Tell each affected person privately, plainly and respectfully: state that the role is ending, give the approved business reason, pause for their reaction, and then explain dates, pay, benefits, equipment, contacts and support. Coordinate the message with HR and counsel, document it in writing, and brief remaining employees promptly after notifications. Empathy does not mean hiding the decision; clarity is what lets people make informed next steps.
What an empathetic layoff communication must accomplish
A layoff conversation has two jobs that can feel in tension: deliver an irreversible employment decision and treat the person as a human being. The decision should be unambiguous, while the delivery should leave room for emotion, questions and practical help.
- Clarity: Say whether the person’s role is being eliminated and the effective date. Do not make them infer job loss from phrases such as “rightsizing,” “a transition,” or “we are parting ways.”
- Consistency: Every manager should use the same approved business rationale, eligibility rules, dates and benefits information.
- Privacy: Notify affected employees in a private one-to-one or appropriately small-group conversation before any broad announcement. The Society for Human Resource Management (SHRM) advises against an impersonal mass announcement or email for affected employees.
- Humanity: Acknowledge the impact, allow silence, listen without defensiveness and avoid making the manager’s own distress the focus.
- Practical support: Give accurate information about severance, final pay, benefits, unused leave where applicable, unemployment information, equipment return, access changes and career-transition resources.
- Follow-through: Provide a short written summary and a named contact for questions. Then communicate promptly with the people who remain.
Empathy is not a promise that the outcome can change. It is the discipline of being truthful, prepared, respectful and useful at a moment when the employee has very little control.
Prepare before anyone is notified
Build one approved fact sheet
HR, the manager, legal counsel and communications should agree on a single fact sheet before scheduling meetings. It should distinguish confirmed facts from items still being decided. Include:
#1 Best Overall
- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
- Which roles or locations are affected and the selection criteria, described at the level employees are entitled to know.
- The effective date and whether the employee will work through that date, receive pay in lieu of working, or have another arrangement.
- The approved business rationale in plain language, such as a workforce reorganization, a change in business strategy or poor business performance. SHRM’s 2025 survey found these were cited by 50%, 37% and 36% respectively among HR professionals who had conducted layoffs.
- Severance eligibility and payment timing, final-pay arrangements, treatment of unused leave where applicable, and benefits end dates or continuation options.
- Unemployment information, required forms, equipment-return instructions, account and access timing, and a contact for follow-up.
- Available outplacement, résumé coaching, job-search support and interview preparation.
- What is not yet known, who owns each open question and when an update is expected.
Never let a manager improvise a promise about severance, continued employment, a reference, benefits or future hiring. If a detail is not confirmed, say that it is still being reviewed and identify the appropriate contact.
Train every messenger
Give each manager a short script, role-play difficult reactions and rehearse how to stop a conversation that becomes unsafe or requires legal advice. Training should cover pronunciation of names, accessible formats, interpreters where needed, confidentiality and how to use the written packet. Managers should know which questions they can answer and which must go to HR or counsel.
Plan the sequence and logistics
Make a schedule that allows private conversations to finish before the wider announcement. Reserve quiet rooms, avoid public areas and leave enough time between meetings for a manager to reset and document what was provided. For a remote meeting, verify the participant’s identity, use a private channel, send documents securely and arrange a reliable way to reconnect if the call drops. Do not disable access before the employee has received the decision unless counsel has approved a specific security plan; coordinate the timing so access changes do not make the message appear to arrive by surprise.

