Compare China State Construction International (CSCI, Hong Kong stock code 03311) with Asian infrastructure shares on the same fiscal year, reported currency, business mix, geography, order-book quality, cash conversion, leverage, dividends and valuation. CSCI is not a pure rail or road contractor: its 2024 revenue included a larger contribution from construction-related investment projects than from construction contracts. That makes a revenue-only comparison with transport-heavy groups such as China Railway Construction Corporation (CRCC) or China Railway Group (CREC) misleading.

The latest complete CSCI baseline is its 2024 audited year: revenue of HK$115,106.744 million, profit attributable to owners of HK$9,361.017 million, operating cash inflow of HK$2,007 million and total dividends of HK$0.615 per share. Its project portfolio comprised 373 projects with HK$631.14 billion of aggregated attributable contract value at year-end. Treat those as historical reference points; refresh interim results, share prices and valuation multiples before making an investment decision.

What CSCI actually owns and operates

China State Construction International Holdings Limited is listed in Hong Kong under 03311. Its core exposure is Mainland China, Hong Kong and Macau construction, supplemented by construction-related investment projects, facade contracting and infrastructure operation. The mix is important because an investment project can have a different margin, working-capital cycle, financing requirement and completion pattern from a conventional building contract.

CSCI 2024 measure Reported result How to use it
Revenue HK$115,106.744 million Use as the consolidated denominator, not as a direct proxy for comparable engineering volume.
Profit attributable to owners HK$9,361.017 million Pair with operating cash flow and net debt before judging earnings quality.
Net operating cash inflow HK$2,007 million Test whether profit is converting into cash; one year is not a complete cycle.
Total dividends HK$0.615 per share Calculate a current yield only after obtaining the current 03311 share price.
Projects in progress 373 Check concentration, customer, funding source and completion timing rather than counting projects alone.
Aggregated attributable contract value HK$631.14 billion Compare with revenue as an order-book indicator, while recognizing that it is not the same as guaranteed near-term sales.

Dividing the reported contract value by 2024 revenue gives an indicative 5.48 times (HK$631.14 billion divided by HK$115.106744 billion). That arithmetic is useful for scale, but it does not show when projects will be recognized, how profitable they are or how much cash has already been invested.

CSCI’s 2024 revenue streams

Segment Revenue (HK$ million) Approximate share of consolidated revenue Comparison question
Construction contracts 47,533.524 41.3% How much is traditional contracting and what are its payment terms?
Construction-related investment projects 58,836.595 51.1% What capital is tied up, and when do investment returns and cash receipts arrive?
Facade contracting 3,938.381 3.4% Does specialist work add resilience or follow the same building cycle?
Infrastructure operation 723.535 0.6% Are operating assets creating recurring cash flow?

Shares are calculated from the reported segment and consolidated figures and may not total 100% because consolidated reporting includes other items and eliminations. The key observation is structural: investment-project revenue exceeded construction-contract revenue in 2024. A peer with a much larger rail-construction share should therefore be compared on segment margins, contract assets, receivables and cash flow, not just total sales.

Use the right Asian peers for the question you are asking

Company Why it is a useful comparator Known 2024 disclosure What it does not tell you by itself
CSCI Hong Kong-listed group focused on Mainland China, Hong Kong and Macau construction and construction-related investments. HK$115,106.744 million revenue; HK$9,361.017 million attributable profit. It does not isolate a pure transport-infrastructure margin or guarantee that contract value will become near-term cash.
CRCC Transport-heavy benchmark spanning construction, infrastructure operation, equipment manufacturing and emerging industries. 2024 infrastructure-project revenue of RMB577.315597 billion, 54.10% of total revenue. Its scale and global reach make its mix materially different from CSCI’s Hong Kong/Macau concentration.
CREC Large rail and infrastructure contractor useful for testing scale and cyclical sensitivity. 2024 infrastructure-construction revenue of RMB1,020.533 billion, down 9.9% year on year. Its business mix is not identical to CSCI’s investment-project model.
CCCC Best additional reference when marine, port, dredging and international transport exposure matters. Its 2024 annual report provides transport and infrastructure engineering discussion and audited statements. Without normalizing segment and currency data, its global and marine exposure can distort a simple ranking.
China State Construction Engineering Corporation Large Chinese construction-company and parent-group context for scale. Its 2024 annual report supplies another listed-company reference point. Use listed-company segment disclosure rather than assuming parent-group scale is directly comparable to CSCI.

