The best Karnataka location depends first on what you are building and how it will operate. Compare candidates in this order: permitted activity and facility type; sector-cluster fit; land, buildings and utilities; logistics; talent and startup support; incentive zone and approvals; export and SEZ obligations; and expansion resilience. Shortlist two or three sites, score them with identical weights, then obtain written, project-specific confirmations from KIADB, the park operator, STPI or Karnataka Udyog Mitra before signing anything.
Start by defining the project
A location comparison is only useful when every site is tested against the same operating brief. Write down the facts that determine whether a property can legally and economically support the project:
- Activity: manufacturing, assembly, warehousing, software development, product engineering, research, testing, shared services or a combination.
- Space: required land area, built-up area, floor loading, clear height, clean-room or laboratory needs, parking and loading-bay requirements.
- Utilities: sanctioned electrical load, redundancy, water volume and quality, compressed air, gas, effluent treatment, hazardous-material handling and telecommunications.
- People: initial and five-year headcount, shift pattern, specialist skills, transport needs and proximity to universities or training providers.
- Movement of goods: supplier and customer locations, container or truck access, airport, rail, port and national-highway requirements.
- Commercial model: lease, purchase, built-to-suit facility, incubation desk, ready-built factory or a phased land acquisition.
- Regulatory position: domestic sales, exports, bonded operations, SEZ status, environmental category, fire risk and expected approval sequence.
- Schedule: when the first employee, machine, shipment and commercial invoice must be possible.
Put these requirements into a one-page brief. Give every shortlisted location the same brief; otherwise a cheap site can appear attractive simply because its missing infrastructure was never priced.
Choose the right location category
Industrial parks: for factories, suppliers and physical operations
KIADB areas and credible private industrial parks are the starting point when you need factory land, heavy utilities, warehousing, truck circulation, supplier proximity or room to add production lines. Karnataka’s policy booklet, indexed for 2024–25, reports 170 KIADB industrial areas covering 82,289 acres, with allotments to more than 20,188 units. Those are portfolio figures, not evidence that a particular plot is vacant or suitable.

Industrial-park screening should cover plot status, title or lease terms, permitted use, power quality and redundancy, water, effluent treatment, internal-road width, labour access, fire protection and environmental approvals. Measure the complete route for inbound materials and outbound freight rather than relying on a distance from the park gate to a city. Ask who owns each utility, who funds upgrades and what happens if your load or discharge exceeds the original estimate.
Startup and technology hubs: for software, R&D and talent access
Technology hubs fit software companies, product teams, electronics design, fintech, incubation and research-led operations that value skilled hiring and customer access more than large plots. Bengaluru generally offers the deepest ecosystem density, but Mysuru, Hubballi-Dharwad and Mangaluru provide policy-supported alternatives that may offer a different cost, commute or retention profile. Treat those advantages as hypotheses to verify, not as guaranteed savings.
Compare incubation capacity, desk and office terms, internet redundancy, access to laboratories or data-centre services, meeting facilities, university links, hiring depth and the ability to expand beyond the first floor or building. A prestigious address is not a substitute for a documented service level or a realistic recruitment plan.

STPI’s Karnataka directory lists centres in Bengaluru, Hubballi, Mangaluru/Manipal, Mysuru and Davanagere. STPI records its new Bengaluru facility as operational from 24 February 2025. The Mangaluru facility is described as a 12,000-square-foot site at Blueberry Hill, Derebail, with a NOC work area, incubation facility, conference hall, library and cafeteria. Confirm current capacity, eligibility, pricing and connectivity directly with the relevant centre.
Special economic zones: for export-oriented operations
An SEZ is appropriate when customs treatment, export processes and the SEZ compliance regime are central to the business model. Begin with an operational-SEZ list, then inspect the individual zone’s sector, authorised operations, customs and operational status, available space, common infrastructure and rules for domestic-tariff-area transactions. Karnataka’s policy booklet states that the state has 38 operational SEZs. That is a portfolio count; it does not establish vacancy, sector eligibility or current operating conditions at any one zone.
Model the obligations as carefully as the incentives. Determine which goods and services must move through authorised operations, how domestic sales are treated, what records and customs procedures are required, and whether policy or sunset changes could affect the project during its investment life. An SEZ is not automatically the best site for a company whose sales are mostly domestic.

