The most reliable way to compare cement companies is to normalise their operating perimeter first, then compare utilisation, cost per tonne, realised price, margins, leverage and capital intensity. Capacity alone is a scale measure, not a profitability measure. A smaller producer with better pricing, lower energy use and shorter freight routes can earn more per tonne than a larger producer.

Use the sequence in this guide: define exactly what each company reports, pair capacity with production and sales, build a cash-cost bridge, reconcile EBITDA definitions, adjust for geography and logistics, and then test whether debt, maintenance spending and decarbonisation investments change the conclusion.

1. Define a comparable perimeter before comparing numbers

Company figures are only comparable when they describe the same kind of asset, period and accounting scope. Create a perimeter sheet for every issuer before calculating ratios.

Record the country, period and currency

Write down the reporting country, fiscal year or quarter, presentation currency and the exchange-rate convention you use. Income-statement items such as revenue and operating costs should be converted with a period-average rate when you need a common currency. Balance-sheet items such as debt are normally converted at the period-end rate. Keep the original currency in a separate column so a currency move is not mistaken for an operating improvement.

Separate consolidation and ownership scope

Check whether the figures are consolidated, proportionately consolidated or reported for a segment. A group may own a minority interest in a plant, lease a mill, or report a joint venture outside consolidated production. Use the same ownership basis for capacity, production, sales, revenue and costs; otherwise the calculated margin per tonne mixes different perimeters.

Distinguish integrated plants, clinker lines and grinding mills

An integrated plant makes clinker and then grinds it into cement. A grinding-only mill buys clinker and adds grinding, blending and distribution. Clinker capacity, cement-grinding capacity and finished-cement capacity are therefore different denominators. Record each separately rather than treating one capacity number as the whole business.

State whether inactive capacity is included

Installed capacity normally includes equipment that is available in the stated period, but issuers can differ in how they treat a temporarily mothballed line, a plant under major repair or a newly commissioned line that was not available for all months. The same-period denominator is essential. Cementos Pacasmayo’s 2026 SEC filing states: “We define utilization rate as production for the specified period divided by installed capacity of that period.” Use that definition unless an issuer explicitly provides another one.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Measure scale and utilisation together

Begin with installed capacity, then add clinker capacity, grinding capacity, production and sales. Capacity tells you the potential supply base; production and sales show how much of that base was actually used and monetised.

Calculate utilisation with the correct denominator

Use this formula:

Utilisation (%) = production during the period ÷ installed capacity available during the same period × 100

Do not divide production by a year-end capacity figure if a line opened or closed during the year. If a company reports monthly available capacity, use the time-weighted amount. Keep production and capacity in the same unit, usually metric tonnes (Mt).

Keep production and sales separate

Production measures what plants made. Sales measure what customers bought, which can include inventory released from storage or exclude material produced for export or internal use. A producer can show high utilisation but weak sales if inventory builds, or lower production with strong sales after drawing down inventory. Calculate both production utilisation and sales per installed tonne where the data permits.

Published figures that illustrate the scope issue

Issuer or source Period and perimeter Reported figure How to use it
Cemex United States, installed cement capacity at 31 December 2024 14.1 million tons per year Scale reference only; it is not a utilisation or profitability measure.
JSW Cement Financial year 2023–24, company-reported operating data 12.15 Mt saleable production; 67.50% capacity utilisation Use the production and utilisation together, and verify the company’s capacity denominator before comparing with another issuer.
JSW Cement Financial year 2023–24, consolidated financial data ₹6,028 crore revenue; 18% operating EBITDA margin Keep the rupee currency, fiscal period and operating-EBITDA definition attached to the figures.

These data points are not a peer ranking: one is a United States capacity disclosure and the others are an Indian fiscal-year disclosure. They demonstrate why geography, date, unit and definition must remain visible in every comparison.

Interpret utilisation in context

High utilisation can lower fixed cost per tonne because depreciation, salaried labour and plant overhead are spread over more tonnes. It does not guarantee a high margin if the market is oversupplied, prices are weak, fuel is expensive or freight is long. Low utilisation can reflect a new line ramping up, planned maintenance, a seasonal market or a temporary outage rather than poor management. Read the reason alongside the percentage.

