Find the specific proposed rule, confirm its comment period is open, and follow the deadline and submission instructions in its Federal Register notice. Many federal proposals accept comments through Regulations.gov, but the notice for the rule you want to address is the authority on where and how to submit.
How do I submit a public comment on a proposed rule?
- Find the actual proposed rule. Search FederalRegister.gov or the relevant agency’s rulemaking page. Confirm that the document is a proposed rule—not only an announcement, strategy, or policy statement—and note the agency, docket number, comment deadline, and any topics or questions the agency asks commenters to address. - Check that comments are still being accepted. Read the notice for the deadline and any later changes. The Office of the Federal Register FAQ explains that open documents display a “Submit a Formal Comment” button, which may connect to Regulations.gov. Do not assume an old link or a general AI policy announcement means a comment period remains open.
- Open the correct docket and review its materials. Follow the notice’s docket link or search Regulations.gov by the docket number. Read the proposed regulatory text and relevant supporting documents, not just a headline or summary. This helps ensure your comment addresses the agency’s actual proposal.
- Follow the notice’s submission route. For many federal dockets, you can use the notice’s formal-comment button, find the docket on Regulations.gov, open the relevant document, and enter your comment in a form or upload a file. Some agencies use their own systems or specify another route, file format, or mailing address; follow the rule-specific instructions rather than assuming every proposal uses the same portal. - Submit before the stated deadline and save a copy. Leave time to complete the official form or upload and retain your final comment and any submission confirmation. Check for special instructions in the docket.
What should a comment about an AI regulation say?
Make the comment useful to the agency by connecting a specific part of the proposal to a practical effect. The notice may ask questions about particular provisions or analyses; respond to those rather than treating the docket as a request for general views on artificial intelligence.
- Identify the provision or question. Name the relevant section, requirement, or issue so the agency can see what you are addressing.
- Explain the practical impact. Describe what the proposed language would mean for a system, organization, deployment setting, or affected people relevant to the rule.
- Support the point. Provide relevant evidence, examples, or technical information. Distinguish your firsthand experience from findings or claims drawn from other sources.
- Offer a workable alternative when appropriate. State the change or clarification you recommend and explain why it would address the concern.
Tailor the comment to the proposal’s scope. For example, if a notice asks about a specific requirement, explain how that requirement would operate in the relevant setting and support your account; a broad statement about whether AI is beneficial or harmful may not answer the agency’s question.
Will the comment be public?
Assume that a docket comment may be made publicly available. Federal Register notices commonly warn that comments will be posted, but the exact notice and docket instructions govern. Avoid including personal, confidential, or sensitive details you do not want published. If you believe material needs protected handling, follow the notice’s instructions for that material; do not assume that labeling a submission confidential will keep it out of the public docket.

What happens after a comment is submitted?
In covered notice-and-comment rulemakings, the Administrative Procedure Act provides an opportunity to submit written comments, and agencies consider relevant matter presented. The RegInfo.gov rulemaking FAQ describes this general process. A comment is not a vote, and submitting one does not guarantee that an agency will adopt a particular outcome. Its value is in giving the agency relevant reasoning and information it can evaluate. The precise legal requirements depend on the authority for the rule and the specific notice.

There is no single deadline or submission process for “AI regulation”: the phrase can refer to proposals by different agencies, with different dockets and procedures, and the title alone does not identify one particular rule. Verify the current status, deadline, and submission route in the Federal Register notice and docket for the proposal you mean. An AI policy announcement by itself is not necessarily a proposed rule open for public comment.
