Neither VHF nor UHF is always the better choice for range. VHF is a sensible first option to compare for open or rural paths, while UHF can be useful in built-up areas—but hills, buildings, foliage, antenna placement, repeaters, interference, and radio-system design can outweigh the band label. Choose by comparing complete systems on the routes and at the sites where you will use them.
How terrain changes VHF and UHF coverage
A radio signal has to travel through a real path, not an abstract mileage radius. Hills and ridges can block or diffract signals; buildings and vegetation can obstruct or attenuate them. The NTIA/ITS terrain-model guide explains that terrain along the path and antenna heights significantly affect attenuation for VHF and higher frequencies.
That is why a broad band comparison is only a starting point. NTIA land-mobile planning material describes propagation properties that differ by band and discusses a VHF advantage over UHF for long-distance communications in a particular rural and mountainous comparison, alongside UHF advantages in urban settings. Those are conditional findings, not a rule that predicts every route or installation. See NTIA Chapter 3.
Open countryside and longer rural paths
Compare VHF-capable systems first if the local service and authorized frequencies support them. Then assess the actual path, antenna height, and obstructions. A clear, elevated path can matter more than choosing a band based on a general rural tendency.

Town streets and buildings
UHF can be a useful candidate in urban settings, but do not assume it will always penetrate buildings better. Building materials, whether the radio is indoors, surrounding clutter, interference, and the system design all affect coverage.
Hills, mountains, and forest
Treat the terrain profile and foliage as central. A ridge can dominate any broad VHF-versus-UHF expectation, and forested terrain can make coverage harder to predict. If communication must be dependable, compare coverage on the actual route or at the sites where people will operate.

Compare the complete radio system, not just its band
Direct-wave VHF and UHF communication is commonly described in line-of-sight terms. Antenna elevation and repeater placement can improve the path; the ARRL Radio Lab Handbook explains the role of line of sight in radio communication. A higher antenna or a well-positioned repeater may change practical coverage more than the band name alone.
For each option, compare these factors:
- Terrain and path profile: Note ridges, valleys, buildings, and other obstructions between users.
- Antenna height and type: Compare the actual antenna and its placement, not just the handheld or base radio.
- Repeaters: Check whether a compatible repeater is available and where it is located.
- Authorized service and frequencies: Confirm that the system can legally operate on the frequencies you need.
- Foliage, clutter, and interference: Consider forests, dense construction, indoor use, and local radio noise.
- Required reliability: Test or model coverage for the locations where communication matters, rather than relying on a best-case distance.
Why range estimates and coverage maps can mislead
Coverage models are planning aids, not guarantees. The Longley-Rice/ITS model estimates median attenuation and variability over distance and time; complex terrain and foliage can make actual results differ. In an August 2026 NTIA/ITS study of VHF paths in forested, mountainous terrain around Green Bank, West Virginia, measured path loss was a median of approximately 13 dB greater than the model predicted. The report attributed the difference primarily to foliage attenuation and terrain diffraction beyond the model’s double-knife-edge representation. That result applies to the study site and setup, not to all VHF paths or to a general VHF-versus-UHF ranking. See the 2026 NTIA/ITS Green Bank report and the Longley-Rice model guide.

NTIA also reports UHF measurements at 230 and 415.9 MHz over 2–45 km paths in hilly and rocky areas in Wyoming, Idaho, and Washington. The study used antennas below 3 m and measurements taken from June through November 1968. Its relevant finding is that rough terrain reduces UHF’s beyond-line-of-sight isolation advantage observed over smooth terrain. Those old, specific field conditions do not predict the range of a modern consumer radio; they show why terrain can change an expected band behavior. See NTIA UHF Radio Propagation Data.

Band choice does not by itself grant permission to transmit. Frequency allocations and operating permissions depend on country, radio service, and intended use. NTIA’s Chapter 2 lists U.S. land-mobile allocation examples; it is not a universal channel plan or a licensing determination. Verify the current rules for your location and service, and make sure the radios, frequencies, and any repeater are compatible.

A practical way to decide
- Map the route or sites. Identify ridges, valleys, buildings, forest, and indoor operating locations.
- List compatible, authorized systems. Compare only options permitted for your country and service, including available repeaters.
- Compare antennas and installation. Record antenna type and height for each system; these affect the radio path.
- Test or estimate coverage where it matters. For critical reliability, evaluate the actual operating locations with the intended system rather than relying on a generic mileage claim or model alone.
- Choose based on the whole setup. Use VHF as a first candidate for open rural paths and consider UHF in built-up settings, while letting path conditions, compatibility, and demonstrated coverage decide.