3. Build a unit-cost bridge instead of relying on one cost number

Request a cost bridge that starts with manufacturing inputs and ends with a clearly defined cost per saleable tonne. A single “cost per tonne” figure is misleading when one company includes freight and depreciation while another reports cash manufacturing cost only.

Use consistent cost buckets

Cost bucket What to include Comparison check
Fuel and thermal energy Coal, petcoke, gas, alternative fuels and kiln fuel handling Separate fuel price, calorific value and alternative-fuel substitution where disclosed.
Electricity Purchased power, self-generation fuel and network charges Check whether power for quarrying, grinding and distribution is included.
Raw materials Limestone, additives, gypsum, slag, fly ash and other blend components Note whether quarry royalties and purchased clinker are included.
Labour Plant wages, benefits and contract labour directly assigned to production Check treatment of central staff and restructuring costs.
Maintenance Routine repairs, spare parts and shutdown maintenance Do not mix recurring maintenance with expansion capital expenditure.
Depreciation Depreciation of kilns, mills, quarries and other production assets Keep it separate from cash cost when comparing cash economics.
Freight and distribution Inbound raw-material freight, outbound cement transport, terminals and handling State whether the number is ex-works, delivered or fully distributed.

Use the correct denominator

A practical cash-cost measure is:

Cash cost per saleable tonne = (fuel + power + raw materials + labour + maintenance + cash manufacturing overhead + freight and distribution included by the issuer) ÷ saleable tonnes

If the company reports cost per produced tonne, do not silently compare it with a peer’s cost per sold tonne. Label each denominator and, when possible, calculate both. Exclude depreciation only when you explicitly call the result a cash cost; otherwise use a fully loaded cost that includes depreciation.

Energy deserves its own sensitivity analysis

Cemex’s 2024 United States disclosure assigns 17% of cement production costs to fuel and 12% of cash manufacturing cost before depreciation to power. The percentages have different bases, so they should not be added or treated as a universal industry average. They do show why a fuel or electricity shock can move margins even when volumes are stable. Track thermal substitution, electricity intensity per tonne, contracted versus spot energy and the timing of pass-through in selling prices.

Separate manufacturing efficiency from mix

A lower average cost can result from genuine efficiency, a higher share of blended cement, cheaper purchased clinker, a favourable plant mix or a temporary fall in energy prices. Record clinker factor, supplementary cementitious material use and product mix where available. A company selling more blended cement may have lower emissions and lower raw-material cost, but its price per tonne and strength specification can differ from ordinary Portland cement.

4. Compare realised pricing and margins on the same basis

Calculate revenue per tonne

Use:

Revenue per tonne = cement revenue ÷ cement sales volume

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use cement revenue rather than group revenue when a company also sells ready-mix concrete, aggregates, construction products or other services. If segment revenue is unavailable, label the result as group revenue per reported tonne and do not present it as a pure cement price.

Explain whether sales volume is domestic, export, or a combination. Export prices may be lower or higher than domestic prices after freight, and currency movements can obscure the local-currency trend.

Use a margin ladder

Metric Calculation What it reveals Main caution
Gross margin (revenue − cost of goods sold) ÷ revenue Pricing and direct production economics after the issuer’s inventory accounting Cost-of-goods definitions differ, especially for freight and depreciation.
Operating margin Operating profit ÷ revenue Profit after operating overhead, selling costs and depreciation One-time impairments and restructuring can distort a period.
EBITDA margin EBITDA ÷ revenue Operating earnings before interest, tax, depreciation and amortisation Issuer adjustments can make two reported EBITDA figures non-comparable.
Cash margin per tonne Revenue per tonne − cash cost per tonne Approximate cash contribution from each sold tonne Only valid when price and cost include the same freight, product and scope.

Reconcile EBITDA definitions line by line

Start with statutory operating profit, then list every adjustment used to reach reported EBITDA or adjusted EBITDA: depreciation, amortisation, impairment, restructuring, gains on asset sales, fair-value movements, litigation, foreign-exchange items and other exclusions. Cementos Pacasmayo’s 2026 SEC filing warns that “EBITDA and Adjusted EBITDA, as calculated by us, may not be comparable to similarly titled measures reported by other companies.” Treat that as a measurement warning, not a footnote to ignore.