Use policy and official directories to create a shortlist
Use Invest Karnataka’s official site-selection tools as the first screening layer. The site supports searches for KIADB industrial areas, own or revenue land through a GIS-based Industrial Information System, and private industrial parks. The map is a discovery tool; the park authority must still confirm plot boundaries, title, availability, services and current terms.
Use the Industrial Policy 2025–30 to test sector alignment. It identifies an Electronics Manufacturing Cluster proposed in Bengaluru Rural and existing electronics manufacturing clusters in Mysuru and Hubballi-Dharwad. It also proposes EV clusters with ready-to-occupy land, ready-built factories, testing laboratories, proving grounds and homologation facilities. Other sector clusters are identified in Ballari, Vijayapura, Hubballi-Dharwad, Gulbarga/Yadgir and Chitradurga. These policy directions can improve the quality of a shortlist, but they are not a promise that a specific parcel, factory or laboratory is available on your schedule.
For technology projects, check the documented STPI presence in Bengaluru, Hubballi, Mangaluru/Manipal, Mysuru and Davanagere. For export projects, request the zone’s formal documents rather than relying on a directory label. Keep two or three candidates alive until each one has answered the same evidence request.
Compare every candidate on eight decision axes
1. Facility type and permitted activity
Confirm that the proposed use is allowed in the exact plot, building and floor. A park marketed as industrial may restrict hazardous processes, high-noise operations, storage quantities or commercial offices. A technology centre may not support machinery, testing chemicals or round-the-clock operations. Request the zoning document, lease or allotment conditions, building-use permission and any restrictions on subletting, shared services or future alterations.
For a ready-built facility, inspect the as-built drawings, floor loading, fire systems, lift capacity, loading access, generator arrangements and handover condition. For vacant land, obtain a development schedule that includes roads, drainage, power, water and common effluent treatment rather than accepting a promise that infrastructure is planned.

A cluster is valuable only when it reduces a real operating cost or risk. List the suppliers, testing providers, contract manufacturers, research partners and customers you expect to use, then verify which are actually within practical reach. Electronics and EV projects should ask whether the stated cluster has the relevant testing, proving, homologation or component ecosystem available now, under construction or merely proposed.

For a software or R&D team, cluster fit means access to specialist hiring, universities, investors, customers and technical partners. Compare Bengaluru with the smaller policy-supported options on evidence such as open roles, campus relationships, incubation capacity and employee commute patterns.
3. Land, built-up space and utilities
Request a dimensioned site plan and a utility commitment with capacities, connection dates, tariffs, deposits, redundancy and upgrade responsibility. Check electrical quality rather than only the sanctioned load: voltage stability, outage history, dual feeds, backup generation and restoration procedures matter to automated production and data-intensive work.
For water, establish source, daily allocation, quality, storage, treatment and discharge limits. For effluent, identify the common treatment plant, connection standards, testing obligations and the cost of handling streams that the common system cannot accept. Confirm telecom carriers, route diversity and service-level remedies. Obtain geotechnical information, flood or drainage history and the scope of internal-road maintenance before finalising a land price.

Map a normal shipment from supplier to site and from site to customer. Include gate hours, vehicle restrictions, turning radii, weighbridge access, loading-bay capacity, security checks and congestion at the final kilometre. Measure travel at the shifts you will actually run, not only at midday.
For export operations, document the route to airports, railheads and ports, the availability of container handling and the responsible customs or logistics providers. A site farther from a port can still win if it has reliable highway access and fewer internal delays; quantify the complete landed logistics cost instead of comparing kilometres alone.
5. Talent and startup support
Separate a theoretical labour pool from people you can hire and retain. Build a role-by-role hiring plan, identify nearby institutions and test salary, commute, transport and shift assumptions. Ask technology hubs for current incubation terms, desk or office expansion options, internet redundancy, conference and mentoring access, and the process for moving from incubation space into a larger office.

For factories, check operator availability, vocational training, contractor rules, canteen and transport requirements, and the ability to hire across multiple shifts. A lower rent can be uneconomic if a large share of staff must be transported from distant towns.

6. Incentive zone and approvals
Invest Karnataka states that the 2020–25 policy divides Karnataka into three incentive zones and that the project’s zone governs applicable incentives, rebates and concessions. The exact taluka classification must be checked in the policy annexure or current calculator. Because a later policy period may apply to a new project, obtain a written confirmation of the policy, zone and eligibility that will govern your investment rather than extrapolating from a promotional summary.
List every approval in sequence: land or lease execution, building plan, pollution consent, factory licence, fire approval, electricity and water connections, labour registrations, local permissions and any sector-specific licence. Ask who submits each application, what documents are required, the statutory timeline and the remedy for delay.
Karnataka Udyog Mitra is the nodal agency under the state Single Window mechanism. Its portal supports combined applications, downstream services, application tracking, incentive calculators, guided wizards and nodal-officer assistance. Use the system to create a traceable approval record, not merely to obtain a preliminary estimate.
7. Export and SEZ obligations
For an SEZ candidate, obtain the formal approval and authorised-operations documents, sector eligibility, customs arrangements, common-infrastructure description, space status and domestic-tariff-area rules. Confirm whether your proposed activity, subcontracting model, software service, repair operation or warehouse use is authorised.
Build a compliance calendar covering inventory controls, documentation, audits, customs interaction, service-provider access and domestic sales. Price personnel and systems needed to maintain those controls. If the project may become predominantly domestic, model a non-SEZ site in parallel so that a change in sales mix does not create an avoidable restructuring.

