Choose an AI-agent IAM tool that gives every agent a distinct, governable identity; preserves the user or organization that delegated authority; limits permissions to the exact task, tool, resource and action; enforces policy before a tool call; requires approval for consequential side effects; and produces an audit trail from the initiating principal to the final result. The right product depends on where the agent runs, what it can reach, whether it acts for a signed-in user, and how damaging an incorrect action could be.
Evaluate those controls in a pilot using your real APIs, data and deployment boundaries. A feature checklist or generic “best IAM” ranking cannot establish that an agent is actually prevented from exceeding its authority.
Why AI agents need a different IAM decision
Traditional application identity often assumes a relatively stable workload calling a known service. An AI agent can plan, select tools, delegate to another agent, retrieve data, and cause external side effects. Its identity therefore has to answer more than “which application is this?” It must support an attributable chain: who requested the work, which organization owns the agent, which runtime executed it, which tool was selected, what target was addressed, what policy decision was made, and what happened afterward.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Shared user credentials hide that chain. They make it difficult to distinguish a user’s direct action from an agent’s action, revoke only the agent, or prove that a downstream call stayed within the user’s delegation. The NIST NCCoE initial public draft concept paper identifies identification, authorization, auditing, non-repudiation and prompt-injection mitigation as relevant areas for software-agent identity and authorization. The paper proposes a project; it is not a mandatory final standard.

Identity is also not authorization. A valid token can identify an agent while still permitting an unsafe write, deletion or message send. The authorization decision has to consider the exact operation, target and context at runtime.
Start with a principal and trust-boundary map
Before comparing products, draw the path an agent takes for one representative task. Include every principal and boundary:
- The human requester or owning organization.
- The orchestrator or agent runtime.
- Any sub-agent that receives delegated work.
- Each tool, API, connector or plugin.
- The target data store, SaaS tenant, cloud resource or external service.
- The policy enforcement point, approval service and audit system.
For each arrow, record what identity and credential cross the boundary, who issued them, what they authorize, and how the downstream service can tell who delegated the work. NIST’s summary of comments on the agentic-AI identity project highlights the difficulty of tracking who delegated authority, to which agent or workload, for what purpose and constraints, and through which downstream agents or tools.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteQuestions your map must answer
- Can an administrator distinguish one agent from another, rather than seeing a shared service account?
- Can the system preserve the user, tenant or organization that authorized the agent?
- Can a sub-agent receive only the subset of authority needed for its assigned task?
- Can a tool or resource reject a call before it performs the requested operation?
- Can an investigator reconstruct the request, policy decision, approval and result later?
If a candidate cannot represent these principals separately, stop the evaluation. More connectors or a larger role catalog will not repair an untraceable trust boundary.
Choose the access pattern that matches the task
There is no universal access pattern for agents. Select one based on whose authority the task should use and whether the workload runs interactively or in the background.
| Access pattern | Use it when | Control questions |
|---|---|---|
| Delegated access | The agent acts for a signed-in user and should carry the user’s permissions to user-owned data or actions. | Does the token and downstream log retain the user, agent, purpose and constraints? Can the user’s revocation stop the agent? |
| App-only access | A background workload acts as itself rather than as an interactive user. | Are application permissions the smallest possible set? Is the workload prevented from silently bypassing user-level restrictions? |
| Managed identity | An Azure-hosted workload uses a supported Azure resource and can obtain identity without developers storing credentials. | Does the exact hosting and target-resource combination support it? Are resource roles and lifecycle controls configured narrowly? |
| Service principal | A service identity is required outside the managed-identity fit or for a workload that needs an explicitly administered application identity. | How are credentials protected, rotated, expired and revoked? Can the identity be limited to one tenant, resource and task? |
| Workload identity federation | A workload needs short-lived, federated credentials across supported environments instead of a long-lived secret. | Which issuer, subject and audience claims are trusted, and how is the federation binding reviewed? |
Managed identities are an example of an Azure-specific secretless pattern, not a reason to choose one cloud by default. In another environment, service principals or federation may fit better. In every pattern, test that a backend identity cannot silently grant an agent more authority than the user or organization intended.
Define least privilege at the tool boundary
Inventory every operation an agent can invoke, not just the APIs it can reach. Separate read, create, update, delete, send, provision and approve actions. Then scope each permission along as many dimensions as the workload needs:

- Tool: allow only the named connector or API.
- Resource: restrict the database, mailbox, project, record set or cloud resource.
- Tenant: prevent cross-tenant access where isolation is required.
- Action: separate read from write, draft from send, and lookup from deletion.
- Context: include user, task, time, device, data sensitivity or approval state when relevant.
Microsoft’s guidance illustrates the implementation pattern: an agent might have read-only access to an approved knowledge search, draft-only email until approval, and write access only to permitted CRM fields and customers. Those examples are patterns to test in your integration, not proof that any product enforces them automatically. Microsoft states in its guidance that “A policy layer is the deterministic part of the system that decides whether an action is allowed.” See Access patterns and controls for AI agents.
Separate planning, drafting and execution
Allowing an agent to formulate a proposed action is materially different from allowing it to execute one. Keep low-risk retrieval and analysis separate from external side effects. A useful design gives the agent a draft or preview tool, sends the proposed arguments to a deterministic policy check, and exposes a send, publish, delete or provision operation only after the required approval state exists.
Ask the vendor to demonstrate that a denied call is blocked before it reaches the downstream system. A log entry saying “denied” after the API has already changed data is not enforcement.
Evaluate delegation and credential lifecycle
For every credential, document issuance, storage, use, rotation, expiry and revocation. Prefer short-lived or federated credentials where the deployment supports them, and avoid embedding long-lived secrets in prompts, agent memory or tool configuration.
Delegation evidence
A downstream service should be able to establish more than “the agent presented a valid token.” It should be possible to determine which user or organization authorized the work, which agent received that authority, the task or constraints attached to it, and whether another agent or tool was involved. OAuth 2.0 can provide delegation and access-token mechanisms, but protocol support alone does not guarantee that the complete identity chain is preserved. Validate the claims, token exchange and resource-server behavior in the actual integration.
Lifecycle tests
- Issue an agent credential for one narrowly defined task.
- Expire or revoke the user’s delegation and confirm that new calls fail.
- Revoke the agent identity independently and confirm that other agents are unaffected.
- Rotate the credential and verify that old tokens cannot be replayed beyond their intended lifetime.
- Inspect logs to confirm that issuance, refresh, denial and revocation events are attributable to the correct principal.
Make high-impact actions reviewable
Classify actions by consequence. Reading an approved document collection is different from changing a production record, sending an external message, approving payment or deleting data. Require a fresh human confirmation or an equivalent strong control for irreversible or high-impact operations where appropriate.
Approval should be bound to the proposed action, target and relevant parameters, not treated as a blanket permission for the agent’s entire session. Test what happens if the agent changes the target after approval, retries with different arguments, or hands the task to a sub-agent. The policy layer should re-evaluate the actual call.

Interoperability standards for agent identity are developing. Distinguish deployed specifications from drafts when estimating implementation risk.
| Technology or initiative | What it contributes | Maturity or boundary described by the sources |
|---|---|---|
| SPIFFE and SPIRE | Workload identity model and reference implementation for issuing and managing workload identities. | NIST characterizes them as relatively mature and operational. |
| WIMSE | IETF work on workload identity and execution-context identity relevant to agent runtimes. | NIST characterizes the work as early-to-mid draft maturity. |
| AI Identity Management System (AIMS) | Proposed best practices applying existing standards, including WIMSE and OAuth 2.0, to AI identity management. | The IETF WIMSE Internet-Draft was published September 15, 2026, has Informational intended status, expires March 19, 2027, and may change or be replaced. |
| OAuth 2.0 | Delegation and access-token mechanisms. | Assess the complete identity chain and resource-server authorization; protocol support alone is insufficient. |
| Cedar | Fine-grained policy language supporting multiple access-control models. | A policy component, not a complete IAM platform by itself. |
| Open Policy Agent | General-purpose policy engine for authorization decisions. | A policy component, not a complete IAM platform by itself. |
| MCP and A2A | Implementation-layer interoperability between agents, tools or services. | NIST’s summary describes them as interoperability protocols, not complete identity or authorization standards. |
Use the AIMS Internet-Draft as work in progress, not as a stable compliance target. The NIST AI Agent Standards Initiative, updated August 14, 2026, describes work on industry-led standards, open protocols, agent authentication and identity research, and security evaluations.
Compare candidate tools with a weighted control matrix
Score products against your deployment rather than against a generic feature list. Keep evidence for each score: configuration screenshots, policy files, denied-call output, exported logs and responses from the vendor’s technical team.
| Evaluation axis | Evidence to request |
|---|---|
| Identity coverage | Demonstration that users, agents, workloads, tools and sub-agents receive distinct identities and ownership records. |
| Delegation | A complete trace showing who authorized the task, the constraints attached to it and the downstream calls made on that authority. |
| Authorization granularity | A policy restricting action, tool, resource, tenant and context, with separate read and write behavior. |
| Credential lifecycle | Issuance, secretless or federated options, short-lived credentials, rotation, expiry and independent revocation. |
| Runtime enforcement | A denied tool call that is stopped before the downstream system executes it, plus an approval gate for a high-impact operation. |
| Auditability and governance | Searchable records for identity ownership, requests, policy decisions, approvals, results and access reviews. |
| Standards and integration | Interoperability with the existing identity provider, cloud and workload stack, with draft dependencies clearly identified. |
| Operational fit | Monitoring, alerting, administration and review across the organization’s cloud, SaaS and on-premises boundaries. |
Do not declare a product “best” without a deployment context and current, comparable evidence. Microsoft Entra ID, Entra Agent ID, Azure RBAC and Azure Policy are examples of identity and authorization options in Microsoft’s ecosystem; verify current availability, licensing and coverage for your exact environment before treating them as a fit. The same diligence applies to any other platform.
Run a proof-of-control pilot
A pilot should exercise the controls with the tools and data the production agent will actually use. A slide presentation or isolated sandbox can conceal missing delegation context and overbroad permissions.
- Create a distinct agent identity. Record its owner, runtime, environment and intended task. Do not begin with a shared human credential.
- Authorize one narrow task. Limit the identity to a single tool and a small, named resource set. Separate read and write permissions.
- Attempt an out-of-scope action. Try a different tenant, record, field, tool and operation. Confirm the denial occurs before the downstream call.
- Run a delegated scenario. Have a signed-in user request work on user-owned data. Inspect whether the user, agent, purpose and constraints survive every call.
- Run an app-only scenario. Execute a background task as the application identity. Confirm that its permissions do not bypass user restrictions.
- Test expiry and revocation. Revoke the user delegation, agent credential and relevant application role separately. Verify the expected calls fail without disabling unrelated workloads.
- Require consequential approval. Use a draft-then-approve flow for a send, update, deletion or provisioning action. Change a parameter after approval and confirm policy re-evaluation.
- Export the evidence. Retrieve logs showing the initiating principal, agent, target, requested action, decision, approval and result. Check that the chain remains understandable outside the product console.
- Repeat after a sub-agent handoff. Verify that the downstream agent receives only the authority needed for its assigned step and that the original delegator remains attributable.
Record pass, fail and compensating-control decisions. A product that passes a simple identity-login test but cannot prove pre-execution enforcement or delegation continuity has not demonstrated adequate control for a consequential agent.

