Get at least three detailed, written quotes based on the same drawings, specification and assumptions. The lowest headline figure is meaningful only after you align scope, VAT, provisional sums, exclusions, programme, payment stages, insurance and warranty terms.
For a complex extension, new build or project with uncertain existing conditions, an independent Chartered Quantity Surveyor or Building Surveyor can prepare a cost plan and tender comparison before you appoint a contractor.
Start with one scope that every builder must price
Quotes are comparable only when each contractor is pricing the same job. A request such as “price the extension” or “replace the roof” leaves too much room for different assumptions. One builder may include scaffolding, waste removal, insulation and making good while another prices only the visible construction.

- Groundworks, drainage and foundations
- Structural frame, floors, walls and roof
- Windows, external doors, insulation and airtightness details
- Electrical, plumbing, heating, ventilation and controls
- Internal finishes, sanitaryware, kitchen or fitted units
- External works, paths, driveways, boundaries and landscaping
- Testing, certification, cleaning, snagging and reinstatement
State the quality and model assumptions for items that affect price, such as window performance, tile type, sanitaryware, doors, flooring, paint system and kitchen appliances. If the design is not final, identify the decision date and ask bidders to price a clearly labelled allowance rather than silently choosing a cheaper product.
When professional preparation pays
The Society of Chartered Surveyors Ireland says that time spent planning and preparing a building project is vital. On a large or technically uncertain job, appointing an independent Chartered Quantity Surveyor (QS) or Building Surveyor can cost less than correcting an incomplete tender. A QS can turn the design into a measured schedule, cost plan and tender comparison; a Building Surveyor can investigate existing defects and define repair work. Independence matters: the person comparing prices should not be rewarded for selecting a particular contractor.
What a complete Irish construction quote should show
Ask for a quote in writing, itemised by work package, with a clear pricing basis. A fixed total is easiest to compare, but a measured-term or cost-plus arrangement can be appropriate when quantities cannot be known. In that case, the quote must explain the rates, mark-ups, measurement rules and supporting records.

| Payments | Are deposits and stage payments tied to measurable completed work? Is retention or a snagging holdback explained? |
| Warranty and insurance | What workmanship or product warranty applies, who carries public and employer’s liability insurance, and how are claims handled? |
| Variations | Must changes be approved in writing before work starts, and does the process state the price, VAT and time effect? |
A quote that omits one of these fields is not automatically wrong, but you should obtain a written answer before treating it as comparable. Keep the quote, drawings, schedules and clarifications together; a verbal promise is difficult to enforce later.
Build a comparison matrix instead of ranking totals
Create a spreadsheet with one row for every work package and one column for each contractor. Add columns for VAT treatment, provisional or prime-cost allowance, exclusion, clarification and status. Mark every cell included, excluded, allowance or unclear. Send the completed matrix to each bidder and ask them to resolve every “unclear” entry in writing.

- Copy the scope into the first column. Use the same wording and drawing references supplied to all bidders.
- Enter the quoted amount and basis. Separate labour, materials and subcontract elements when the quote provides them. Record whether VAT is already included.
- Normalise allowances. Put provisional sums and prime-cost amounts in separate columns. Do not compare a firm price from one builder with an unpriced allowance from another.
- Add exclusions beside the affected package. An exclusion for scaffolding, waste or certification belongs against the relevant line, not in a remote footnote.
- Issue clarification questions simultaneously. Give every contractor the same questions and circulate any design answer to all of them.
- Calculate an adjusted comparison. Add items that one bidder excluded only when you have a reliable price or agreed allowance. Keep the original tender total visible so the adjustment is auditable.
- Investigate both extremes. A high quote may include difficult access, a better specification or realistic risk allowances. A low quote may omit work, VAT, waste or certification. Neither total should be accepted without explanation.
Do not delete a contractor from consideration because of one unexplained line. Ask for a revised, signed clarification or a new quote. The goal is three comparable offers, not three numbers produced under different assumptions.
Hidden costs that commonly surface during Irish projects
VAT ambiguity
Revenue identifies construction, extension, alteration and demolition, together with building, electrical, plumbing, heating, painting, roofing and flooring, as construction services. A reduced VAT treatment generally applies to construction services, subject to the particular service and contract structure. The quote must state whether VAT is included, the rate used and the contractor’s registration details. If the contractor is not registered or the contract combines different supplies, the treatment may differ; obtain a written explanation rather than assuming a quoted total is gross.

Different interpretations of the same work
“Roof replacement” can mean anything from supplying new coverings to a full strip, felt, battens, tiles, flashings, gutters, scaffolding, insulation upgrades, waste removal and internal repairs. Require each component to be listed. The same issue arises with kitchens, bathrooms, rewiring, heating upgrades and external paving.
Defects revealed after opening-up
Rot, poor ground, defective wiring, asbestos, blocked or damaged drainage and structural defects may not be visible at tender stage. Ask whether the contractor has inspected accessible areas and what investigation is included. For unknown work, define an allowance and a written variation rule: the contractor should describe the discovery, provide photographs or other evidence, price the remedy and state the time effect before proceeding, except where immediate action is needed for safety.
Access and site logistics
Restricted roads, limited parking, long carrying distances, neighbour protection, security, scaffolding, weather protection and temporary accommodation can change labour and plant costs. Require these to appear as line items or explicit exclusions. Confirm who obtains permits, protects occupied areas and pays for additional visits caused by access restrictions.

Professional, statutory and compliance costs
Design revisions, planning applications, building-control work, Assigned Certifier or Building Control Amendment Regulations (BCAR) roles, certificates, testing and utility connections may sit outside a builder’s price. Write one responsibility against each item: client, designer, contractor or specialist. A quote that says “by others” without naming those others leaves a budget gap.

