For Windows Copilot+ features, look first for a PC whose exact configuration has an NPU rated at 40+ TOPS. But TOPS is an eligibility clue, not a full measure of local-AI speed: the app must support the chip and its acceleration path, and the rest of the computer must suit your workload.

What “local AI” means when you’re choosing a PC

Local inference runs some or all of an AI model on your computer rather than relying entirely on a remote service. On supported Copilot+ PCs, Microsoft’s Phi Silica is a small language model optimized for the NPU; documented uses include understanding text, summarizing, rewriting, and short-form generation. Microsoft also documents local components for image processing, transformation, and creation. These capabilities do not mean every AI app—or every cloud-based Copilot feature—works offline. An NPU is a specialized processor for AI operations, but local AI does not have to run on one. Windows ML supports local inference through CPU, GPU, and NPU acceleration. Windows execution providers support hardware associated with Intel, AMD, Qualcomm, and NVIDIA, and Windows can use another compatible compute backend when an accelerator does not support a workload. The practical question is therefore not only “How many TOPS?” but “Does the software I need support this PC’s chip, drivers, model, and acceleration route?” See Intel’s Windows ML overview and Microsoft’s execution provider documentation.

Do you need a 40 TOPS NPU?

If you want many Windows Copilot+ PC experiences, use 40+ TOPS as an initial eligibility check. Microsoft describes Copilot+ PCs as Windows 11 hardware with an NPU capable of more than 40 trillion operations per second. Its developer guide says many new Windows AI features require an NPU with the ability to run at 40+ TOPS. Check the exact PC configuration rather than relying on a processor-family name or an “AI PC” label: Microsoft’s guide identifies devices based on Snapdragon, AMD Ryzen AI 300, and Intel Core Ultra 200V families, but not every configuration or feature is necessarily interchangeable. If your priority is a third-party application or a local model rather than Copilot+ eligibility, the 40 TOPS threshold may not answer the question. Check that software’s stated CPU, GPU or NPU support, driver and Windows requirements, model format, and memory needs. Some applications may use a different compute path or have no support for a particular accelerator.

How to choose an AI PC

  1. List the tasks and features you expect to use. Examples include live captions or translation, image editing or generation, local summarization, developer models, or a third-party AI app. Separate Windows features from app-specific capabilities; their compatibility requirements are not the same.
  2. Check each feature’s current requirements. Verify the supported processor or accelerator, operating-system version, drivers, model and memory requirements, and whether the feature needs an internet connection. Use the software maker’s requirements for the specific app and version you plan to run.
  3. Decide whether Copilot+ eligibility is important. If it is, verify the exact NPU capability and configuration against Microsoft’s 40+ TOPS criterion. Do not infer eligibility from the brand or product-family name alone.
  4. Compare workload-relevant performance evidence. TOPS is a stated operations rate under vendor conditions; it does not establish real application speed, supported model size, image quality, or battery impact. Those depend on the hardware, software, drivers, model format, precision, and task. Look for measurements of the application and model you intend to use rather than treating TOPS as a universal score.
  5. Check feature rollout, region, and language. Microsoft says Copilot+ experiences vary by device and market, and some may depend on Windows updates. Its March 31, 2025 announcement described selected experiences extending across AMD Ryzen AI 300, Intel Core Ultra 200V, and Snapdragon X Series devices with staged availability. That announcement documents expansion at that time, not a complete current feature matrix. Confirm the features that matter for your location, language, device, and OS version.   6. Choose the rest of the PC for your everyday use. Match memory and storage to the operating system, apps, models, and files you plan to keep. There is no single RAM or SSD requirement established for every local-AI workload; follow the requirements for your software and allow capacity for your own use. Also compare the exact configuration’s CPU/GPU, battery, display, ports, keyboard, weight, warranty, upgrade options, and price.

Everyday fit Exact-market configuration, price, battery, display, ports, weight, keyboard, repair options, and warranty.

What the published specifications can—and can’t—tell you

Microsoft’s 40+ TOPS criterion is useful when you are checking whether a Windows PC meets the documented NPU threshold for many Copilot+ experiences. It is not a ranking of local-AI performance. The official Windows ML and execution-provider documentation describes multiple hardware routes, so compatibility and performance depend on both the PC and the application’s implementation.

Microsoft’s AI-components page documents specific on-device features, while its Copilot+ feature notes warn that availability varies by device and market. A feature list can change as Windows updates roll out. Check the current listing and feature notes for the exact PC and region; Microsoft’s PC listings also warn that specifications can change and products may not be available in every market.

The cited official sources do not establish a universal memory or storage target, comparable current laptop benchmarks for local-AI speed, battery runtime during AI workloads, or model capacity across devices. If those determine your purchase, use requirements and measurements for the specific app, model, and configuration rather than extrapolating from a processor label or TOPS figure.