CRCC describes itself as “a globally renowned construction operation contractor, infrastructure operator, high-end equipment manufacturer, and emerging industry developer.” Its annual report also states that it operates in 148 countries and regions, constructs 50% of China’s conventional and high-speed railways, 40% of urban rail transit and 30% of high-grade roads. Those figures explain why CRCC is a transport and geographic-diversification benchmark, not a like-for-like substitute for CSCI.

Normalize fiscal years and currencies before calculating ratios

Put every company on the same reporting period. CSCI’s figures above are for the 2024 financial year, with annual-report disclosures published mainly in 2025. CRCC and CREC figures cited here are also 2024 fiscal-year disclosures. Check whether a later interim report has changed revenue, debt, cash or guidance.

  1. Record the reporting date. Write the financial year and whether the number is audited annual, interim or trailing twelve months.
  2. Keep reported currency visible. Show CSCI in HK$, CRCC and CREC in RMB, and do not silently convert a figure in a table.
  3. Choose one conversion date for secondary analysis. If you convert to a common currency, state the exchange-rate date and use the same rate for every company.
  4. Separate accounting scope. Check consolidated versus segment revenue, joint ventures, associates and eliminations before dividing one company’s number by another’s.
  5. Align share counts and prices. Use the same close date, basic or diluted share count and treatment of treasury shares when calculating market capitalization and per-share ratios.

Currency conversion can create an apparent ranking change without any operating change. For an investor in a Hong Kong listing, reported HK$ figures should remain the primary reference; a converted table is secondary context.

Compare business mix, not headline revenue

Separate the economic engines

Create a segment map with at least six categories: building construction, transport infrastructure, construction-related investment, specialist or facade contracting, equipment manufacturing and operating assets. CSCI reports all four of its principal streams, while peers may place equipment, property, design or operation in different lines.

Rank #2
  • Contracting: examine gross margin, variation orders, advance payments, retention and customer type.
  • Investment projects: identify equity contributions, project-finance debt, concession or availability-payment terms and the timing of distributions.
  • Specialist work: test whether facade or other specialist contracting is tied to the same property cycle as general building.
  • Operating assets: look for tolls, utility payments or other recurring receipts and the maintenance capital they require.
  • Equipment and manufacturing: distinguish product sales from construction revenue and check inventory and warranty exposure.

Why the mix changes the interpretation of profit

Two companies can report identical revenue and net margin while having very different cash needs. A contractor may recognize revenue as work is certified, whereas an investment project can require years of capital deployment before distributions. For CSCI, the HK$58,836.595 million investment-project line was larger than the HK$47,533.524 million construction-contract line in 2024. Ask management disclosures for project-level profitability and cash movements instead of applying a single sector margin to the whole group.

Measure geography and customer concentration

CSCI 2024 revenue geography Share Interpretation
Mainland China 52.5% Exposure to Chinese public investment, property conditions, local-government finances and renminbi cash flows.
Hong Kong 35.7% Large home-market concentration with Hong Kong government and private-sector project cycles.
Macau 7.6% Smaller but distinct public-works and tourism/property-linked cycle.

The reported shares total 95.8%; the remaining proportion is not specified in the 2024 summary, so do not assign it to another region without the detailed note. Contrast this concentration with CRCC’s stated activity in 148 countries and regions. International breadth can diversify demand, but it adds foreign-exchange, political, legal, sanctions, repatriation and execution risk. A geographically concentrated group may have fewer cross-border risks while remaining more exposed to a single government-spending cycle.

For every peer, identify the five largest customers or contract counterparties when disclosed, the percentage of revenue from government entities, and whether receivables are due from central government, local-government financing vehicles, state-owned enterprises or private developers. Customer quality is a balance-sheet question, not merely a sales statistic.

