The most effective data-center comment is short, documented, and tied to the legal standards the deciding agency must apply. Find the official case file and public notice, identify the permit or zoning criteria, cite specific pages or measurable impacts, and submit your request through the exact portal, email address, or mailing address in the notice before its deadline.
You can raise issues such as traffic, operational noise, backup-generator emissions, water use, wastewater, stormwater, electricity infrastructure, fire access, and cumulative effects—but only where they relate to the application and the decision maker has authority to impose a condition, require more information, continue the hearing, redesign the project, or deny an unsupported request.
1. Start with the official case file
Do not begin with a general complaint about data centers. Begin with the specific application. Search the city or county planning portal and the relevant environmental-agency database using the project address, applicant name, parcel number, or case number shown in the public notice.
Download and save the notice, application, site plans, staff report, environmental review, traffic and noise studies, utility information, hearing agenda, and any technical appendices. The notice controls the deadline, accepted submission methods, hearing date, and the subjects that may be addressed. A project can have separate zoning, building, stormwater, water-obstruction, air, or other permits, each with its own record and comment period.

Michigan’s Department of Environment, Great Lakes, and Energy explains that many data-center-related permits include public notice and comment. Its records can include applications, technical information, site plans, and environmental-protection measures: Michigan EGLE data-center permitting FAQ.
Build a working record
- Record the application or permit number exactly as printed.
- Save the notice as a PDF and note its publication date and comment deadline.
- Download the current plan set rather than relying on a news article or an older neighborhood presentation.
- Keep a list of document names, revision dates, and the pages where each fact appears.
- Check whether the proposal is a rezoning, conditional or special use, site plan, environmental permit, or a combination.
2. Identify who decides and what test applies
Your comment has weight only to the extent it addresses a criterion the decision maker is allowed to consider. Locate the zoning section, conditional-use standards, special-use standards, site-plan rules, adopted comprehensive-plan policies, and permit statutes cited in the staff report or notice. Quote or accurately paraphrase the relevant language, then explain how the submitted evidence does or does not satisfy it.
Decision makers differ. In Raleigh, major data centers require a Special Use Permit, and the Board of Adjustment conducts a quasi-judicial evidentiary hearing. The city says decisions must rest on “competent, material, and substantial evidence entered into the official record.” The applicant must address zoning compliance, compatibility, impact mitigation, access, safety, and other listed standards; the Board may attach conditions related to project impacts. Read the city’s current requirements at Raleigh’s data-center rules.

Another municipality may use a planning commission, elected council, zoning hearing board, or administrative officer. An environmental agency may decide a separate permit under different standards. The notice and governing code determine which body can impose which condition.
Separate decision tracks
- Land-use approval: zoning classification, setbacks, height, massing, compatibility, landscaping, access, and site-plan compliance.
- Environmental permit: water obstruction, stormwater, wastewater, air emissions, or other resource-protection requirements.
- Construction and operational approvals: building, fire, utility, road, or inspection approvals that may be issued separately.
Address each track in the record for that track. A zoning board may not be able to decide an air-permit question, while an environmental agency may not be able to change a building’s setback.
3. Screen the proposal for material impacts
Read the plans and studies first, then select the two or three issues that are both significant and documentable. Do not list every possible concern. A focused comment gives the agency a clear decision it can make.
Building scale, setbacks, and compatibility
Compare the proposed height, floor area, loading areas, cooling equipment, substations, fencing, and setbacks with the zoning text and adopted plans. Identify the exact parcel, nearby homes or sensitive uses, and the plan-sheet dimensions. If the application relies on a buffer or landscape screen, check its width, plant schedule, maturity assumptions, and whether it is enforceable as a condition.

Ask for a measurable setback, height reduction, landscape or wall treatment, equipment relocation, or a revised site plan only when that remedy is authorized by the applicable standard.
Construction traffic and truck routes
Use the traffic study, haul-route map, road classifications, and construction schedule. Note missing counts, intersections that are not analyzed, school or pedestrian conflicts, turning movements, road-capacity assumptions, and whether deliveries occur during peak periods. Identify the route and location of the risk rather than saying simply that “traffic will be bad.”
Potential conditions include designated truck routes, delivery windows, flaggers, temporary traffic controls, dust suppression, road repairs, and a construction-management plan with a named monitoring authority.
Operational noise and vibration
Data centers can have continuous cooling equipment and periodic backup-generator tests. Compare the study’s measurement locations, time periods, weather conditions, equipment assumptions, and modeled sound levels with the local noise ordinance or permit limit. Check whether the analysis covers tonal noise, low-frequency sound, nighttime operation, rooftop equipment, and generator testing.
Recommended Free Tools
Useful requests are a numeric property-line limit, specified measurement method, nighttime limit, continuous or periodic monitoring, complaint-response deadlines, maintenance requirements, and a requirement to correct exceedances. If you have firsthand observations, identify the date, time, weather, location, equipment heard, and whether the sound was continuous or intermittent.
Backup generators and air emissions
Locate the generator count, fuel type, rated output, stack locations, testing schedule, operating hours, and emissions calculations. Determine whether an air permit or registration is part of the record and whether the analysis covers routine testing as well as emergency operation. Do not assert that a project violates an air standard unless the permit record or a qualified analysis supports that conclusion.
You can ask for enforceable testing-hour limits, fuel and emissions controls, recordkeeping, stack placement, monitoring, and compliance reporting when those measures fall within the agency’s authority.