Common selection mistakes and how to correct them
Choosing a shared service account for convenience
Problem: Every agent action appears to come from one principal, so ownership, revocation and non-repudiation are weak.
Correction: Issue distinct agent or workload identities and retain the human or organization delegation context.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Assuming a valid token makes an action safe
Problem: Authentication succeeds while the token still permits an unsafe resource or operation.
Correction: Enforce an action-level policy at the tool boundary and test a denial before execution.
Granting broad application permissions to avoid failures
Problem: The agent can read, change or delete more than its task requires, and prompt manipulation can turn excess authority into impact.
Correction: Start with one resource and one operation, add permissions only when a documented task requires them, and separate drafting from execution.
Treating a draft protocol as a compliance guarantee
Problem: A draft may change, and a protocol does not automatically define your policy, resource scope or audit controls.

Correction: Identify which components are operational today, isolate draft dependencies, and maintain a fallback implementation plan.
Logging only the final API result
Problem: Investigators cannot tell who initiated the work, why the call was allowed or whether an approval covered the exact parameters.
Correction: Capture the authority chain, policy inputs, decision, approval and downstream result as one trace.
Recommended Free Tools
Testing only the happy path
Problem: A demonstration proves that an allowed call works, not that an out-of-scope call is blocked or that revocation propagates.
Correction: Make denied calls, altered parameters, expired credentials, user revocation and sub-agent handoffs mandatory pilot cases.
Decision checklist for the final selection
- Every production agent has a distinct identity and named owner.
- The system preserves the user or organization that delegated authority.
- Permissions are scoped to the required tool, resource, tenant, action and context.
- Read, write, delete, send, provision and approve actions are separately governed.
- Policy is evaluated before the downstream tool executes.
- High-impact or irreversible actions require the intended approval.
- Credentials can be issued, protected, rotated, expired and revoked without hidden long-lived secrets.
- Delegated, app-only and any managed-identity or federated patterns have been tested in the real environment.
- Logs connect principal, agent, target, action, decision, approval and result.
- Standards dependencies are identified as deployed, draft or implementation-specific.
- Operations teams can monitor and review the controls across all trust boundaries.
What the right choice looks like
The strongest choice is not the platform with the longest connector list. It is the one that can prove, in your environment, that an agent is identifiable, delegation is preserved, permissions are minimal, policy is enforced before execution, consequential actions are reviewable, and evidence remains available for investigation. Select the access pattern per task, validate the identity chain through every tool and sub-agent, and make the pilot’s denied-call and revocation results part of the procurement decision.
