exercise, aggregate CET1 for 22 banks fell from 13.4% in 2024 Q4 to a projected minimum of 11.6%, then recovered to 12.8% at the horizon. Those figures describe the aggregate result for that exercise, not the result for every bank and not a prediction of future performance.

Check scenario severity before ranking banks

One year’s stress result is not automatically comparable with another year’s result. Scenarios can differ in unemployment, asset prices, interest rates, trading shocks and other assumptions. Compare banks within the same exercise first, then review how the scenario changed before comparing across years.

A “pass” means modeled capital stayed above the applicable requirements in that hypothetical. It does not cover an unmodeled run, a cyber incident, an accounting error, a sudden market closure or a scenario more severe than the one used.

Analyze liquidity and funding for a different failure mode

Capital absorbs losses; liquidity supplies cash when depositors and counterparties want payment. A bank can be solvent on paper yet fail if it cannot meet withdrawals or refinance maturing obligations. That is why capital and liquidity must be evaluated separately.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Liquidity measures to collect

  • Liquidity coverage ratio (LCR): for organizations covered by the rule, compare high-quality liquid assets with projected stressed net cash outflows over the required horizon.
  • Liquid assets to total assets: FDIC defines this liquidity ratio as liquid assets divided by total assets.
  • Deposit stability: examine the pace and mix of deposits, including whether balances are concentrated among rate-sensitive or uninsured customers.
  • Uninsured-deposit share: a high share can make a rapid, confidence-driven withdrawal more damaging.
  • Wholesale funding: review brokered deposits, short-term borrowings and other market funding that may become expensive or unavailable during stress.
  • Borrowing capacity: consider pledged collateral and access to secured or central-bank funding, subject to the institution’s eligibility and operational readiness.

The Federal Reserve reported that LCR-covered organizations held liquid assets well above regulatory requirements and that uninsured-deposit measures were below late-2022 levels in the first half of 2025. That is a system-level observation; individual banks can differ substantially.

Connect liquidity data to your account exposure

FDIC insurance generally covers up to $250,000 per depositor, per insured bank, per ownership category, according to FDIC Q4 2025 notes. Your exposure therefore depends on how accounts are titled and aggregated, not only on the bank’s name. Balances above the applicable limit can remain exposed to a bank’s resolution outcome even when the institution reports strong capital.

When comparing banks as a depositor, map each account to the insured legal entity and ownership category. A strong liquidity profile reduces run risk; it does not increase the insurance limit.

Check asset quality and concentration before earnings deteriorate

Credit losses often build before they appear in a headline earnings number. Review nonperforming and delinquent loans, net charge-offs, provision expense and criticized assets where disclosed. Track the direction over several quarters rather than relying on one percentage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Loan and securities concentrations

  • Commercial real estate (CRE): concentrated exposure can be sensitive to property values, refinancing costs and vacancy.
  • Credit cards: balances can reprice quickly but may produce higher charge-offs when household finances weaken.
  • Leveraged lending: highly indebted borrowers are more exposed to refinancing and economic shocks.
  • Securities: duration, unrealized losses and the ability to fund or sell securities affect both capital and liquidity.

Compare concentration with loss reserves, collateral quality and the bank’s underwriting standards. A large portfolio is not automatically unsafe; the risk depends on borrower quality, structure, maturity and diversification.

FDIC’s 2025 Risk Review addresses market and credit risks, net interest margins, liquidity and funding. Use it to frame sector risks, then inspect each institution’s own disclosures for the exposures that matter most.

Evaluate earnings quality and business mix

Sustainable earnings replenish capital; volatile or weak earnings make a bank less able to absorb shocks. Compare return on assets (ROA), return on equity (ROE), net interest margin (NIM), fee diversification and provision coverage.

Questions to ask about profitability

  • Is NIM stable, expanding or compressing as deposits reprice and loans mature?
  • How much profit comes from recurring fees versus trading gains or other volatile items?
  • Are provisions rising faster than loan growth, suggesting management is preparing for deterioration?
  • Does ROE rely on high leverage rather than durable operating income?
  • How did earnings behave across different rate cycles?

The Office of the Comptroller of the Currency reported that high rates had produced subdued loan growth and NIM compression while describing the federal banking system as resilient, with capital and liquidity high by historical standards. That combination means a bank can remain well-capitalized while its earnings engine weakens; monitor both conditions.