Water withdrawals, cooling, and wastewater
Trace the proposed source, peak and average demand, cooling method, discharge destination, treatment assumptions, and drought or emergency operating plans. Distinguish potable water, reclaimed water, process water, and sanitary wastewater. Check whether the application quantifies maximum demand and explains how service capacity was verified.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesFrame the comment around a documented gap: for example, a demand figure that does not match the equipment schedule, a discharge analysis that omits a planned phase, or an unaddressed restriction in the utility provider’s letter. Possible conditions include a water-use cap, metering and reporting, reclaimed-water use, phased occupancy, wastewater pretreatment, or supplemental analysis.
Electricity demand and substations
Review the stated load, phasing, substations, transmission or distribution upgrades, easements, and construction footprint. Ask who is responsible for each utility improvement and whether the plan evaluates noise, visual effects, vegetation removal, electromagnetic equipment placement, or emergency access associated with that infrastructure. Keep the comment tied to standards the deciding body can apply; a general objection to regional electricity demand may fall outside a local permit’s scope.
Stormwater, drainage, and water obstruction
Compare impervious-area calculations, detention or infiltration facilities, outfalls, floodplain maps, construction erosion controls, and downstream capacity. Identify the map sheet or engineering page showing the concern. Request a revised drainage analysis, larger or redundant controls, inspection and maintenance obligations, construction-phase erosion controls, or a condition requiring compliance with the separate stormwater permit.
For an example of a permit-specific process, Pennsylvania’s Department of Environmental Protection announced a public meeting and hearing for the Carbon Node East data center involving identified water-obstruction and stormwater permits. The notice is dated August 19, 2026: Pennsylvania DEP hearing notice.
Fire protection and emergency access
Check fire-lane widths, turning radii, hydrant locations, water-flow assumptions, battery or fuel storage, generator placement, building separation, and the emergency-response information supplied to the local department. Ask for a condition requiring an approved emergency-access plan, adequate turning and staging areas, hydrant capacity, responder training, or updated plans if the submitted drawings conflict.
Cumulative and phased effects
Determine whether the application is one building, a campus, or a first phase of a larger buildout. Compare the disclosed ultimate load, water demand, traffic, generator fleet, and stormwater area with the phase currently under review. Identify nearby approved or pending projects and cite adopted plans or agency documents when claiming a cumulative effect. Ask for a cumulative analysis or phased condition only if the governing rules allow it.

4. Turn concern into verifiable evidence
Agencies can act on evidence in the official record, not on unsupported predictions. A useful comment connects four things: the criterion, the record citation, the impact, and a remedy.
- Criterion: quote the zoning or permit standard, including its section number.
- Record fact: identify the document, revision date, and page, table, map, or drawing.
- Reasoned impact: explain the practical consequence for a stated location, time, or resource.
- Request: name a condition, additional study, continuance, redesign, or denial that the agency can lawfully grant.
Use measured sound logs, dated photographs, traffic counts, engineering standards, adopted-plan passages, utility letters, and qualified studies when available. Label every photo or log with its date and location. Separate what you personally observed from what you infer. A statement such as “I measured 68 dBA at the rear property line at 11:20 p.m. on June 4 with a calibrated meter” is materially different from “the generators will be unbearably loud.” Do not imply that a personal measurement is an agency-certified compliance test.