Skips, transport, disposal charges, hazardous-waste handling, final cleaning, plaster repairs, repainting and reinstatement of floors or gardens are frequent omissions. Include them in the relevant work package and specify the standard of the finished surface.
Specification changes
Upgrading windows, tiles, sanitaryware, doors, kitchens or finishes after the contract starts creates variations and can delay ordering. Freeze a finish schedule before signing where possible. If a selection is undecided, set a realistic allowance and a date by which the choice must be made; ask for the installed price of upgrades, not just the product difference.
Time overruns and financing
A programme without dates, milestones and delay responsibilities makes extra accommodation, storage, interest or rental costs hard to challenge. Record the planned start and completion dates, events that justify an extension, notice periods and how revised dates are agreed. Payment should follow completed, inspectable stages rather than calendar dates alone.
Large deposits and payment exposure
A substantial upfront payment creates a loss if a contractor stops work. Agree a deposit that reflects demonstrable mobilisation or specially ordered materials, then use staged payments against measurable progress. Keep invoices, payment confirmations, photographs and sign-off records. Never release the final amount until agreed snagging and documentation are complete; any retention arrangement should be written into the contract.

Check the builder before accepting a quote
Price is only one part of the decision. Carry out the same checks on every shortlisted contractor and record the answers.
- Request two recent, comparable projects and speak directly with the clients. Ask about variations, delays, communication, defects and whether the final account matched the agreed changes.
- Verify the legal business name, trading address, contact details and VAT information. Make sure the name on the quote and contract matches the entity receiving payment.
- Ask for current public-liability and employer’s-liability insurance evidence, including policy limits and expiry dates. Confirm which subcontractors carry their own cover.
- Check relevant registrations and trade qualifications. Where electrical or gas work is included, verify that the specialists hold the applicable Irish registrations.
- Look for a clear written contract incorporating the final scope, price, VAT, programme, payment schedule, warranty and variation procedure.
- Document every clarification by email or a signed tender addendum. Do not rely on a site conversation that never reaches the contract.
CheckIreland’s consumer checklist similarly calls for a written, itemised quote showing VAT, dates, warranty, insurance and relevant registrations, with exclusions such as scaffolding, skips, making good and certification identified.
Choose on risk-adjusted value, not the cheapest headline
After clarifications, score each contractor against the factors that determine what you will actually receive:

| Professional oversight | Would independent QS, Building Surveyor, designer or certifier involvement reduce technical and cost risk? |
There is no independent official Irish price list for domestic building work. Market-derived benchmark ranges can help you formulate questions, but they are not a verdict on a contractor and should not replace a project-specific scope and tender comparison.

Put the agreement and change process in writing
The signed contract should incorporate the final quote, drawings, specification, clarification schedule and programme. Define how instructions are issued, who may approve a variation, how the price is calculated, whether VAT is added, and how the completion date changes. Require a written quotation for the variation before work starts whenever practical.

For each payment application, ask for the stage completed, materials stored on site, approved variations, VAT and amount previously paid. Keep a running cost report showing the original contract sum, approved changes, pending decisions, provisional-sum movements and forecast final cost. This makes an overrun visible while there is still time to change the design or funding plan.
What to do if work is poor, incomplete or abandoned
1. Record the problem
Photograph defects and unfinished areas with dates, retain drawings and inspection notes, and keep all quotes, invoices, contracts, messages and payment records. Do not remove defective work before the contractor has had a fair opportunity to inspect it, unless safety requires immediate action.
2. Notify the contractor promptly
Write a concise notice identifying each missing or defective item, the contract or specification reference, the evidence attached and the remedy requested. Set a reasonable response and completion date. Ask the contractor to confirm whether access, materials or another issue is preventing the remedy.
3. Protect the site and your payment position
Do not make further stage payments for work that has not been completed or approved. If the site is unsafe or exposed, take proportionate temporary measures and keep receipts. Obtain an independent inspection or costed report when the cause or remedy is disputed.
4. Use consumer remedies where applicable
The Competition and Consumer Protection Commission says Irish home-improvement consumers are protected by the Consumer Rights Act 2022. Where a service is not as agreed, remedies can include bringing it into conformity, a price reduction or termination in qualifying circumstances. If the trader cannot correct the problem without significant inconvenience, explain in writing why another remedy is required and retain evidence of the opportunity given to repair.
5. Escalate proportionately
Try a documented final resolution request before escalating. Qualifying claims up to €2,000 can use the small-claims procedure. For larger losses, obtain legal advice on the contract, evidence and appropriate forum. If the contractor has stopped trading, check the legal entity and preserve records before paying another firm to complete the work.
A practical tender checklist
Use this checklist before selecting a contractor:
- Three or more bidders received the identical drawings, specification and schedule.
- Every work package is marked included, excluded, allowance or resolved.
- VAT status, rate and registration details are confirmed in writing.
- Provisional sums and prime-cost allowances have assumptions and adjustment rules.
- Scaffolding, skips, waste, testing, certification, making good and landscaping have an identified payer.
- Existing-condition investigations and the variation process are agreed.
- Start, completion, milestones, access assumptions and delay notices are documented.
- Payments are staged against measurable progress, with snagging and retention terms clear.
- Insurance, registrations, qualifications, legal identity and recent references are checked.
- The final scope, price, VAT, programme, warranty and change procedure are signed by both parties.
Only after these checks should you compare adjusted totals. If two offers remain close, the contractor with clearer assumptions, stronger references and better cost control may represent lower total risk even when its initial figure is not the lowest.