Test backlog quality instead of counting orders

CSCI reported 373 projects in progress and HK$631.14 billion of aggregated attributable contract value at the end of 2024. CSCI’s annual report states: “At the end of 2024, the Group has 373 PROJECTS in progress with an aggregated attributable contract value of HK$ 631.14 billion.” Use the figure as an order-book scale indicator, then interrogate its quality.

  1. Classify the work. Split the portfolio into building, transport, investment and operating projects.
  2. Identify the payer. Record central government, local government, state-owned enterprise, private developer or other customer.
  3. Check funding. Note budget appropriation, concession income, project-finance commitments and whether funding is approved or merely planned.
  4. Map timing. Estimate annual recognition and completion dates; a large multi-year value may contribute little revenue in the next year.
  5. Review change risk. Examine cancellations, re-scoping, claims, variation orders and delayed certifications.
  6. Compare profitability. Rank backlog by expected margin and cash terms, not by contract value alone.

For CRCC and CREC, order books should be split between rail, roads, municipal works, buildings, overseas work and equipment. A transport-heavy order book can have long construction periods and milestone payments; an investment-led order book can carry greater capital and financing exposure. The same “backlog-to-sales” ratio is therefore only a starting point.

Compare cash conversion and balance-sheet risk

Start with a simple cash-conversion test

CSCI’s 2024 operating cash inflow was HK$2,007 million against HK$9,361.017 million of attributable profit. Dividing those reported figures produces an indicative 21.4% operating-cash-to-attributable-profit ratio for that year. It is a diagnostic, not a normalized conversion rate: construction cash flows can swing when customers settle certificates, retention, advances and contract assets.

Run the same calculation for each peer using the same fiscal year and then inspect a three-to-five-year series. A single positive year can hide earlier working-capital releases, and a single negative year can reflect deliberate investment in an expanding project portfolio.

Build a working-capital bridge

  • Receivables by customer type and aging, including amounts overdue.
  • Contract assets and liabilities, with movements caused by certification or advances.
  • Restricted cash, pledged deposits and guarantees that cannot fund ordinary operations.
  • Payables to subcontractors and suppliers, including any unusual extension of terms.
  • Cash paid for investment projects and equity contributions to joint ventures.
  • Net debt, lease liabilities, interest expense and debt maturity profile.

Do not treat customer advances as permanent free cash, or restricted cash as fully available liquidity. Compare net debt with operating cash flow and interest coverage, and separate project-level non-recourse debt from corporate borrowings where the notes permit.

Assess dividends and valuation without stale numbers

Dividend analysis

CSCI’s total 2024 dividend was HK$0.615 per share. The current dividend yield is HK$0.615 ÷ current share price, not HK$0.615 by itself. Obtain the latest 03311 closing price and confirm whether the dividend is final, interim, special or recurring. Then compare the payout with free cash flow, net debt and project-capital requirements.

For CRCC, CREC and CCCC, use each company’s declared dividend for the same fiscal year and keep currencies separate. A high payout can be less secure when operating cash flow is weak, receivables are rising or debt-funded investment is expanding.

Valuation data that must be refreshed

Metric Required inputs Status of the 2024 figures
Share price Exchange close on a stated date Not stated; refresh immediately before publication.
Market capitalization Share price multiplied by the appropriate current share count Not stated.
P/E Market capitalization divided by attributable earnings, with trailing or forward basis identified Not stated; do not infer from revenue.
Price-to-book Market capitalization divided by attributable equity Not stated.
EV/EBITDA Enterprise value, debt, cash and comparable EBITDA definition Not stated.
Dividend yield Declared annual dividend divided by current price Not stated; HK$0.615 is a historical per-share dividend, not a live yield.
Payout ratio Dividend per share divided by comparable earnings per share Not stated; confirm basic or diluted EPS and special dividends.

Use the same price date and earnings period for every listing. State whether a multiple uses reported, adjusted, trailing or forward earnings. If a peer’s EBITDA definition excludes project-company items while CSCI’s does not, EV/EBITDA is not a clean ranking until the definitions are reconciled.

