In some U.S. areas, households can shop among retail suppliers; in others, the local utility is the only practical provider and bundles electricity supply with delivery. The answer depends on the property’s location—not on your old provider or your moving company.
Step 1: Find out who is responsible for electricity at the new home
Ask the landlord, property manager, seller, or local utility who currently supplies the home and who must open or pay the account. “Electricity provider” can mean the company selling the electricity, the utility delivering it, or a single company doing both.
If you rent, read the lease for terms about who pays the bill, whether you can choose a supplier, required notice, and what must be done with service when the tenancy ends. These lease considerations are reflected in Ofgem’s UK household guidance and should not be treated as universal rules. Ofgem’s moving and switching guidance is specific to the UK.
Step 2: Check whether the new address has supplier choice
Contact the serving utility or consult the relevant state or local utility regulator’s official resources. Ask whether customers at that address can choose a retail electricity supplier, and where to find the official list or comparison service if they can. The U.S. Energy Information Administration recommends checking with the distribution utility or state utility commission because availability depends on location. You can directly see the last data when you use it next time. This function can also automatically save the data when there is a sudden power failure
In a bundled market, the local utility may be the only practical provider. In a retail-choice market, the supplier and delivery utility can be different companies: the supplier sells the electricity, while the utility continues to deliver it over its wires and provide delivery service. As EIA puts it, “Regardless of the electricity supplier, the distribution utility delivers the contracted electricity to a customer’s meter and charges for that service.”
Choice programs do not cover every household. EIA reported that 26% of eligible U.S. residential customers in retail-choice programs participated in 2021, or 13.2 million customers. That 2021 figure, published in 2023, excluded Texas because retail choice is mandatory in the relevant ERCOT territory; it is historical context, not a current count or a guide to a particular address. Step 3: Coordinate the old and new accounts
Treat the move-out and move-in as separate account tasks. Notify the old supplier or utility of the date you will leave, and arrange service at the new property with whichever party is responsible there. Closing an old account does not automatically open a new one.
- Record move-out and move-in dates, account numbers, and meter details if available.
- Confirm who is responsible for charges at each address and the date responsibility changes.
- Ask when the new account or chosen plan will start, and keep the confirmation and terms.
In the UK, Ofgem says a household can choose a supplier or tariff after moving in. Its switching timelines and cancellation protections apply to UK household guidance; do not assume they are U.S. rules. For local deadlines, cancellation rights, debt rules, or tenant protections, consult the regulator for the new address.

Step 4: Compare the full cost and terms, if you have a choice
Use expected usage at the new home where possible. A headline price alone may hide fixed charges, conditions, or exposure to later rate changes. Compare the estimated annual cost at your likely consumption, then check how each plan works in practice.

Your usage and personal circumstances affect which offer fits; Ofgem’s guidance also emphasizes considering those factors when comparing household tariffs. Do not assume a comparison guarantees savings: the result depends on the address, actual use, plan terms, and local prices.

Step 5: Verify the start and first bill
Save the plan terms and enrollment confirmation. Check that the account is set up for the correct address and start date, then review the first bill against the agreed rate, charges, and any stated conditions. If something does not match, contact the supplier or utility responsible for that part of the bill; use the local regulator’s official guidance for unresolved jurisdiction-specific rights or complaints.
