To compare electricity plans, calculate what each would have charged for your household’s actual usage, then compare the full bill and contract terms—not just the advertised rate per kilowatt-hour. The rules, fees, protections and official comparison tools depend on where you live, so start with your local utility or energy regulator.
What to gather before comparing plans
Get a recent electricity bill and, if available, your usage history for a full year. Record the kilowatt-hours (kWh) used in each billing period. Seasonal heating or cooling can make one month a poor guide to your typical consumption.
If your bill or utility portal shows when electricity was used, keep that breakdown too. It helps evaluate time-of-use plans, which charge different rates at different times. Without interval data, you can still compare plans using available usage figures, but your estimate may be less precise if rates vary by time.
Identify how each plan charges for electricity
Plan labels do not tell you which offer will cost less. Check the rate rules and how they apply to your consumption. The Australian Government’s electricity pricing plans and tariffs guidance describes common tariff structures; Ontario’s Energy Board explains its local options in Choosing your electricity price plan.

In general, you need to set the overload power to 1800W before using. Just press the "function" button for more than 3 seconds to enter the setting
- Data Memory Function: The wattage meter will record your power consumption data when you remove it from socket, or remove appliances from the electricity monitor. You can directly see the last data when you use it next time. This function can also automatically save the data when there is a sudden power failure
- Flat or single-rate: The usage rate is the same regardless of when you use electricity.
- Block or tiered: The rate changes after you pass a usage threshold during a billing period. Check whether different rates apply to usage below and above the threshold.
- Time-of-use (TOU): The usage rate varies by time period. The schedule may also distinguish weekdays, weekends or seasons.
These structures make different things matter: with time-of-use pricing, when you use electricity affects the calculation; with tiered pricing, how much you use in the billing period affects it. A plan’s label alone does not establish that it is cheaper.
Ontario’s tier thresholds are a local example
The Ontario Energy Board lists residential Tiered thresholds of 1,000 kWh in winter, November 1 through April 30, and 600 kWh in summer, May 1 through October 31. These thresholds apply to Ontario’s regulated plan and are not universal. Check your local regulator’s current rules rather than applying them elsewhere.

Estimate the total cost using the same usage
For each offer, apply your recorded consumption to its rate periods or tiers. Then add recurring supply or service charges and any other applicable offer-specific fees. Use the same usage history and comparison period for every plan so the results are comparable.
- Calculate usage charges. Multiply kWh in each applicable period or tier by that rate, following the plan’s billing rules.
- Add fixed charges. Include daily or monthly supply or service charges that apply regardless of how much electricity you use.
- Include other applicable charges. Check whether the offer adds fees or bill components beyond the advertised energy rate. Their treatment varies by location and plan.
- Compare estimated totals. Compare the resulting costs over the same billing periods. If your usage varies seasonally, include representative periods or a full year.
Electricity bills may include charges beyond the energy price. In Ontario, for example, the Ontario Energy Board distinguishes delivery and other bill components; it also provides an electricity rates page and bill calculator. In Australia, official guidance recommends using government comparison resources. Use the official tool for your own area where one is available, and check that its assumptions reflect your consumption rather than average use.

Check the contract, discounts and rate certainty
Before switching, read the offer itself. The rate may last for a stated term or be subject to change; a fixed rate can provide price certainty for its term, but does not guarantee a lower total bill. Check what happens when an introductory offer ends and whether the quoted discount depends on payment method, eligibility or other conditions.
- How long does the quoted rate apply, and can it change?
- Is there a contract term, and what are the exit or cancellation costs?
- Are discounts conditional, and what happens if you no longer meet the conditions?
- Who is eligible for the offer, and are there fees beyond the quoted rates?
- What rate or plan applies when a fixed-term or introductory offer ends?
Compare the offer with your utility’s applicable alternative, not only with another retailer’s advertisement. Ontario’s Energy Board provides guidance on energy contracts, including comparing contract terms with utility charges. Australia’s competition regulator also advises consumers to compare plans and check usage and payment conditions in its electricity prices and plans guidance.

Match the plan to your household’s routine
A TOU plan may suit a household that can shift a substantial share of its electricity use to cheaper periods. A flat-rate or tiered plan may be a better fit if you value flexibility about when you use power. Judge the fit using your own usage pattern and the plan’s actual schedule or thresholds, rather than assuming a particular structure is inherently best.
Fixed-price offers can make the energy rate more predictable for the stated term. Singapore’s Energy Market Authority explains fixed-price plans and retailer comparisons in its Buying from a retailer guidance. A fixed rate is price certainty, not proof that the total bill will be lower: usage, fixed charges and other applicable costs still affect what you pay.

Keep local billing rules in view
Some charges are specific to a market and should not be assumed to work the same way elsewhere. In Ontario, the Energy Board says its regulated TOU, Ultra-Low Overnight (ULO) and Tiered prices include an estimate of the Global Adjustment. Customers on a retailer contract pay their share of the Global Adjustment on top of the contract price. That Ontario billing detail does not describe electricity contracts in other jurisdictions; consult your local regulator or utility for the charges that apply to you.
A practical shortlist for the final decision
Once you have estimated costs and checked contract terms, compare shortlisted offers on the same basis:
- Expected total cost using your household’s historical usage.
- Supply or service charges plus every applicable usage rate.
- Exposure to time periods, tiers or thresholds that match your consumption.
- Rate certainty and contract duration.
- Discount conditions, eligibility, fees and exit terms.
- Local charges, consumer protections and the utility’s alternative plan.
Confirm the bill calculation and applicable terms before switching. Rates, thresholds, offers and comparison tools can change, so use current information from your local utility or regulator.
