To compare government-debt interest costs fairly, put every country on the same footing: use the same general-government perimeter, debt definition, accounting basis, period and currency treatment. Report three measures together: gross interest payments as a percentage of GDP, gross interest payments as a percentage of government revenue, and an effective interest rate (EIR) calculated from accrual interest expense and a clearly defined debt stock. The first shows the economy-wide burden, the second shows pressure on the budget, and the third estimates the average cost of outstanding debt.

Start with three different questions

No single ratio answers how expensive public debt is. A country can rank high on one measure and low on another because its economy, tax base, debt stock and debt instruments differ. Treat the following measures as complementary rather than interchangeable.

Interest-to-GDP: the economy-wide burden

Interest-to-GDP compares annual general-government gross interest payments with nominal GDP:

It answers, “How large is the government’s annual interest bill relative to the economy that supports it?” Use accrual interest when comparing fiscal accounts, so interest is recorded as it is incurred rather than only when cash coupons are paid. This is a burden ratio, not an interest rate. A result of 4% means interest payments equal 4% of annual GDP; it does not mean the government pays a 4% yield on its debt.

Interest-to-revenue: budget affordability

Interest-to-revenue compares the same general-government gross interest expense with general-government revenue:

Interest-to-revenue (%) = 100 × gross interest payments ÷ general-government revenue

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This ratio asks how much of government receipts is absorbed by interest before spending on services, transfers or public investment. It is especially useful when comparing economies with different tax bases. A relatively small interest-to-GDP ratio can still consume a large share of receipts in a country with low revenue relative to GDP. Revenue must cover the same sector and use the same accounting basis as the interest numerator.

Effective interest rate: the average cost of existing debt

The EIR estimates the average interest cost on an identified debt stock:

Effective interest rate (%) = 100 × accrual interest expense ÷ specified debt stock

OECD defines effective interest rates as “the ratio of interest payments to debt stock” estimated under accrual accounting using a combination of data sources. State whether the denominator is beginning-of-period debt, end-of-period debt or an average of the two. Beginning-of-period debt is often preferable for a one-year debt-dynamics calculation; OECD debt-dynamics work divides interest payments by the previous-period debt stock. An average stock can better represent debt outstanding throughout the year when issuance or redemption is substantial.

Measure Calculation What it tells you Essential qualification
Interest-to-GDP 100 × gross interest payments ÷ nominal GDP Scale of the interest burden for the whole economy Not an interest rate; use the same year and general-government perimeter
Interest-to-revenue 100 × gross interest payments ÷ general-government revenue Share of receipts needed to service interest Revenue and interest must use identical sector and accounting definitions
Effective interest rate 100 × accrual interest expense ÷ stated debt stock Average cost of outstanding debt Identify stock timing, instruments, valuation and accrual convention

Fix the government perimeter before collecting data

Use consolidated general government whenever possible for an apples-to-apples fiscal comparison. It normally covers central, state or regional and local government, plus social-security funds, while removing transactions within government so that one public body’s liability to another is not counted twice. If one country is measured on a central-government basis and another on a general-government basis, their interest bills are not directly comparable.

The IMF World Economic Outlook definition includes liabilities that require payment of interest or principal: special drawing rights, currency and deposits, debt securities, loans, insurance, pensions, standardized guarantees and other accounts payable. It excludes equity and investment-fund shares, financial derivatives and employee stock options. Record the exact perimeter used by the source rather than assuming that every “public debt” series covers the same liabilities.

Gross debt and net debt answer different questions

Gross debt is the government’s outstanding liability stock before subtracting financial assets. Net debt subtracts specified financial assets and is consolidated to avoid double counting. Gross debt is generally the natural denominator for an interest-cost comparison because the interest bill is generated by liabilities. Net debt can be useful for assessing the government’s balance-sheet position, but it should not be mixed with gross interest payments without explaining the conceptual difference and the assets removed.

Document the scope in every dataset

  • Government level: general, central, state or local.
  • Consolidation: consolidated or unconsolidated.
  • Debt basis: gross or net.
  • Instruments included: securities, loans and any other liabilities.
  • Valuation: nominal, face-value, book-value or market-value.
  • Currency composition: domestic and foreign currency.
  • Interest basis: cash paid or accrual expense.
  • Period: calendar year or fiscal year.
  • Status: observed, estimated or projected.

Make debt definitions comparable

Two debt-to-GDP figures for the same country can both be valid and still differ materially. OECD documents several debt measures, labelled D1 through D4, that vary in instrument coverage, valuation and consolidation. D1 covers debt securities and loans. D4 is the broadest total-gross-debt measure. The Maastricht debt measure is a separate European Union concept and should not be silently substituted for an OECD or IMF series.

Definition label What is established How to use it
OECD D1 Debt securities and loans Use only against an interest numerator and GDP series built for the same perimeter
OECD D2 or D3 Alternative OECD debt perimeters; included instruments and valuation depend on the release metadata Read the edition’s methodological notes before ranking countries
OECD D4 Broadest OECD total-gross-debt measure Do not compare with D1, net debt or Maastricht debt as if they were identical
Maastricht debt Separate European Union debt concept Keep it in a distinct series and label the legal and accounting basis

For a ranking, put the debt-definition label beside every observation. A country can move up or down the table simply because one source includes additional liabilities, uses a different valuation or consolidates public-sector positions differently.