The conversation: a clear, humane sequence
The following order keeps the decision clear while giving the employee space to process it.
- Open directly. Say, “I have difficult news. Your role is being eliminated, and your employment will end on [date].” Use the actual date and avoid a long preamble.
- Give the approved reason. Explain the business case in plain language. Keep it about the role, organization or business conditions rather than turning the meeting into a debate about the employee’s performance. SHRM’s communication guidance recommends a concise, consistent rationale.
- Acknowledge the impact. “I know this is difficult, and I’m sorry we are delivering it.” Do not ask the employee to comfort you or spend the meeting describing your own feelings.
- Pause. Allow silence. People may need time to understand what they heard. Do not fill the pause with jargon, excessive explanations or arguments.
- Listen and answer what you can. Invite questions. Reflect what you heard, correct factual misunderstandings and say plainly when you do not know an answer. Do not speculate about other employees, future reorganizations or legal outcomes.
- Explain the practical next steps. Walk through the effective date, severance, final pay, benefits, unused leave where applicable, unemployment information, equipment and access, contacts and support resources. Use the written packet so the employee does not have to remember every detail.
- Close with a follow-up path. Give the name, email address and hours for HR or another contact, and explain when the employee can expect answers to open questions. Confirm how and when the written summary will arrive.
Words that are direct without being cold
A concise opening can be followed by language such as: “This is a business decision to eliminate the role, not a statement that you failed in your work. Your employment ends on [date]. I will explain what happens to pay and benefits, and HR will provide the details in writing. We can pause whenever you need.” Use only the portion that is accurate for the specific case; never use a reassuring phrase to contradict the approved decision.

How to respond to common reactions
- “Why me?” Repeat the approved selection explanation without ranking the person against colleagues or disclosing confidential information about others.
- “Can I change your mind?” If the decision is final, say so. If an appeal or review process genuinely exists, describe that process and its deadline; do not imply that an emotional argument will reverse the decision.
- “What will happen to my visa, insurance or pay?” Acknowledge the urgency and connect the employee with the qualified HR, benefits or immigration contact. Do not guess.
- Anger or silence: Keep your voice calm, allow space and return to the practical information when the employee is ready. If there is a credible safety concern, follow the organization’s emergency and security procedures.
- Questions about colleagues: Protect other employees’ privacy. Explain only what can be shared about the person’s own situation.
What to include in the written follow-up
Give the employee a short, readable summary immediately after the meeting or as soon as the approved process allows. A checklist helps prevent omissions:
- Decision and employment end date.
- Whether the employee works through the date, is placed on paid leave, or receives another arrangement.
- Severance amount or formula, eligibility conditions and payment schedule, if applicable.
- Final-pay date and treatment of accrued or unused leave where applicable.
- Benefits end date, continuation or conversion options, enrollment deadlines and the benefits contact.
- Unemployment information and any forms the employer will provide.
- Equiment-return method, deadline and shipping or pickup instructions; correct the spelling in the final document to “Equipment-return method.”
- When system access, badges, devices and data transfer will change, coordinated with the employee’s security and privacy obligations.
- Outplacement, résumé, job-search and interview support, including how to enroll.
- HR contact details, response times and a process for correcting factual errors.
Use accessible language and formats. Separate legally required notices from the conversational letter so the employee can see the decisions and deadlines at a glance. Keep a record of what was delivered and when, consistent with the organization’s retention policy.

Notify affected employees first
Do not send a company-wide message while affected people are still learning the decision. A broad announcement that arrives first can cause humiliation, rumors and avoidable panic. Once the private notifications are complete, issue the prepared update to the appropriate teams.
Tell remaining employees what they need to work safely and effectively
The message to remaining staff should state what is known, what is still being decided, how work will be covered and where questions go. It should not disclose personal details or invite speculation about individuals. Explain any immediate changes to reporting lines, priorities, customer ownership, on-call coverage or deadlines, and give managers a forum for questions.
Amii Barnard-Bahn, a leadership coach and former compliance executive, told Harvard Business Review, “Think of every conversation as an opportunity to re-recruit those who stay.” That means restoring clarity and trust without pretending the event has no effect. Harvard Business Review reported that layoffs affecting 1% of a workforce were associated with a 31% increase in turnover, so remaining employees need a credible explanation of priorities, workload and support rather than a demand to simply “move on.”

Use a two-way follow-up
Hold team meetings or office hours after the announcement. Collect questions, publish answers that apply broadly and route confidential matters privately. Managers should ask what work is at risk, what capacity has changed and what support is needed. Avoid claiming that no further changes are possible unless leadership and counsel can substantiate that statement.