Use market-implied indicators as an early warning, not an accounting substitute

For publicly traded holding companies, market data can reveal how investors price forward risk. Useful indicators include market leverage, equity volatility, bond spreads and credit-default-swap (CDS) spreads. The Federal Reserve describes market leverage and CDS spreads as market assessments of bank risk.

Interpret market signals carefully

  • Market leverage: a market-based view of asset value relative to equity; changes can precede accounting recognition of losses.
  • Equity volatility: a sharp increase can signal uncertainty about asset values, funding or earnings.
  • Bond and CDS spreads: widening spreads generally indicate that investors demand more compensation for credit risk.
  • Trend direction: a persistent change is more informative than a single volatile trading session.

Market prices can be distorted by liquidity, sentiment and technical positioning. Use them to challenge or corroborate filings, never to replace capital, liquidity or asset-quality analysis.

Build a comparison scorecard with consistent fields

The following layout keeps the main risk dimensions visible without pretending that one score captures every failure mode.

Credit risk Noncurrent loans, delinquencies, net charge-offs, provisions, criticized assets and CRE, card and leveraged-lending concentrations Are losses emerging, and are they concentrated?
Earnings resilience NIM, ROA, ROE, fee mix, provision coverage and earnings volatility Can recurring profits rebuild capital across rate and credit cycles?

A repeatable step-by-step comparison workflow

  1. Set the question. Decide whether you are assessing depositor safety, a bank holding company’s credit risk, shareholder risk or a combination.
  2. Define the peers. List the insured banks or holding companies relevant to that question.
  3. Lock the date. Select one quarter and use the same quarter for every institution. Note any restatement.
  4. Pull regulatory data. Use FDIC BankFind Suite and FFIEC Call Reports for balance-sheet, capital and income data. Confirm whether each figure is bank-level or consolidated.
  5. Enter capital figures. Record CET1, Tier 1 leverage, total capital and the applicable SCB.
  6. Add stress-test results. For banks in the same Federal Reserve exercise, record starting CET1, projected minimum CET1 and the percentage-point decline. Read the scenario assumptions.
  7. Map funding. Collect LCR where applicable, liquid assets, deposit trends, uninsured-deposit share, wholesale funding and available borrowing capacity.
  8. Inspect credit risk. Review nonperforming loans, charge-offs, provisions, criticized assets and concentrations in CRE, cards, leveraged loans and securities.
  9. Test earnings quality. Compare NIM, ROA, ROE, fee mix and provision coverage across several quarters and rate environments.
  10. Overlay market signals. Track leverage, equity volatility, bond spreads and CDS spreads for publicly traded holding companies, emphasizing sustained trends.
  11. Write a conditional conclusion. Identify the strongest and weakest dimensions, the evidence date and the risks that could change the result. Avoid a single “safest bank” label unless you have explicitly defined the universe and weighting.

Recognize patterns that a headline ranking misses

Strong capital, weak liquidity

A bank may report robust CET1 and pass a stress test yet face rapid withdrawals if deposits are concentrated, uninsured or rate-sensitive. Investigate liquid assets, outflows and funding access before treating capital strength as a complete safety answer.

Strong liquidity, deteriorating credit

Large liquid reserves can buy time, but rising delinquencies, charge-offs and provisions may erode earnings and capital later. Watch credit trends and concentrations even when withdrawals are stable.

Healthy current earnings, fragile business mix

High rates can temporarily support some margins while compressing others and slowing loan growth. Separate recurring fees and spread income from volatile trading gains, and compare results across rate cycles.

Market alarm without filing confirmation

Widening spreads or equity volatility deserve investigation but can reflect broad market stress. Check whether liquidity, capital or asset-quality data corroborate the signal before acting.

What the data can and cannot establish

Regulatory ratios are snapshots calculated under defined rules. They do not reveal every operational, legal, cyber or reputational risk. Stress tests model selected scenarios; they cannot cover every combination of market closure, depositor run and asset-price shock. Market indicators are forward-looking but noisy. A comparison is strongest when all of these limitations are visible next to the numbers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Federal Reserve stress-test scenarios and results are annual and can be revised. FDIC BankFind and Call Report tools update quarterly or weekly depending on the tool. Keep the retrieval or reporting date in your spreadsheet and article notes so a later update does not silently change the conclusion.

The most defensible result is therefore conditional: “Bank A had the larger capital cushion and smaller modeled CET1 decline in the selected exercise; Bank B had stronger liquidity measures; both require monitoring of specified credit concentrations.” That is more useful than declaring one institution universally safe.