Apply a repeatable comparison scorecard

A practical worksheet can prevent a cheap-looking stock from winning on one ratio while losing on cash risk. Fill these fields for CSCI, CRCC, CREC and any additional peer:

Category Fields to record Decision implication
Scale Revenue, attributable profit, total assets, employees and project count Shows size, but does not establish quality.
Mix Construction, transport, investment, specialist, equipment and operating percentages Determines margin, capital intensity and cyclicality.
Geography Domestic, Hong Kong/Macau and overseas revenue; top-country share Balances concentration against cross-border risk.
Backlog Contract value, backlog-to-sales, funded portion, completion schedule and customer Tests visibility and execution risk.
Cash Operating cash flow, receivables, contract assets, restricted cash and free cash flow Separates accounting profit from distributable cash.
Leverage Gross debt, net debt, lease liabilities, interest expense and maturities Measures resilience during delayed payments or project overruns.
Returns Dividend, payout, ROE and current P/E, P/B and EV/EBITDA Connects shareholder return with price paid and balance-sheet risk.

Score each category only after recording the underlying number and its definition. A qualitative note such as “high-quality backlog” should identify the payer, funding and timing that support the judgment.

Which stock fits which investor question?

If you want Hong Kong and Greater China construction exposure

CSCI is the focused reference. Its 2024 revenue was 52.5% Mainland China, 35.7% Hong Kong and 7.6% Macau, and its investment-project revenue exceeded construction-contract revenue. The trade-off is concentration in those markets and the need to monitor project-related working capital.

If you want transport scale and international diversification

CRCC is the clearer benchmark. Its RMB577.315597 billion of 2024 infrastructure-project revenue represented 54.10% of total revenue, and its stated footprint covers 148 countries and regions. Evaluate overseas execution and currency risk alongside the transport exposure.

If you want the largest infrastructure-construction scale in this set

CREC’s reported 2024 infrastructure-construction revenue was RMB1,020.533 billion, down 9.9% year on year. That makes it useful for testing how scale behaves in a downcycle, but the decline should be investigated by segment, geography, new orders and cash flow rather than treated as a standalone verdict.

If marine, ports and international transport are central

Use CCCC as an additional comparator and read its 2024 transport and infrastructure engineering disclosures. Its relevance rises when a portfolio needs marine and port exposure that CSCI does not provide.

If you need parent-group context

China State Construction Engineering Corporation can provide scale context, but keep the analysis anchored to the listed entity’s own segment, debt, cash and shareholder disclosures. Parent-group reputation is not a substitute for the listed company’s valuation or cash conversion.

Risks that can invalidate a ranking

  • Government-client and state-owned-enterprise exposure: policy support can improve project visibility, while budget changes or payment delays can pressure receivables.
  • Property-cycle sensitivity: building and facade work can slow with developer funding and commercial-property demand.
  • Receivables and contract assets: rising reported profit with weak collections can increase financing needs.
  • Investment-project commitments: attractive contract value may require additional equity, guarantees or debt before cash returns.
  • Geopolitical and foreign-exchange risk: international peers carry risks that a Greater China-focused group may not share, and vice versa.
  • Accounting comparability: segment boundaries, joint-venture accounting and EBITDA definitions differ across issuers.
  • Price-date risk: a valuation comparison becomes stale quickly when share prices move but annual earnings do not.

A publication-ready workflow

  1. Download the latest annual and interim reports for CSCI and each selected peer.
  2. Copy reported revenue, profit, operating cash flow, debt, cash, dividends and equity without conversion.
  3. Build a segment and geography table, marking “not stated” where an issuer does not disclose a comparable line.
  4. Reconcile backlog definitions: attributable contract value, order book, remaining performance obligations and new orders are not interchangeable.
  5. Calculate cash-conversion, net-debt and backlog-to-sales ratios for the same fiscal year.
  6. Refresh share prices, market capitalization, P/E, price-to-book, EV/EBITDA, yield and payout on one stated date.
  7. Write the investment conclusion from the reader’s objective—income, transport exposure, geographic diversification or Greater China construction—not from revenue size alone.

These comparisons put CSCI’s HK$115,106.744 million of 2024 revenue and HK$631.14 billion of attributable contract value alongside mix, geography, cash and valuation rather than presenting them as proof that 03311 is cheaper or safer than any peer.