1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesSupport for people leaving and people staying
Career-transition support
SHRM identifies outplacement services, résumé coaching, job-search support and interview preparation as concrete forms of help. Offer these resources in the written packet, explain eligibility and provide a simple enrollment path. If the organization can provide a reference or verification of employment, state the policy accurately rather than promising an individual exception.
Financial and benefits navigation
Employees may need help understanding final pay, severance taxes, benefit continuation, retirement-plan procedures or unemployment filings. HR can provide factual instructions and contacts; managers should not offer tax or legal advice outside their qualifications. If a deadline varies by plan or jurisdiction, show the exact deadline in the employee’s documents.
Work design for the remaining team
Reassigning work without removing lower-priority commitments creates a second communication failure. Leaders should identify which projects stop, which deadlines move, who owns customer and operational duties, and how employees can raise an unsafe or unmanageable workload. Schedule a later check-in rather than treating the first announcement as the end of the process.
U.S. compliance checkpoint: WARN and related review
Communication planning cannot replace legal review. Under the U.S. Department of Labor’s Worker Adjustment and Retraining Notification (WARN) Act, employers with 100 or more employees generally must provide at least 60 calendar days’ advance written notice for covered plant closings and mass layoffs affecting 50 or more employees at a single site. The DOL’s final-rule preamble states: “WARN provides that, with certain exceptions, employers of 100 or more workers must give at least 60 days’ advance notice” to affected workers or representatives, the state dislocated-worker unit and the appropriate local government.

That general rule has exceptions and does not resolve every case. Before announcing, employment counsel should check:
- Employee-count rules and whether part-time employees or separate entities affect coverage.
- The definition of a single site and whether sites or facilities must be aggregated.
- The applicable aggregation period and whether separate actions form one covered event.
- Statutory exceptions and the required wording or timing for any exception.
- Union or employee-representative notice obligations.
- State “mini-WARN” laws, local requirements and rules in every country where employees work.
- Whether individual contracts, collective agreements, benefit plans or company policy add obligations.
Do not promise a notice period, severance, benefits continuation or continued employment until HR and counsel confirm the facts for that employee and jurisdiction. Provide required notices through the legally approved channel even when the humane conversation occurs by another method.
Compare communication approaches before choosing one
| Approach | Strength | Risk or limitation | Use when |
|---|---|---|---|
| Private one-to-one meeting followed by written details | Most personal and allows questions in real time | Requires trained messengers, scheduling and consistent preparation | An individual or small number of employees are affected |
| Small-group meeting for a genuinely shared role or site decision | Can deliver the same facts efficiently | Personal reactions may be harder to address; confidentiality must be protected | The affected group has the same decision, timing and support terms |
| Broadcast announcement to the whole organization | Fast way to explain organizational impact after notifications | Inappropriate as the first notice to affected employees and can amplify rumors | Use only after private notifications, with a clear question channel |
| Email or letter alone to affected employees | Creates a written record and can deliver complex notices | Feels impersonal and leaves no immediate space for questions | As a supplement to a conversation or when a documented legal process requires it, not as the default human notification |
Assess every plan against directness, privacy, timing and sequence, consistency of rationale, manager preparation, practical support, two-way listening, remaining-employee follow-up and legal review.

Useful benchmarks and what they do—and do not—tell you
SHRM reported in 2025 that more than one in seven HR professionals said their organization had conducted a reduction in force in the prior 30 days. Among HR professionals who had conducted layoffs, 50% cited workforce reorganization, 37% cited changes in business strategy and 36% cited poor business performance. These figures describe survey responses, not a prediction for a particular employer or proof that a specific selection is fair.
The 31% increase in turnover associated with layoffs affecting 1% of a company’s workforce, reported by Harvard Business Review in 2025, is a warning to plan for the people who remain as carefully as for those who leave. It does not mean every organization will experience the same result; workload, leadership credibility, labor-market conditions and the quality of follow-up all matter.
Quick Recap
Final quality check before sending any message
- Is the employment outcome and date unmistakable in the first paragraph?
- Has every factual detail been confirmed for the person’s jurisdiction, contract and benefits plan?
- Did HR and counsel review the rationale, selection process and required notices?
- Will each affected employee hear privately before any group announcement?
- Can the manager explain pay, benefits, equipment, access and support without guessing?
- Does the written packet include a real contact and deadlines?
- Does the remaining-team message explain work coverage and provide a way to ask questions?
- Have you removed confidential details about other employees and unsupported assurances?