Align periods, currencies and accounting

Use one period for every input

Interest, GDP, revenue and debt must refer to the same calendar year or the same fiscal year. Do not divide a calendar-year interest bill by a fiscal-year debt stock unless the mismatch is explicitly justified. If a country reports on a fiscal year that differs from the calendar year, preserve that convention and mark it in the table.

Keep ratios in local currency

For percentage ratios, local currency is usually safest because numerator and denominator are internally consistent. Convert to a common currency only when presenting absolute interest amounts or debt levels. State whether conversion uses an annual average exchange rate, an end-period rate or another convention. OECD uses year-end exchange rates when converting country figures to US dollars for aggregate calculations; that convention is not automatically appropriate for every country-level comparison.

Separate cash from accrual interest

Cash interest records coupon payments and other cash outlays when paid. Accrual interest records the economic cost as it accumulates, including the effect of issuance discounts, premiums and inflation indexation where the accounting framework requires it. Use one basis consistently. Combining cash interest for one country with accrual interest for another can create an artificial ranking, especially when payment dates or debt restructuring differ.

Understand why similar debt ratios produce different interest bills

Fixed-rate debt reprices slowly

Most government debt is fixed-rate, so a change in market yields does not immediately reprice the entire stock. OECD reports that countries rarely refinance more than one-quarter of their debt in a year. Under accrual accounting, interest therefore tends to rise gradually as old securities mature and new, more expensive debt is issued. A country with a long average maturity can experience a delayed increase in its EIR even after market rates have risen sharply.

Floating-rate and short-term debt reset quickly

Floating-rate instruments periodically reset their coupons against a reference rate. Treasury bills and other short-term instruments mature frequently and must be rolled over. These components transmit changes in policy rates or market funding conditions to the interest bill faster than long-term fixed-rate bonds. Record the share that reprices or matures within one year when explaining a country’s exposure.

Inflation-linked debt can dominate the accrual bill

Inflation-linked bonds adjust principal, coupons or both according to an index. When inflation rises, the indexed increase can appear as accrual interest even if the cash coupon is unchanged. OECD reports that inflation-linked bonds represented about 8% of OECD debt stock but around 30% of interest payments in 2022. The figures are an OECD-wide 2022 observation, not a universal country ratio; use each country’s instrument data where available.

Currency and investor structure matter

Foreign-currency debt exposes the government to exchange-rate movements and refinancing conditions in external markets. Domestic-currency debt gives the issuer more control over the currency of repayment but does not eliminate interest-rate or inflation risk. The investor base, maturity schedule and concentration of upcoming redemptions affect how quickly a yield shock reaches the budget. Include domestic- and foreign-currency shares, average maturity and refinancing needs alongside the three core ratios.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Put interest costs in a debt-sustainability framework

Interest ratios describe pressure; they do not by themselves determine solvency. Pair them with nominal GDP growth, inflation, the primary balance, maturity and refinancing profiles, currency composition and the investor base. The OECD debt-dynamics framework decomposes debt changes into interest, inflation, real growth, the primary balance and stock-flow adjustments.

Compare the EIR with nominal GDP growth rather than with inflation or real growth alone. If the effective rate is persistently above nominal growth, stabilising the debt ratio generally requires a stronger primary balance, although valuation changes and other stock-flow adjustments can offset or amplify that relationship. A country with a high interest-to-GDP ratio may still have manageable refinancing risk if it has long maturities, a large domestic investor base and strong revenue. Conversely, a lower ratio can conceal vulnerability when debt is short-term, foreign-currency denominated or concentrated among a small group of investors.

There is no single official interest-cost threshold that makes debt unsustainable for every country. A 4% interest-to-GDP ratio has different implications for a high-revenue, long-maturity, domestic-currency issuer than for a low-revenue, foreign-currency borrower. Treat any proposed cutoff as scenario-specific and identify the model, assumptions and time horizon behind it.

A reproducible comparison workflow

  1. Write the scope statement. Specify general or central government, gross or net debt, consolidation, instruments, valuation, currency and accounting basis. State the calendar or fiscal year.
  2. Select one source vintage. Use observations from the same release where possible. If you combine sources, record the publication date and explain any definitional bridge.
  3. Collect the four core inputs. Obtain gross interest expense, the chosen debt stock, nominal GDP and general-government revenue. Keep each value in its original currency and unit until the ratio is calculated.
  4. Choose the debt denominator convention. Use beginning-of-period or average debt for the EIR and write that choice in the column heading or notes. If the source supplies only end-period debt, disclose the limitation.
  5. Calculate the ratios. Apply the formulas above without rounding intermediate values. Round only the displayed result, normally to one decimal place, and retain the unrounded calculation in the data file.
  6. Check the accounting basis. Confirm that interest is accrual or cash as intended and that revenue belongs to the same government sector.
  7. Audit the debt definition. Match D1, D4, Maastricht, IMF or another series only with an interest numerator and GDP denominator designed for that same perimeter.
  8. Add transmission indicators. Record average maturity, the share refixing within one year, fixed/floating/inflation-linked shares, domestic- and foreign-currency shares and refinancing needs.
  9. Flag uncertainty. Mark estimates, projections, missing observations, breaks in series and countries with incomplete instrument coverage.
  10. Publish the metadata. Store the exact source title, URL if available, download date, release vintage, units and transformation formula so another analyst can reproduce every cell.

