Choose backup storage by matching each copy to your recovery needs and the threats it must survive—not by picking a single “best” medium. Set recovery time, acceptable data loss, and retention requirements first; then compare disk, tape, and cloud or object storage for restore workflow, isolation, security controls, location, compliance fit, and operating burden. Most organizations need complementary copies, and should test restores to confirm the design works.

Start with what the organization must recover

A backup medium is useful only if it can support the recovery the business actually needs. Inventory important systems and data, identify their business criticality, and define requirements for each:

  • Recovery time objective (RTO): how quickly the service or data must be restored.
  • Recovery point objective (RPO): how much recent data the organization can tolerate losing.
  • Retention: how long each backup must remain available, including any obligations tied to the data class or industry.

AWS recommends setting detailed recovery requirements and accounting for retention and compliance scope in the backup strategy (AWS backup strategy guidance). These requirements vary by system; do not assume every workload needs the same restore speed or retention period.

Compare storage media by role

Disk, tape, cloud or object storage, and external drives can serve different purposes in one strategy. The table compares their potential roles and the practical questions to resolve; it does not imply a universal cost or speed ranking.

Medium Useful role What to evaluate
Disk-based storage Readily accessible backups or point-in-time copies Can the configured system meet restore objectives? Is it isolated or immutable? Could the same destructive event affect production and its backup? Assess capacity and operating costs. NIST discusses restoration speed and disk-based point-in-time copies in its storage infrastructure security guidelines; CISA addresses isolation and backup protection in its ransomware guidance.
Tape A distinct physical medium and potential offline copy Document retrieval and restore procedures; confirm compatible hardware is available and maintained; and plan how media will be transported, secured, inventoried, and tested. CISA covers offline backup options, while NIST discusses storage protection and restoration considerations (CISA backup options; NIST SP 800-209).
Cloud or object storage An off-site copy and, when correctly configured, immutable storage Check retrieval charges and delays, retention-lock behavior, access controls, data location, compliance fit, and separation of backup administration from production access. CISA cautions that immutability and multi-cloud choices require care; provider controls depend on correct configuration and protected access (CISA ransomware guidance; Microsoft Azure Backup security practices).
External hard drive A small-scale or local backup copy Disconnect it when it is not actively being used for backup, store it securely, and test it. It should not be the organization’s only backup: maintain separate protected and off-site copies as needed. CISA describes an external drive as an option for locally stored device data (CISA device-data guidance).

Actual restore performance and total cost depend on configuration, workload, region, service tier, restore volume, and current pricing. The available guidance does not establish comparable prices or measured restore speeds across these media, so assess them against your own systems and restore exercises.

Build separation into the backup design

Having a backup is not enough if the same outage, compromised account, or destructive action can also remove it. CISA presents the 3-2-1 rule as “3 copies of any important file: 1 primary and 2 backups” in its Data Backup Options document. Its backup guidance also recommends different media and an off-site copy. Treat the rule as a foundation for designing separate copies, not as a guarantee that any particular arrangement will recover successfully.

Decide which copies need fast access and which should be isolated, offline, immutable, or off-site. CISA recommends physically separate, segmented, secure locations and offline backups (CISA backup options; CISA ransomware guidance). A common design uses a readily accessible local copy for operational recovery alongside separate copies that are harder to alter or destroy. Choose the mix based on each system’s recovery needs and threats.

Check security, administration, and compliance

Evaluate the controls around the storage as carefully as the medium itself. CISA recommends encrypted, immutable backup data and discusses offline or cloud-to-cloud backups, object lock, and delete protection in its ransomware guide. Microsoft also documents security practices for protecting Azure Backup data (Azure Backup security best practices).

  • Use encryption and narrowly scoped identity and access controls.
  • Protect retention settings and deletion controls from the same credentials or administrative path used for production.
  • Review logging and monitoring for backup changes, deletions, and access.
  • For immutable storage, confirm how retention locks work, who can configure them, and whether the chosen settings meet the intended recovery and retention needs.
  • Validate data location and retention requirements with security and compliance owners; applicable obligations depend on the organization, industry, and data class.

Cloud features and provider programs can change. Confirm current controls and terms with the provider before adopting a design; a product feature alone does not establish that the organization’s backup is properly protected.

Choose the medium in a practical sequence

  1. Inventory data and systems. Rank them by business criticality and record their recovery time, acceptable data loss, and retention needs.
  2. Assign a role to each copy. Identify which copies must be quickly accessible and which must be off-site, offline, isolated, or immutable.
  3. Map the restore workflow. Compare disk, tape, and cloud or object storage against how the organization would actually retrieve and restore each workload, including required hardware, network access, staff, and procedures. NIST identifies restoration speed as a storage protection consideration (NIST SP 800-209).
  4. Review security and administration. Check encryption, access controls, deletion protection, immutability, logging, and separation between production and backup administration.
  5. Confirm retention and location. Ask security and compliance owners to validate the design against the organization’s data obligations and chosen storage locations.
  6. Exercise recovery and record results. Restore representative data and systems, measure whether the process meets the defined requirements, and document issues for correction. CISA recommends maintaining backups and testing restoration (CISA backup options).

Make the decision from tested configurations

Do not choose on the medium’s name alone. Compare the configured storage, access protections, retrieval process, and restore results for each workload. A fast local copy and a separately protected off-site or immutable copy may complement each other; the right combination is the one that meets recovery and retention needs while remaining operable and defensible against the threats the organization faces.