For a peer table, calculate a common EBITDA yourself when the income statement provides enough detail. If not, show statutory operating margin beside the issuer’s adjusted EBITDA margin and keep the adjustment list visible. Never rank companies on adjusted EBITDA alone when one issuer excludes recurring costs that another leaves in operating expenses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Interpret the JSW Cement example correctly

JSW Cement reported an 18% operating EBITDA margin for financial year 2023–24, alongside ₹6,028 crore of revenue and 12.15 Mt of saleable production. The margin is meaningful only with that fiscal period, currency, consolidation basis and the company’s operating-EBITDA definition. It should not be compared directly with a peer’s adjusted EBITDA margin until the adjustment bridges are aligned.

5. Adjust for geography, freight and local market balance

Cement is heavy and has a low value-to-weight ratio. A United States cement-company SEC filing describes typical profitable shipment ranges of about 150 miles by truck, 300 miles by rail and farther by barge. These are indicative market ranges, not universal physical limits, but they explain why a plant’s location and terminal network can matter as much as kiln efficiency.

Map the delivered market

  • List each plant, grinding mill, terminal and major customer region.
  • Identify the transport mode used for each corridor and the share sold within the local market.
  • Estimate delivered revenue per tonne and delivered cash cost per tonne, not only ex-works values.
  • Mark import terminals and cross-border flows that can cap local pricing.

Local supply-demand balance drives price. A high-utilisation plant in an oversupplied region may earn less than a lower-utilisation plant serving a constrained market. Compare regional volumes and prices rather than averaging all countries into one group number.

Do not treat freight as a fixed company trait

Freight changes with fuel prices, backhaul availability, port congestion, rail contracts and the proportion of sales made through terminals. Report freight per tonne for the same period as the margin, and state whether it is included in cost of sales, selling expenses or a separate distribution line.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Add leverage, maintenance spending and growth capital

Separate maintenance from growth capex

Maintenance capital keeps existing kilns, mills, quarries and environmental systems operating. Growth capital adds capacity, a new market or a new product. A producer can show strong EBITDA while consuming cash because a large expansion is under construction. Put maintenance capex, growth capex and acquisitions in separate rows.

Use net debt/EBITDA with the same EBITDA definition

Calculate:

Net debt/EBITDA = (interest-bearing debt − cash and cash equivalents) ÷ comparable EBITDA

Use the same period-end debt and the same EBITDA basis used in the numerator. Note lease liabilities, restricted cash, pensions and non-recourse project debt when they are material. A lower operating margin can be tolerable for a growing company with modest leverage; a similar margin with heavy debt and high maintenance needs carries more financial risk.

Check returns on new capacity

For every announced line or mill, record nameplate capacity, expected commissioning date, spending, funding source and the market it will serve. Compare incremental tonnes with current utilisation and local demand. New capacity can reduce unit costs after ramp-up, but it can also depress prices if several competitors expand at once.

7. Include decarbonisation in the cost and capital outlook

Understand the scale of early CCS costs

The International Energy Agency estimated that early commercial near-zero-emissions cement plants using carbon capture and storage could have production costs 75% to 150% above conventional plants. This is an estimate for early commercial projects, not a current average cost for every plant. Use it as a scenario range when testing future capital requirements, operating costs and potential pricing premiums.

Track emissions intensity and technology choices

Record direct CO2 emissions per tonne of cement or clinker, clinker factor, alternative-fuel share, renewable electricity, waste-heat recovery and planned capture capacity. The IEA reports that cement-sector CO2 emissions remain higher than in 2015 and that direct emissions intensity has been broadly unchanged. A company with a lower current intensity may face less retrofit pressure, while a company with a large high-clinker fleet may require more capital.

Account for binder optimisation

The Global Cement and Concrete Association’s 2024/25 outlook estimates that concrete binder optimisation could reduce binder demand by 5% in 2030 and 14% in 2050 versus 2020. Lower binder demand could reduce long-term volume growth even if concrete construction expands. It may also favour producers with efficient blending, supplementary materials and strong technical support for customers.