5. Write a comment that officials can use
Put the application identifier in the subject line and open with the action you want. Two or three well-supported points are usually more useful than a long catalogue of general objections.
Subject: Comment on [application or permit number] — [project address]
I am commenting on [project name and application number]. I request [specific action] because the record does not yet demonstrate compliance with [criterion and section] for the following reasons:
- Issue: State one concrete concern and the affected location or resource.
- Evidence: Cite the staff-report page, plan sheet, study table, map, measured observation, or adopted standard.
- Gap or conflict: Explain what is missing, inconsistent, or under-modeled.
- Requested action: State one enforceable condition or procedural step.
For example, a noise paragraph could identify the study’s modeled receptor, show that the nearest home is a different distance, cite the local nighttime limit, and request property-line monitoring with a defined corrective process. A stormwater paragraph could identify the outfall map, compare the proposed impervious area with the drainage calculation, and request a supplemental analysis before approval.
Attach only relevant exhibits. Name files clearly, keep page numbers intact, and explain each attachment in one sentence. If the portal has a character limit, submit a concise summary and attach the complete letter when the notice permits attachments.

Keep a dated folder containing the notice, application versions, your comment, attachments, confirmation, hearing agenda, and any later staff response. If the applicant files revised plans, compare the revision date with your comment and submit a focused supplement when the agency opens a new comment period or accepts supplemental material.
7. Prepare for the public hearing
Write your remarks so they can be delivered within the posted limit. State your name, the application identifier, your position, two or three evidence-based points, and one clear request. Repeat your strongest written points rather than introducing a new allegation that the agency cannot verify during the hearing.
Stay within the permit topics and address the decision criteria. Avoid personal attacks, speculation about the applicant’s motives, or reading every detail from a long letter. Bring a printed outline with document page numbers and submit the full written version through the official channel.
Hearing formats and limits vary. In Pennsylvania DEP’s August 19, 2026 Carbon Node East notice, people could preregister to testify, oral and written comments received equal consideration, and the Department requested that each person limit testimony to three minutes so everyone could participate. Treat that three-minute limit as specific to that notice, not as a universal rule.
A concise oral structure
- “My name is [name], and I am commenting on [application number].”
- “My first point is [criterion]. Page [number] of [document] shows [fact].”
- “My second point is [criterion]. The record does not address [specific gap] at [location or time].”
- “I request [condition, supplemental study, continuance, redesign, or denial if the criterion remains unsupported].”
8. Ask for enforceable solutions
A request is strongest when an agency can inspect or measure compliance. Prefer a defined limit, location, schedule, reporting duty, or approval milestone over a promise to “minimize impacts.” Examples include:
- Noise limits measured at named property lines, with a specified method and corrective deadline.
- Construction hours, truck routes, delivery windows, dust controls, and a contact for complaints.
- Water-use caps, meters, reporting intervals, phased operation, and drought restrictions.
- Stormwater inspection, maintenance, erosion-control, and post-construction monitoring duties.
- Generator testing schedules, emissions controls, fuel requirements, and records available for inspection.
- Emergency-access dimensions, hydrant-flow verification, responder training, and updated plans.
- A supplemental technical study or continuance when a required criterion cannot be evaluated from the submitted record.
Match each request to the body deciding that permit. A condition that exceeds the agency’s authority is less persuasive than a narrower, enforceable alternative.
9. Common mistakes that weaken a comment
- Missing the deadline: A well-supported letter sent after the published period may not be accepted.
- Using the wrong forum: A general email or social-media post may never enter the official record.
- Ignoring the legal standard: The agency must apply its code or permit criteria, not decide based only on popularity.
- Repeating unverified claims: Copying a rumor about water use, jobs, emissions, or noise without a document citation undermines credibility.
- Overloading the comment: Ten speculative objections can obscure the two documented defects that matter.
- Requesting an impossible remedy: Ask the specific decision maker for a condition or process it is authorized to impose.
- Failing to preserve attachments: Keep the exact files and confirmation in case the agency asks which version you submitted.
- Introducing new facts only at the hearing: Put detailed evidence in writing early enough for staff and the applicant to address it.
10. A practical decision checklist
Before submitting, confirm all of the following:
- The project name, address, parcel, and application or permit number match the notice.
- You used the current plans and staff report, including revision dates.
- Each major point cites a criterion and a page, map, measurement, or qualified source.
- You distinguished personal observation from technical evidence and assumption.
- Your requested condition is measurable and within the deciding body’s authority.
- Your attachments are named, readable, and referenced in the letter.
- You followed the stated portal, email, mailing address, format, and deadline.
- You saved proof of submission and a final copy of everything sent.
- Your hearing remarks fit the posted time limit and stay within the noticed permit topics.
There is no single national data-center comment deadline, portal, hearing format, approval type, or appeal window. Zoning districts, environmental triggers, hearing rights, and later review procedures vary by state and local code. Use the exact case number, notice date, criteria, and submission address for your municipality, and read any post-decision instructions issued by the agency.