Use a calculation table that exposes the assumptions

A ranking without metadata is difficult to audit. Build a working table with one row per country and period and at least these fields:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Field Required entry
Country and period Country name plus calendar or fiscal year
Government perimeter General, central or another stated level; consolidated status
Debt definition Gross or net; D1, D4, Maastricht, IMF or other named measure
Interest expense Gross interest; cash or accrual; local-currency unit
Debt stock Beginning, average or end-period stock and valuation basis
GDP and revenue Nominal GDP and same-perimeter government revenue
Currency Original currency and any conversion convention
Vintage and status Release date; observed, estimated or projected
Instrument notes Maturity, refixing, indexation and currency shares where available
Source record Exact source title, URL when supplied and download date

Keep the source values and calculated ratios in separate columns. That makes it possible to update a vintage without losing the original observations or accidentally mixing revised and unrevised data.

Interpret rankings without common traps

Do not rank by debt-to-GDP alone

Debt-to-GDP measures the size of liabilities relative to the economy, not the price paid on those liabilities. Two countries with similar debt ratios can have different EIRs because their issuance yields, maturity structures, indexation and currencies differ.

Do not call a bond yield the government’s interest cost

A current ten-year bond yield is a market price for new borrowing or a security traded today. The general-government interest bill covers the entire existing stock, including older securities issued at different yields, loans and other instruments. Compare a bond yield with an EIR only after stating that one is a marginal market rate and the other is an average accrual cost, often on a different government perimeter.

Do not mix gross interest with net interest income

Gross interest payments show the cost of liabilities. Net interest subtracts interest received on government financial assets and answers a different question. Use one concept consistently across countries and label it clearly.

Do not hide revisions or estimates

National accounts and debt data are revised. OECD’s 2025 figures in its 2026 reporting are estimates and include only countries with available data for some calculations. Label an estimate beside the number, retain the source vintage and avoid presenting a partial-country aggregate as a complete world total.

Do not treat missing coverage as zero

If a country lacks a component or a year, write “not stated” with the source note rather than inserting zero. A missing inflation-linked share, maturity statistic or revenue value is an information gap, not evidence that the component is absent.

Choose sources and vintages deliberately

OECD

OECD Global Debt Reports, Economic Outlook releases, borrowing surveys and the EIR annex provide comparable information for OECD members, including interest expenditure, debt composition, issuance yields and methodology. Its 2026 reporting estimates aggregate OECD interest expenditure at 3.3% of GDP for 2025, close to the 3.4% peak of the previous decade. Both figures are OECD estimates and should be labelled as such; they are not a timeless OECD-wide rate or a forecast for every member.

OECD’s methodology also provides the quoted EIR definition and explains why debt measures and interest costs need metadata. Use the edition’s country coverage and footnotes when constructing a cross-country table.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

IMF

The IMF World Economic Outlook supplies standardized gross- and net-debt concepts and a broad country set. IMF Government Finance Statistics can provide government revenue and expense data on a consistent public-sector basis. Confirm whether the selected series is an observation, estimate or projection and whether the coverage matches the debt series.

World Bank

The World Bank’s Quarterly Public Sector Debt database supplies detailed quarterly public-sector debt data and metadata in standard formats. Participation and coverage vary by country, so use its notes to identify missing instruments, breaks or non-comparable reporting.

How to present the finished comparison

A reader should be able to see the burden, affordability and average cost in one view. A useful headline table contains country, period, interest-to-GDP, interest-to-revenue, EIR, gross debt-to-GDP, average maturity and the share of debt that refixes within one year. Add columns for fixed, floating, inflation-linked, domestic-currency and foreign-currency shares when the data support them.

Put a definition note directly below the table: government perimeter, consolidation, debt measure, interest basis, denominator timing, currency treatment, source vintage and estimate flag. If countries use different definitions, split them into separate panels rather than sorting them into one league table.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Charts should use the same scale and period. A scatter plot of EIR against nominal GDP growth can show debt-dynamics pressure; a second plot of interest-to-revenue against refinancing needs can show budget vulnerability. Do not imply causation from a ranking alone. Explain whether a high value reflects legacy debt, recent rate changes, inflation indexation, currency depreciation, a narrow revenue base or a one-off accounting effect.

Final decision rule

The most defensible cross-country comparison reports all three ratios, uses consolidated general government where possible, matches the debt definition and accounting basis, and publishes the metadata needed to reproduce each calculation. Read interest-to-GDP as economic burden, interest-to-revenue as fiscal affordability and EIR as the average cost of the existing debt stock. Then use maturity, repricing, indexation, currency and debt-dynamics indicators to explain why the numbers differ and whether a high current bill is likely to persist.