8. Expansion and resilience
Reserve the next phase before committing to the first one. Ask whether adjacent land is available, whether the lease permits additional floors or sheds, how common utilities scale, and whether expansion triggers a new environmental or fire approval. Record the operator’s right to reclaim, reconfigure or change common infrastructure.
Test resilience against power interruption, water shortage, flood, extreme weather, telecom failure, labour disruption and a single supplier or access road. Request documented business-continuity procedures and recovery times. A site that works only under perfect conditions is not a low-risk site.

Use a weighted score only after collecting evidence. The following model is an illustrative starting point; change the weights to match your project, but keep them identical for every candidate. Score each criterion from 0 (unacceptable or unverified) to 5 (documented and meets the brief), multiply by the weight, and record the evidence beside the score.

Do not let an attractive unverified claim receive a passing score. Use a separate status such as evidence pending and set a decision rule: for example, no candidate can be selected while a safety-critical utility, legal-use or approval item remains unconfirmed.
Know which facts are not available in a general directory
Public listings rarely provide a complete, current comparison. Treat the following as not stated until the responsible authority supplies a dated, project-specific answer:

Validate the shortlist through a documented process
- Prepare the project brief. Include activity, area, utility loads, discharge, headcount, shifts, export share, investment stages and commissioning date.
- Screen official sources. Use the KIADB, GIS and private-park search tools; consult the Industrial Policy 2025–30 cluster directions; and check STPI centres for technology operations.
- Keep two or three candidates. Do not discard a site until a comparable evidence request has been answered.
- Request a written data pack. Ask for plot or space identification, title or lease terms, permitted use, utility capacities, tariffs, connection dates, common-facility rules, expansion options and approval responsibilities.
- Inspect at operating times. Visit during shift changes and heavy-vehicle periods. Verify gates, roads, drainage, power equipment, water systems, telecom routes, safety equipment and neighbouring activities.
- Run the approval path. Enter the project in Karnataka Udyog Mitra’s Single Window process, use the incentive calculator and request the assigned nodal officer or escalation contact.
- Check export compliance separately. For an SEZ, obtain the zone’s formal operating and authorised-operations documents and model domestic sales and audit work.
- Score with evidence. Record source, date, responsible person, uncertainty and the financial consequence of every unresolved item.
- Make the offer conditional. Tie land, lease or fit-out commitments to satisfactory title, permitted use, utility capacity, approvals and agreed delivery milestones.
Match the category to common project profiles
Factory or component manufacturer
Start with KIADB or a private industrial park. Give the largest weights to permitted process, power, water, effluent, truck movement, supplier proximity and expansion land. Consider an EV or electronics cluster only after confirming that its promised testing, proving, homologation or ready-built facilities are operational or have a contractual delivery date.
Software, product or R&D startup
Compare Bengaluru, Mysuru, Hubballi-Dharwad, Mangaluru/Manipal and Davanagere using hiring evidence, internet redundancy, incubation terms, university connections and customer access. STPI’s presence can be a useful anchor for due diligence, but capacity, eligibility and commercial terms must be confirmed with the centre.

Export-oriented manufacturer or service provider
Shortlist SEZs only when the customs and authorised-operations regime matches the business model. Compare the same project in a non-SEZ industrial park as a control case. Include compliance staffing, inventory controls, domestic-tariff-area sales and potential policy changes in the total-cost model.
Red flags that should stop a decision
- The seller cannot identify the exact plot, lessor, title holder or permitted activity.
- Utility capacity is described as available in principle, without a sanctioned load, connection date or upgrade cost.
- A proposed cluster is presented as an operating facility even though no commissioning or service date is documented.
- An incentive estimate does not identify the applicable policy period, taluka or eligibility conditions.
- An SEZ pitch discusses benefits but not authorised operations, customs controls or domestic sales.
- The site has no credible answer for effluent, hazardous materials, fire access, flood drainage or emergency response.
- Expansion depends on neighbouring land that the operator will not reserve or price.
- Important commitments are verbal and absent from the allotment letter, lease, utility agreement or Single Window record.
Final decision rule
Select the location that satisfies the legal-use and safety requirements, has documented utilities and approvals, and scores best for the project’s actual operating model—not the site with the largest headline incentive or the most impressive brochure. Before committing capital, obtain written confirmations from KIADB or the private park operator, STPI where relevant, and Karnataka Udyog Mitra’s assigned nodal contact. Recheck vacancy, tariffs, policy eligibility and SEZ status immediately before signing because these facts can change after an initial shortlist.
