Choose an infrastructure-as-code (IaC) tool by matching it to the clouds and services you operate, the way your team wants to write and review infrastructure, and how you will secure and run changes. Start with a shortlist, then test the candidates against a representative workload; no tool is the right choice for every team.
Start with the infrastructure you need to manage
List every cloud provider and the specific services your team expects to provision or change. Then check provider and resource coverage for those exact needs, including whether required features are mature enough and arrive quickly enough for your work. Provider availability alone does not guarantee that every new service feature is supported.
AWS Prescriptive Guidance recommends considering CloudFormation or AWS CDK when infrastructure is managed entirely on AWS, identifies Terraform as a multi-provider option, and discusses Pulumi for broader environments. These are AWS-authored recommendations, not a neutral ranking of all IaC tools. The guide also mentions AWS SAM for some serverless workloads. As the AWS guide puts it, “there’s no one-size-fits-all approach.” Read AWS Prescriptive Guidance on choosing an IaC tool.
- AWS-only: Include CloudFormation and CDK in the evaluation, alongside any other candidates that fit your requirements.
- Multiple providers: Compare Terraform and OpenTofu, and consider Pulumi if its language choices or service model fit the team.
- Specific service requirements: Verify support in the actual provider and tool versions you plan to use rather than relying on a broad ecosystem claim.
Choose an authoring model your team can maintain
IaC code must be understandable to the people who review, test, troubleshoot and update it. OpenTofu uses declarative configuration files. Pulumi documents support for general-purpose programming languages as well as YAML and HCL. These approaches can suit different existing skills, but familiarity with a language does not automatically make it the best choice for infrastructure.

Compare candidates using the same practical questions:
- Can reviewers understand a proposed change without tracing excessive abstractions?
- Can the team reuse modules or components without hiding important behavior?
- How will the team test infrastructure definitions and keep conventions consistent?
- Will the chosen format fit the skills of the people who will own it over time?
OpenTofu’s documentation describes configuration, providers, modules and a write-plan-apply workflow. Its provider ecosystem is broad, but verify individual provider capabilities and the version you intend to run. See OpenTofu’s introduction and documentation. Pulumi’s published comparison describes different testing patterns; because it is vendor-authored, use it to develop questions for a proof of concept rather than as a neutral verdict. Treat state as a production control
State records the relationship between IaC configuration and real infrastructure. OpenTofu uses it to determine what changes are needed. State can also contain sensitive data: AWS warns that Terraform state may include secrets and recommends remote storage, encryption, versioning and least-privilege access. Read AWS guidance on Terraform.
Before selecting a tool or workflow, decide:
- Where state will be stored and who can read or change it.
- How it will be encrypted, versioned and backed up.
- How concurrent changes will be coordinated.
- How the team will investigate a bad change and recover state or infrastructure.
- How credentials and secrets will be kept out of inappropriate logs or access paths.
Do not treat state storage as a setup detail to defer. It affects access controls, incident response and whether multiple people can safely work on the same infrastructure.

Separate the IaC engine from the team workflow
The tool that describes infrastructure and the platform that coordinates team work are related but distinct decisions. Decide whether runs will happen from a local CLI or a managed runner, how plans will be reviewed, who can approve and apply production changes, where logs and audit history will live, and what permissions each role needs.
OpenTofu documents cloud backends for team collaboration. Pulumi documents a managed backend that can support Pulumi workflows and host Terraform state; its documentation also covers remote execution. These product capabilities do not establish that a particular plan or configuration is right for your team, so verify current availability and terms directly. A managed IaC workflow service is worth evaluating when you need shared state, remote runs, version-control integration, approvals, centralized logs, access controls or policy enforcement. Compare the actual controls your team needs rather than assuming that every platform offers the same capabilities or that they are available on every plan.

Policy controls vary in language, timing and enforcement. HashiCorp documents Terraform policy mechanisms that include Terraform policy, Sentinel and OPA, with advisory or blocking enforcement. Its separate Terraform policy framework documentation labels that functionality beta, so check the current status and availability before relying on it for production controls. For each candidate, determine which checks can run, when they run, whether a failed check warns or blocks a change, and how exceptions are documented. Also test how the team will handle imports, upgrades and changes to existing CI/CD workflows. Vendor comparisons can help identify questions, but they cannot replace testing with your own providers, policies and code.
Use a short, representative validation exercise
Once you have a shortlist, test candidates against one representative slice of your infrastructure—not a toy example that avoids the hard parts. Use the same service requirements and team roles for each candidate so the comparison is meaningful.
- List clouds and services. Write down the providers, resource types and features the team needs to manage.
- Verify coverage. Confirm the necessary provider capabilities in the tool and provider versions under consideration.
- Build a small change. Have team members author and review a representative change using the normal repository and CI/CD practices.
- Review the plan. Check whether reviewers can understand the proposed changes and whether the workflow makes approvals and production ownership clear.
- Exercise state handling. Confirm access boundaries, storage, versioning and the recovery or investigation process.
- Run tests and policies. Try the checks the team expects to use, and establish whether they warn or block at the needed stage.
- Apply in a controlled environment. Observe the full delivery path, then estimate adoption effort and ongoing operational work.
There are no neutral, current benchmarks that settle these team-specific tradeoffs. The proof of concept should reveal whether the tool and its workflow fit your own services, review practices and operational controls.