  1. Set the perimeter: enter country, fiscal period, currency, consolidation basis, integrated versus grinding-only assets, clinker capacity, grinding capacity and treatment of inactive plants.
  2. Enter physical data: record installed capacity, production, sales, inventory change and utilisation. Recalculate utilisation from production and capacity rather than copying a percentage without its denominator.
  3. Normalise volumes: convert short tons, metric tonnes and thousand-tonne disclosures into one unit. Keep the original unit in a note.
  4. Build the cost bridge: enter fuel, power, raw materials, labour, maintenance, depreciation, freight and distribution. Mark each line as cash or non-cash.
  5. Calculate price: divide cement revenue by cement sales. Exclude unrelated segments or identify the result as group revenue per tonne.
  6. Reconcile profit measures: start with statutory operating profit, add back only clearly identified depreciation and amortisation for EBITDA, and list every issuer-specific adjustment separately.
  7. Add financial risk: enter cash, debt, lease liabilities, net debt, comparable EBITDA, net debt/EBITDA, maintenance capex and growth capex.
  8. Add market exposure: map plant locations, transport modes, typical shipment distances, import competition and the share of sales by region.
  9. Stress-test assumptions: model changes in fuel, electricity, freight, selling price, utilisation, carbon costs and CCS-related capital spending.
  10. Write a conclusion from drivers: identify which company has the best combination of delivered price, cash cost, utilisation, balance-sheet capacity and transition readiness. Do not select a winner from one ratio.

9. Decision framework for interpreting the results

High utilisation, low margin

This pattern usually points to weak pricing, expensive fuel or power, long freight routes, a low-value product mix or aggressive export volumes. Check revenue per tonne and delivered cash cost before crediting operational efficiency.

Low utilisation, high margin

Possible explanations include a premium local market, temporary maintenance, a recently commissioned line, a favourable product mix or capacity that is held for strategic flexibility. Verify whether the margin is recurring and whether fixed costs will rise when the plant returns to normal production.

High EBITDA margin, weak cash generation

Look for large working-capital movements, maintenance under-spending, expansion capex, cash interest, taxes or restructuring payments. EBITDA excludes the cash needed to keep and expand the asset base.

Low reported cost, weak balance sheet

A low cash cost can coexist with high debt, ageing equipment or deferred maintenance. Add net debt/EBITDA, interest burden and sustaining-capital needs before treating the cost advantage as durable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

High current emissions, credible transition plan

Separate the plan from the economics. Record committed spending, funding, permits, expected commissioning and the estimated cost per tonne of avoided emissions. Apply the IEA’s 75%–150% early-CCS cost premium as a scenario range rather than assuming every project will achieve the midpoint.

10. Common comparison errors and how to correct them

  • Ranking capacity alone: add utilisation, sales, price per tonne and cash cost.
  • Mixing clinker and cement: show both capacities and never use clinker tonnes as cement sales without an explicit conversion.
  • Using a year-end denominator for a partial-year plant: time-weight capacity for the months actually available.
  • Comparing production with sales: calculate inventory change and keep production utilisation separate from sales volume.
  • Combining EBITDA adjustments silently: publish a bridge from statutory operating profit and identify recurring exclusions.
  • Ignoring freight: compare delivered economics by market and transport mode.
  • Adding fuel and power percentages incorrectly: confirm each percentage’s denominator; Cemex’s 17% fuel share and 12% power share use different cost bases.
  • Treating one quarter as a structural trend: check seasonality, outages, energy contracts and price-lag effects.
  • Ignoring currency and inflation: show local-currency trends and a consistently converted comparison.
  • Leaving transition costs out: include emissions intensity, retrofit timing, CCS operating costs and growth or maintenance capital.

Bottom line

A defensible cement-company comparison answers five questions in order: how much capacity is genuinely available, how fully it is used, what it costs to make and deliver a saleable tonne, what price and comparable margin that tonne earns, and how debt, capital spending and decarbonisation will change the economics. Capacity and utilisation reveal operating leverage; energy, freight and product mix explain unit cost; reconciled margins show profitability; and the balance sheet determines whether the advantage can survive the next investment cycle.
